Elvans is driving at in hisastounding splurge last night azainst the Territorial form of gov- ernment for the District proposed by Senator Hamlin, but we can’t allow him to put usin the attitude of saying a single word disrespectful of the city scavengers in our censure of the va- Tious corperation employes who drummed up their forces to suppress a meeting of “ Reform Republicans.” The scavengers are not to be slightingly spoken of. The position is one of influence and emolument, and greatly sought tor. Next to the Collectorship, it is the most lucrative office m the city. Our ward politictans who fail in their aspirations for the Mayoralty are quite apt to go for a seavengership as the next best place. There is more honor attached te the Mayoralty, but the seavengership pays betier. The scavengers are a power in the city, »nd Mr. Elvansis quite rigat in cultivating their good will. Mr. E. is certainly distingaish- ing hunself. He is more brilliant than O'Don- ovan or Snodgrass, and nearly as good as Train.
