He was put under the influence of chloroform, and in less than fifteen minutes the femoral artery was successfilly ligated, and with so little pain to the patient that on recovering he quaintly asked: ~ Well, when are you going to do it?”” ‘The other case was that of Henry Kaiser, aged about 26, who was formerly a messenger in the ‘Treasury Department, and has been about even months in the hospital, suttermg with meortus coxarius, OF disease of the hip joint. ‘The patient had on several occasions tofore, while stiong and hearty, refused to submit to an eperation; but his failing appetite and deprewed spirits of late combined to change bis determ!- nation, in order tw save his life. It is the grand social evil of the day in allehristendom. Thirty thousand drunk- ards go to the Yearly through its influence, and $20,000,000 are annually spent for ite supply, the prolific sources of crime and poverty. For this there are two remedies—the first moral suasion, and that is the main reli- ance. The other method, legislative, is in the power of the government ‘of the people. For this District the power is in the*hands of Con e duty of law-makers prokibit— that's the wordprohibit what is wrong. Does anybody doubt about the wrong being done by the liquor venders? Why is it not stopped? ‘The arguments that the prohibitory liquor law is oppressive is all subterfuge on the part of those who want to dodge the question. The question of the States having the Tight to pro- hibit the sale was decided by Supreme Court of the United States when the Boston liquor dealers attempted to send imported liquors into New Hampshire. The Maine liquor law was explained by Mr. Morrill, who ed that it should be putin force in this District. If men have to “sneak” in to buy liquor there will be far less sold.
