At the late meetings every cont: actor, commissioner, scavenger and scav- enger’s striker has had a scurrilous fling at Mr. Hamlin’s project. It is natural that these Parties should wish to keep their fat pickings, but they over-shoot the mark when they blindly assail Mr. Hamlin throagh his thoughtfully con- sidered Territorial measure. Do these reckless contractors and scavengers need to be told that Senator Hamlin is one of the most and influential members of the Republican Party in the country, that he wasViee President | of Vi" Of the United States with President Lincoln, and that he is now chairman of the Senate Dis- trict Committee? They shout lustily, and with one voice, that the District doesn’t need any reorganization; that we don’t want the Power to legislate for ourselves in District mat- ters; that we don’t want a delegate in Congress; ‘and that everything is lovely here—or will be, if they are only re-elected next June. The committee of the two branches of the Legislatare appointed to count the second ballot taken on Tuesday, but not then counted, reported that Mr. Merry- man had received 62 votes, Mr. Fowler 33, Mr. Vansant 13, and Mr. Pannell 3. Mr. John Mer- Tyman, of Baltimore county, was thereupon declared duly elected State Treasurer of Mary- Jand for two years, having received a majority of all the votes cast. Both houses, consisting jvintly of 111 members, were fully represented, snd the entire vote was thrown in each. The Ancrican refers to the vote as the ending of “the great fight of Merryman vs. Fowler, of Bowie vs. Garrett, of the State of Maryland against the Baltimore and Ohio Railroad,” which has raged fiercely for twa years. As we bave explained heretofore, the selection of the State Treasurer was important as con- trolling the action of the Board of Public Works. That Board consists of the Governor, Comptroller of the Treasury and StateTreasurer. ‘The re-election of Mr. Fowler would have placed the Governor ig the minority, and powerless in controlling the Board or in any way influencing the policy of the State in relation to its public works. The constitution of the State gives this Board supervision over all the public works; clothes it with power te appoint directors in every railroad and canal company in which the State has the legal power to appoint directors; authorizes it to represent the State in all meet- ings of the stockholders of these corporations, and makes it its duty to require the directors of all public works to guard the public interests, and to prevent the establishment of tolls dis- criminating against the interests of the citizens or the Btoductions of the State. The American Says: “To the extent that the success of Mr. Merryman may represent the triamph of the friends of a free railroad law, and of the en- couragement of a liberal policy toward new ‘works of internal improvement, we rejoice over * — +s0-- We trust that Mayor Bowen will promptly signify to the city employes, the contractors, ward commissioners, scavengers, &c., his disap.
