EVENING STAR. Largest Circalation in the District WASHINGTON CITY: --February 14, Reading Matter on Every Page. Receptions. ‘The next levee of President Grant will be given on Thursday, the 24th inst., between the hours of 8 and 10 p. m. of Representatives will be at his residence, 408 Fifteenth street, from 9 to 11 o’clock on each Friday evening of the season. Mrs. Blaine’s receptions will be held every ‘Wednesday of the season, between the hours of and 5p. m. At the Russian Legation, Madame de Cata- cazy will receive on Thursdays, from 2 until 5 Pp. m. We are requested to state that in consequence of Me. de Garcia’s severe illness she will be un- able to continue her receptions. January on “American claims on England”, seems to be a well-meaning attempt to clear up what it conceives to be the matual misunder- standing between the English and the Ameri- cans. The writer reviews the course of the the American Senate in rejecting the treaty, and holds that the speech of Mr. Sumner, which caused so much exasperation in England, should not be regretted by the friends of a tinal settlement of the differences between the two unfe desired, and that it was better to say the worst, even at the risk of giving offence, than to speak smooth things and nurse enmity. The Review holds that the most palpable of the American grievances have their origin in acts committed on account of the shorteomings of the British statutes, and that there is some force to the argument of the Americans that when these defects were made the subject of official remonstrance on the part of their rep- resentative, the imperative duty of a people in amity with them was to tind in appropriate leg- islation a remedy for admitted deficiencies. The result of the discussion is @mply to leave the people of the United States unshaken in the conviction that they were wronged by Great Britain. One allegation after another made’ by them may be shown to be baseless, yet the sense Of injury sustained is neither weakened nor re- moved. Taking these things into consideration it might seem as if the disheartening conclusion Were mevitable that nothing can be done, and that the two nations must patiently await in si- lence “‘a convenient opportunity for settling their differences not by the pen but by the sword.” But against this conclusion the Review pro- t ts, and argues that if as much energy be dis- played in discovering « clue to the labyrinth as has been shown in argning about the existence of the labyrinth itself, a pacific settlement can soon be reached. The complaint by the Amer- icans is one of unfriendliness rather than a de- mand for money. There need be no shame, the Review holds, in officially admitting by them that the imperfection of existing laws rendered the part played by their country towards the United States far less friendly than it might and should have been. England might profitably at the same revise her defective statutes as showing readiness for a lasting peace. Both sides must be prepared to “ make rational | concessions and forego inadmissable demands.” ‘The Review thinks that no objection should be made to settling the preliminaries of negotiation at Washington; since as the Senate, rather than the Secretary of State, or even the President, is the body to be conciliated and satistied it is fitted {iat the negotiator should be in a position to ‘Seartt What is the opinion prevailing among the Senators. It holds, however, that a special plenipotentiary should be sent to Washington to deal with the subject. “Of Mr. Thornton's diplo- matic experience,” it says, ‘there can be no question; yet that Br. Thornton is hardly fitted | for this exceptionable task is as little capable of doubt. Any treaty, having the scope and im- port of that indicated, would have to be ex- plained and upheld in Parliament, as well as ratitied in solemn form. A member of either House, and, still better, a member of the Cabi- net, is alone capable of discharging this daty with satisfaction to the Legistater ‘The Review article in its candor and thought- fulness, is of some significance in showing that the British mind is settling down trom the fer- ment over the abrupt rejection of the Johnson treaty, and is getting Into a condition to take up the question again in good temper and in a spirit | of fairness. +02 + Maryland, though having an ameliorated | usury law to that inherited from ber by the Dis- trict of Columbia, finds the necessity for a more | Liberal law to prevent her capital from seeking other quarters for investment. It is impossible for that State as well as this District to hope to compete with more favored localities while the rate of interest is restricted to six per cent. While New York on ane side, and all the South- | ru States on the other allow a higher rate of | interest, with or without contract, it is of course | not practicable to induce capital to come here | for investment; and what 1s more to our disadvantage, our own capital seeks more if Profitable investment elsewhere. The Bal- | timore papers are agitating for the modi- | fication or relaxation of the usury laws of | Maryland, and the facts they bring forward to | show the injury sustained by the business inter- | ests of that State under tne present law are of | precisely the same character that our business | men have suffered from. Congress seems to have less and les time each session to deal with | District matters; but we trust the District Com- | aittees will center upon a few measures of | pressing importance to be urged through at any rate, and that the modification or repeal of our | antiquated usury law will be one of them. ——____ + *ee- The second report of the committee of the | Methodist Book Concern into the alleged frauds in its management does not seem to give satis- | faction, and, like the first one, is characterized _ as a white Piece of work; and it is noticed that the two while agreeing in results | contradict each other essentially in particulars. _ ‘The minority of the committee, Henry Slicer, James Pike and L. M.
