| ‘WASHINGTON CITY: WEDNESDAY......Febraary 16, 1870. Reading M Matter on Every Page. Reeeptions. The next levee of President Grant will be given on Thursday, the 24th imst., between the hours of 8 and 10 p. m. Mrs. Grant's receptions will be held every ‘Thesday during the season, between -the hours ot 2and 4 p.m. Secretary and Mrs. Belknap have issued cards for receptions for Febraary 19th and 26th, at 9 p.m. No.3 Madison Place. The receptions of the Speaker of the House of Kepresentatives will be at his residence, 408 Fifteenth street, from 9 to 11 o’-lock on each Friday evening of the season. Mrs. Blaine’s receptions will be held every Wednesday of the season, between the hours of 2and5 p.m. At the Russian Legation, Madame de Cata- cazy will receive on Thursdays, from 2 until 5 p.m. We are requested to state that in consequence f Me. de Garcia's severe illness she will be un- able to continue her receptions. see. Itisa astewestay fact that just atthe time when we are hearing some arguments raised in favor of substituting denominational schools for our present system of public schools, that in England, where the denominational schools have long been in vogue, it is proposed to adopt a system of common schools. In fact, England finds her present system so imperfect, and so little able to supply education for the mass of the people, that it is necessary that it shall be improved, the more especially as her material interests are concerned. John Bull has been astonished to find through the great Industrial Expositions, and in other ways, that he is likely to be threwn ont of the markets of the world simply because the working people of other countries have more culture than his own. He finds that his workingmen who are barely | able to sign their names with a cross, are terri- bly overmatched in the competition with the intelligent industry of other countries where the opportunities for education are supplied to the mass ef the people. A year or two ago a commission was sent to the continent to inves- tigate this matter, and their report was of a character to both surprise and alarm the gov- erning people of England. It was all very well to leave the common people in ignorance while the ruling class hed nothing to lose by it, but it isa horse of another color when the com- ‘mercial sapremacy of England is threatened by it. And the impression made by the revelations of this commission, and other authorities was so great that it seems to be expected that the scheme of national education to be brought for- ward in the Lords by Earl de Grey and in the Commons by Mr. Foster, will pass with very little opposition, although under ordinary cir- cumstances both the economical as well as the Teligions, or irreligious difficulties would be se- rious stumbling blocks in the way of change in # country where reform is effected by so much cireumiocution as in England. ‘The moral from this educational movement in England is one that can be applied in this country. England is now paying the penalty for having provided no general system of com- schools for the education of her people. finds that even in an economical point of view it “pays” to supply the means of educa- tion for every child in the land. We have here an instructive warning never to allow the pres- ent admirable common school system of this country to be broken up to make way for frag- mentary systems of any kind, denominational or otherwise. Our material interests as well as our existence as a republic depend upon the Preservation of the common school system of the United States. ——_~<ee-_____ Everybody, we take it for granted, is in favor of the nation possessing an authentic and in every respect first class painting of the late President Lincoln; yet we question very much whether the resolution introduced in the Senate by Mr. 4 Ubott the other day, (which appropri- ates $5,000 for a picture to be painted by Mr. Littleceld,) is the true way to get it. A much better plan, it seems to us, would be to appro- priate the money to pay for a picture to be paint- <d by seme artist to be selected hereafter by the Library Committee, er some other competent and properly authorized body, and then let it give the eormission to the artist who shall be found afte. a close examination to be best qual- itied to execute the work. We make this suggestion without the wish to retard or advance the interest of any individual, and with no intention to discuss the merits of ny artist, but solely for the reason that by this course alone can the best work of art be assured to the nation.
