Sn Le A | EVENING STAR. Largest Circulation in the District CROSBY 8. NOYES........Editer. WASHINGTON CITY: FRIDAY. ----« February 4, 1870. “Reading Matter on Every Page. It was argued by Corporation Attorney Cook Union League Hall meeting | eaday night, that it would not be sate sk District consolidation lest the Republi- p majority in Washington might be swamped by Georgetown and the county. This is the single solitary argument b: gainst consolidation. It ix ne a very high plane, at best, to contend that all the great interests of the District must be -ercificed | to party necessities, and becanse of the shadowy Possibility that a few votes may be lost to the “ins.” Bat even this argument does not seem to have any good foundation. The county, with the large colored settlements across the Eastern branch and north of the city, must have a very large F ican majority. In Georgetown, at the Isat election, the “citizens” ticket,” owing to dissensions im the Kepublican party, was cted over the straight-out Kepubliean ticket by a majority of less than ©, ® partor the iepublican ticket was elected. The total voto im Georgetown, of all parties, amounted te At the last election in Washington the Re; lican~ carried the city by about 5,000 majority, or more than the whole vote of Georgetown and the counts. So if every voter, white and e!- | im Gergetown and the county, were t, vte the Democratic ticket, the entire vote Would not suffice to wipe out the Kepublican majority in this eity. Thus, even on party grounds, there is no good reason for opposition to the plan ef consolidation. But that plan really commends itself irresistibly to every good Kepublican becanse of its extending the right of sufirage te the colored people of the county Why should the colored man be denied the privilege of voting because he happens to live at | the other end of the Navy Yard Bridge, or on Seventh street beyomi the city boundary ? Here are a large number of colored peop’ majority of the citizens of the county, wholly disfranchised. The Republicans of Wash: must not allow themselves to be pi tade of refusing them the right of suffrage. | Mr. Cook has been an earnest a advocate of enlarged sutirage, but in his zealous opposition to consolidation he has somchow got into an iMegical position. We ask him to rub his | spees and take a good look at this « uestion, and he cannot fail to see that olidate the District and give the right of Stage to the colored men in the county. ps -oee- ‘Tue Rearstratiox oF Verens tx Groncr- rowN.—The Judges of Election in Georgetown have finished th ration of voters. | Th the first preeis { a total registration of 1.486 white, and 1 a decrease si jast years registra- 20 white, and !3eolored. To the Editor of The Star: It appeared to me apparent, at the meeting yesterday at Lincoln | Hall, that 2 general misapprehension as to the | object ef the proposed change, among those | who scemed doubtful as to its propriety, pre- vailed. It is only weak politicians who are striving to make the movement for a pettes Republican party and the opposition in anv way orshape. Ae the writer of this—a Republican by tradition—lvoks upon it, the whole question | is just here: Are we not willing, as a people, to | telieve Congress of the burden of legislating for these ten miles square? In the nature of the case, it is impossible that this national | Dory should spend their time in our af- fairs. ‘The cost of such legislation is great- er, a8 @ general thing, than the whole value of any matter upon which they would be called to legislate. What we desire then ix in | urief this:—a legislative body in the District | chosen by the people, and responsible to the © wishes of the people, whose duty it shall b« to digest and elaborate a. of laws in the interest of this people. we need a delegate elected by the people and responsible to the people, tu speak foF us in the Legislative Hall. [t will be for Congress to fay whether the laws thus presented are consti- tutional; that matter need give us no trouble. Khode Island on an average adds at least fitty chapters to her statutes every year. The mter- ests of her people require it. How can the business of this people be expected to thrive with almost no legislation in the spirit of the ct is, labor in this District has come to look upon the United States Gonernment and the Cor- | eration as the only sources of itz supply. There is | G Teason in this, becau-e hitherto about the only | labor in this’ District has been on the public | buildings and the strects of the city. What we | Want is the multiplication of the sources of la | bor; there is not a factory of cotton, wool, or iron this Mistrict; The very tiver is closing up to navi- gaton; agricunare fails in the rural districts for | 3 the ant of a market; usury laws force capital | | into investments of Honds, rather than into pro- | ductive indystry. If the water-power of the | Potomac in front o: this District were used, this city could support a population of 390,000 souls. Do those men of toil, who oppose some better | mode of government, prefer to drive away these ew sour labor, or would they prefer to open them here? This is the question. A Rervuiicax. 1x0. Wasnrnoton, February A on om the Territorial 1e%~ Response - Qu: Eprron Star: It was asked at the Territorial Convention, yesterday, “Why the proposition for a territorial government had not been mada when the ‘Democrats’ were in power in the mn- 1 government 2" ‘This question was pu triumphantly by the speaker as ‘a pose! that the territorial idea t a very old one, agi- tated repeatediy within the last twenty-tive years, but without much result, as the Demo- crauc Congress has been always disposed to treat the people of Washington as belonging to that class ot “persons” having “no rights that the Government of the United States is bound to respect.” Since then our people have been like Obver Twist, standing before the great iona!
