Mrs. Grant's receptions will be held every ‘Tuesday during the season, between the hours Of Zand 4 p. m. ‘Secretary and Mrs. Belknap have issued cards for receptions for Feb.42th, 19th and 26th, at 9 Y.m. No.3 Madison Place. ‘Tae receptions of the Speaker of the House ot Representatives will be at his residence, 403 Fifteenth street, from 9 to 11 o'clock on each Friday evening of the season. Mrs. Blaine’s receptions will be held every ‘Wednesday of the season, between the hours of and 5p. m. At the Russian Legation, Madame de Cata- cazy will receive on Thursdays, from 2 until 5 p.m. At the Argentine Legation, Madame de Gar- cia will receive on alternate Monday evenings, commencing on Monday, Jan. 3d, and will be at home on Saturdays, from 2 until 5 p. m. We are requested to state that in consequence of necessary repairs, there will be no evening receptions at the British Legation until special invitations are issued. We are requested to state that in consequence of Me. de Garcia's severe illness she will be un- 2ble to continue her receptions. <e—_____ Tae Lxoat TexpeR Decision —The papers, more particularly those of the leading commer- cial cities are the legal tender decision. The first view taken of it by the Press from the short abstracts telegraphed from here was that the decision was against the con- stitutionality of the Legal Tender Act, and ap- Prebensions were expressed in some quarters that it would tend to unsettle business matters Seriously; but the fuller reading of the act has served to dispel these fears, and to show that the constitutionality of the act is not yet called in Question. It seems to be held that the decision, affect- ing as it does only the character of contracts made prior to February, 1862, will be of no great public importance. It will affect mort- gages on real estate dating prior to that date; al-o, ground-rents; bonds of private — tions issued more than eight years ago; life insurance policies taken out prior to 1862; and the deposits in savings banks, deposited in gold before that date. The decision is held to be ‘mainly important tm the disfavor shown to any attempt to issue more legal-tender notes, and in the warning suggestion given that the green backs now in circulation should be withdrawn as speedily as possible. The reasoning of the decision seems to indicate quite plainly that be- yond a reasonable time after the war necessity Which called for these notes has passed, they cannot be kept in use—in other words, that the Court cannet, after that reasonable time has elapsed, recognize them as anything but an ar- ticle of merchandise. The decision will un- scheme for expanding the circulation by the msue of new greenbacks, and will also give strength to efforts im the direction of a re- turn to specie payments. ——__-+e2-___ TRANSFERS OF ARMY OvviceRs.—There is some commotion among army officers here, oc- casioned by General Order No. 46, which we publish to-day, and which transfers so many of the officers of the army from Washington to Posts of duty elsewhere; and as the change goes into effect on the Ist of April, already the pack- ing up has begun, especially by those who have families here, and who are ordered off to a great distance. The order has been well matured and considered in Cabineg, and yesterday the Presi- dent ordered its promulgation. It sends Gen. Kobert Williams, of the Adjutant General’s of- fice, to Richmond instead of San Francisco, Where it was first reported he would be assigned, and Major Breck, of the same office, to St. Louis. Gen. Kelton is sent to the Pacitic, and Gen. Whipple takes his place here. Col. Leet is transferred to the Department of the Cumber- land, and Col. Martin succeeds him here. In the Quartermaster General's office Gen. Ekin is ordered to Texas, Gen. McFerran to Detrott, Gen. J. J. Dana to the Lakes, Gen. Perry to the | artment of the Platte, and Col. Dan. G. ‘Thomas to the Department of Dakota. Among those ordered to take their places here are sev- eral well-known western quartermasters, also, Col. M. L. Ladington, formerly the Chief Quar- termaster of this Department.
