‘The New Tariff Bill. time to time, in amounts the aggregate of which shall not exceed $250,000, was passed last night by the Board of Common Council and approved by the Mayor, and is now a law. By our report of the proceedings of the Board of Aldermen it will be seen that Mesers. Emery, Champion, Moore and Morsell, who were op- posed to the clause of the bill empowering the Mayor to anticipate the revenue, withdrew from the chamber just previous to the Alder- men being called to order last night, leaving that Board without a quorum; but as the bill had been sent to the lower Board, notwith- standing Alderman Emery's notice, on Monday night, that Board, of a motion to move a reconsideration of the vote by which it passed, final action was not delayed in the Board of Common Council, it being held that there need not necessarily be a meeting of a quorum of the Aldermen to make the action of the lower Board valid. In the Board of Common Council, the point was raised that the bill was improperly before them, pending the notice to reconsider in the upper board, but the Chair ruled that the board had been called to take action on the bill; they had found it sent to them regularly endorsed as having passed the upper board; and had no official knowledge of any action beyond that. ‘This being the ease, the bill was passed, and being approved by the Mayor is, as abovestated, alaw. The pending notice to reconsider in the upper board cannot affect its validity, but is a qvestion for that board to settle with its officers. Tse Tax SAce—It is understood: that Col- lector Boswell claims his right, under the char- ter, to goon with the tax-sale despite the Dill passed by the Councils postponing it to April, He contends that not being a salaried officer, but getting his pay in the way of commissions that the Counsils had no right to pass a law which will tend to decrease his compensation. ‘The Councils, he asserts, have nothing whatever to do with the tax-books after the 3ist of Decem- ber; that they become in a measure his property after that date, and that it is in his province to advertise unpaid taxes as soon thereafter as he may deem proper. It is not easy to see how the Collector's commissions are to be materially affected by the postponement until April; and so far as the interests of the Corporation are con- cerned it mightas well be postponed indefinitely, ‘The tax-sale business, as at present conducted, is a perfect farce, except to the unfortunate tax- Payers who are mulcted to pay the enormous advertising charges, and who therefore have oc- ¢asion to look upon it in a more serious light. It is a notorious fact that, for a year or two past, the tax-sales, so far from realizing anything for the Corporation, have absolutely brought it in debt. At the same time, by amplifying the de- scription ot the property, using words instead of figures, and other ingenious devices, the tax-ad- vertisement has been expanded te a job of the biggest and most profitable character. The vest of the tax-advertisement to the tax-payers das, in some instances, been twenty times the amount of the tax due on the preperty!
