Mrs. Grant's receptions will be held every ‘Tuesday during the season, between the hours of 2 and 4p. m. . Secretary and Mrs. Belknap have issued cards for receptions for Feb. 12th, 19th and 26th, at 9 p.m. No.3 Madison Place. The receptions of the Speaker of the House ot Representatives will be at his residence, 408 Fifteenth street, from 9 to 11 o’clock on each Friday evening of the season. Mrs. Blaine’s receptions will be held every Wednesday of the season, between the hours of 2Qand 5p. m. At the Russian Legation, Madame de Cata- cazy will receive on Thursdays, from 2 until 5 p.m. At the Argentine Legation, Madame de Gar- cia will receive on alternate Monday evenings, commencing on Monday, Jan. 3d, and will be at home on Saturdays, from 2 until 5 p. m. We are requested to state that in consequence of necessary repairs, there will be no evening receptions at the British Legation until special invitations are issued. — -+eee- ‘The introduction of « ill in Congress for the erection of a new market-house by a private company on the site of the present Centre Mar- ket has created quite a stir the market dealers and in the City Councils. It is now pro- posed for the hundredth time that the Corpora- tion shall go to work and build a market-house. We shall be glad if the appearance of the bill in question has the effect to stir up the Councils to move in the matter. Manifestly the market- house should be built and controlled by the city; and all that can be said in favor of the bill be- fore Congress giving the franchise to a private company is that it proposes action in place of creditable to the city and the great thoroughfare upon which it is to be placed. We do not favor giving the franchise either to a private company or to the market dealers; but unless the Corporation will take immediate action, in yy that means business, to deal | with this nuisance, we shall be glad tosee the power to do so given to anybody who will un- dertakenit. Congress is now in the mood to give some in- telligent attention to District affairs, and we do not doubt that if the corporation authorities show a purpose to enter upon the bona fide con- struction of a market building that will not dis- figure Pennsylvania avenue, the authority can be readily obtained from that body. But they should strike while the iron is hot, and should Present to the attention of Congress a definite plan embracing a really handsome and spacious building, and which will present none of the unpleasant features of a market-house on its avenue front. It is, we believe, from the fact that the plan for the new market-house proposed in the bill before Congress provides for the con- struction of a building that would be ornamental to the finest street in any city in the country that it has commended itself to the favor of many members of Congress; and the corporation must present a plan at least equally attractive and appropriate to compete successfully with that referred to. But if our corporate authorities do not move With some energy in the matter, we hope Con- gress will promptly give the franchise to the market-men, or to any respectable private com- pany who will guarantee the speedy demolition of the present miserable shanties, and the erec- tion of handsome and appropriate buildings of the character we have designated. ———~~e--___ ‘The London Times attributes the faults of American legisiation to the utter absence of ability in the House of Representatives. This is the mistake made by those who are not able to discriminate between rhetorical brilliancy and working ability. There are not so many brilliant debaters in fie House as at some previous periods Of its history, but we doubt it it ever contained more practical working ability than at present. In fact the American Congress of late years has assimilated itself much to the English Parlia- mentary model in repressing mere oratorical display and cultivating a conversational business style of debate. This practical habit of the modern Congress exhibits itself in the plan adopted of restricting the formal speech-makers to Saturday afternoon displays, when their exer- cise of the gift of gab will not interfere with the Dusimess of the House. The present House is undoubtedly an efficient buisness body, and the fact that there are no bright particular stars in it is perhaps due as much to the fact of the high average capacity of the members as to anything else. ‘The title of Mr. Dickens’ next novel is yet shrouded in mystery, although it is certain that the serial publication is to begin about the end of March, that it will extend through just a year and that Messrs. Fields, Osgood & Co. will give the first sight of each part to the American pub- lie, let who will follow in their wake. By printing the novel in their illustrated Every Saturday, they will be able to give with it re- productions of the original illustrations. These are to be by anew hand in art, or at least one one new to fame, a Mr. Fildes, who drew the capital picture entitled “Homeless and Hungry,” representing a row of tramps awaiting admission to the casual ward of a London workhouse, which appeared in the first number of The Graphic. ———_-+e2-_____ The snow storm which has been our favored latitude for several days past got fairly under way last night, anf to-day has been the most disagreeable of the season.
