Re-eptions. ‘The next levee of President Grant will be given on Thursday, the 2ith inst., between the hours of 8 and 10 p. m. Mrs. Grant's receptions will be held every | ‘Tuesday during the season, between the hours of 2 and 4 p.m. Secretary and Mrs. Belknap have issued cards for receptions for Feb. 12th, 19th and 26th, at 9 p.m. No.3 Madison Place. General and Mrs. W. T. Sherman, finding it impracticable to reach all with cards, extend their invitation for Tuesday evening, the 15th inst., to their friends generally. The receptions of the Speaker of the House ot Representatives will be at his residence, 408 Fifteenth street, from 9 to 11 o’clock on each Friday evening of the season. Mrs. Blaine’s receptions will be held every Wednesday of the season, between the hours of and 5 p. m. At the Russian Legation, Madame de Cata- cazy will receive on Thursdays, from 2 until 5 p.m. We are requested to state that in consequence of necessary repairs, there will be no evening receptions at the British Legation until special invitations are issued. We are requested to state that in consequence of Me. de Garcia’s severe illness she will be un- able to continue her receptions. a The extendéed'eer of pleasure and observa- tion made by Governor Seward’s party through Mexico has served to bring out some interesting facts pertaining to the present condition of that country. They naturally enjoyed anusual fa- ¢ itities for investigation, and one of the party, € ol. Evans, of the Overland Monthly and Alla California, has crystalized these observations in & work on Mexico, which will soon be pub- lished. It would seem that as mach as we excel the Mexicans in productive industry, the me- | ¢ hanic arts, and government, they excel us in | architecture, painting, and the ornamental arts. H ‘The same absorption of vast landed estates by the few, resulting in the poverty of the great mass, which Prescott describes as characteristic of the Aztec semi-civilization three centuries | ago, still prevails, and results in the like op- pressive cheapness of labor. The Catholic Church has still a strong re- ligious power. But as % political power the Chureh itself bas been conquered; its lands, which once obsorbed three-tifths of the whole country, have been contiscated; it owns only its buildings for worship, and a few of these are given over by the authorities to Protestant con- gregations. The priests are forbidden to ap- pear in public processions, and even to wear in the public places their “shovel hat,” as that portion of the priestly garb is styled. Ti are about forty Protestant churches in all Mox- ico, of which twenty-three congregations are in the City of Mexico. ‘The press is free even te license. The prin- ciples of republicanism,—free speech, free schools, and freedom of religious worship,—are thoroughly engrafted in the minds of the peopie. At these schools they are also taught mdustrial arts and trades. Parties divide nominally into Republicans and Radicals. Though party feeling is strong, the issues are ill-defined, and | lie chiefly between “ins” and “outs, the questions of State rights, the forcible division of the great landed estates, (some of which are ten miles square: and tenanted by thousands of families.) general amnesty to the monarchists, and other questions of general importance, are being agitated. As Parton says, “Why use an apparatas so costly, complicated, and ¢: bersome as the Congress of the United States to get a little paving done on Penn- sylvania avenue? Do California and Ore- gon send members across the continent to attend to the lamp-posts of Washington? Are honorable gentlemen to travel all the way from the extremity of Florida or the farthest contines of Texas to order some new boards to be nailed down on the Long Bridge?” No; the simplest, plainest, most direct, most economical way is for Congress to give power to the Dis- trict to legislate in these matters, and for Gov- ernment to pay taxeson itsown property. The running of the Congressional machine is so en- ormously expensive that Government connot afford to attend to our petty municipal to them, but all important to us. A day's debate in both Houses of Congress upon District matters costs Government as much as it would to pave half the streets of Washington. But the difficulty is that this waste of money and valuable time has no results in nine cases out of ten; for it usually happens that a debate upon our affairs shows members that they know very little about them, dnd, lest they should make some mistake, they usually conclude tu do nothing at all. The Government would save money by remitting this work to a District Legislature and paying taxes on its own prop- erty; and at the same time the amount of money realized by the District through this tax would enable us to enter upon such a system of im- provements here as would change the whole ap- pearance of affairs, and make Washington one of the handsomest and most attractive cities in the world. ———_—__-ee.
