EVENING STAR. Largest Cirealation inthe District WASHINGTON CITY: SATURDAY..........February 3, 1870. “Reading Matter on Every Page. | ions. | The Battinore axp Potomac RatLroap.— We learn that the debate in the Senate Wednes- | day on the bill concerning the Baltimore and | Potomac railroad (whick debate was referred to editorially in Thursday’s Stam) bas led to a | wrong impression as to What is asked by the ecmpany. ‘The description of that part of the Toute within the city which is involved in the amendment, is expressed in the charter granted in March, 1809, as follows:—“ Thence along | said south K street westwardly to south Fourth street; thence by a line curving to the right to thenorth bank of the canal; and thence along the said bank of the canal northwestwardly to Virginia avenne; thence along Virginia avenue Recept' Mrs. Grant's receptions will be held every | northwestwardiy to the intersection of south C ‘Tuesday during the season, between the hours of Zand 4 p.m and west Ninth streets.” To avoid the” purchase of valuable private ‘Seerctary and Mrs. Belknap have issued cards | property upon the chartered line, the C iy for receptions for Fel. 12th, 19th and 26th, at 9 | now ask an amendment to their charter, allow- p.m. No.3 Madison Place. ‘The recéptions of the Speaker of the House ot Keprosentatives Will be at his residence, 408 Fifteenth sireet, from 9 to 11 o'clock on each Friday evening of the season. Mrs. Blaine’s receptions will be held every Wednesday of the season, between the hours of Legation, Madame de Cata- eazy will receive on Thursdays, from 2 until 5 p.m. At the Argentine Legation, Madame de Gar- will receive on alternate Monday evenings, commencing on Monday 3d, and will be at home on Saturdays, from 2 until 5 p. m. We are requested to state that in consequence of necessary repairs, there will be no evening receptions at the British Legation until special invitations are issued. One (only) of our city papers takes ground against the movement for the consolidation of the District. Our cotemporary advances what it calls certain practical reasons against the proposed change. In the first place it does not see what benefits are to result from consolida- tion that cannot be obtained under the present system without the expense. trouble and incon- venience of changing the form of government. We would submit if it would be less expense, trouble and inconvenience to make the chanze to one good and efficient government than to en- dure three awkward, jarring, defective govern- - ments in our six miles square. That paper su gests that the powers of the corporations of Wash- ington, Georgetown add the Levy Court be en- larged, and that legislative powers be given to them separately, enabling them to grant acts of incorporation, charter railroads, fix rates of in- terest, Sc. We would ask if it would not be in- finttely safer and more aivantageous to the whole District to have one body pos- sessing the necessary powers. Again, ob- jection is made to incorporating the sparse- Iy-settled county (outside of Washington and Georgetown) under acity charter. Bat is the county too sparsely settled to have a territo- government? If so, it is too sparsely settled to have a government of its own, as recom- mended by our cotemporary. Again, “ Wash- ington and Georgetown have, at their own ex- pense, graded and improved most of their | streets; cach owes debts, while the county is comparatively out of debt. How are these debts to be paid, and how are they to be appor- tioned?” ing iseasier. Simply appoint a board, whieh may be called a board of liquida- tion, whose duty it shall be to ascertain the exact amount owed by each corporation, and assess the same upon the property now liabie for such debts, in their respective proportions, and have the same collected in such sams as ma: advisable so asto pay off the debt within, say twenty years; the legisiature, in the meantim: ‘The assertion, that « all act in harmony, then the strongest will override the weakest,” Will strike those familiar with the past relations | of the different corporations of the District with surpeis | | having power to issue bonds for such | indebtedness, falling due and corre- | sponding with the amount collected. if ‘The very fact that there are different | corporations has the etleet of creating contlict, | ! and perpetuating a sort of traditional rivalry, Which operates to the disadvantage of all, and which would fale away if the barriers were Droken and the whoie should be regarded as one— under one government, and having a common not a divided; interest, real or apparent. ‘Chere would be no more opportunity or inclination fur one of the merged corporations to override an- other than there is under our present municipal form for one ward to dominzer over another. Again, “we do not believe that a change will be the means of cutting down expenses.” Is it not highly probable, to say the least, that the machinery of one good government will be less expensive than three poor one: Our cotem- porary concedes that “reforms with advantage,” but asks, “cannot these be accomplished without a radical change in the Policy of the government in this District? Well, we have tried the present system for many years, and this is the burthen that rests | upon us te-dey. And while we remain in the old ruck we never shall be able to improve our condition. We need a radical change in the | governiental system fur the District. We mist have one ant rules and regulations, and Congress will n.ver consent to eutrnst such power in the hands of cting corporations. if it docs not work well he separate corporation ede ‘Taking it altogether one of the best dramatic performances given in Washington during the as Sheridan’s comedy of the School for Scandal” as played by Laura Keene and com- ¥ at Wall's Opera House last evening. € Sherman and famit ‘The “Charles Surface the “Sir Peter and Lady Teazle” of Mr. Jack and Mis Keene were the gems of the perfor- mance. There was uo audible prompting to mar the perfor- mance, and the “waits” between the acts were not too long; two things for which play-goers are always thankful. The piece will be repeat- this evening and on Monday “Christmas Eve” from Dicken’s Christmas story will be brought out. ———__-~ee---_____ Since the exhibition of Prince Arthur's pedes- trian proclivities, in “New York, walking has become quite the thing with the nobby young men ©: that city, who are always on the look- out to ape foreign ways. Heretofore it has been decidedly ungentee! to take a long stroll through the suburbs or in the Park. But H.R. H. has changed all that. It is already not an unusual sight to see a squad of young fellows dressed in short coats and thick soled shoes start off park- wards at a swinging pace for a two hours’ walk, instead of driving a fast team or loafing around billiard rooms and hotel entrances, as used to Work is to be stopped on the new post office building in New York, and every laborer em. ployed upon it discharged before the close of the present month. The reason assigned for this unexpected move is the fact that all the funds appropriated for the erection of the bzilding erates Sere At the National Theatre, Kelly & Le Leon close their this evening, giving “Tne Pretty Faust” tor the last time, and on Monday E. There is nothing, therefore, in the original bill or pro- posed amendment, indicating any purpose on the part of the Company to follow either bank of the canal to the Centre Market or Pennsylva- nia avenue, although the debate in the Senate on the 2d instant would lead to that inference. see: Vinorsta.—As already announced, , the Gen- Assembly of Virginia Teassembles on Tues- diay next, for the Du tore whore which tl ro itate has now passed. All the State caicers aro “egg inca from men not obnoxious to visions of the fourteenth amendment. The he Judges of the Supreme Court of Appeals will be elected for twelve years, and those of the Circuit Court for eight. The Audi- tor and State Treasurer are also to be elected, and, with the Governor, will constitute the Board of Public Works, and consequently will control almost entirely the internal improve- —_ licy of the State. The school, county zation, and road systems will be among the most important matters for consideration. Since the “restoration” there has been a great thirst for office in the State. The Virginia pa- say that there are more offices to be filled by the Legislature than at any previous time; but there are also more applicants in proportion to the offices than were ever before known in the Commonwealth. +2ee- Government Securities, Wasurmeron, Feb. 5, 1370.—Jay Cooke & Oo. furnish the following quotations of Government NEW YORK—FIRsT BOARD. v.8. 1881.
