Reading WN Matter on Every Page. ‘The new French Ministry, as unofficially an- nounced, is made up as follows: Minister of Justice, M. Emile Olivier; Minister of the In- terior, M. Chevaudier de Valdrome; Minister of Foreign Affairs, M. le Depute Gaudin; Minister of Commerce, M. le Depute Couvet; Minister of Public Works, M. Maurice Richard. MM. Magne, Bourbeau, Chastloup, Laubat, Lebouf and Kigault de Genouilly will retain their posi- tions. M. Emile OMlivier, the Prime Minister of France, is forty-five years of age, was born at Marseilles, and since 1817 has been s distin- guished member of the Paris bar. He took no Particular part in politics until 1367, = he was elected to the Corps from the third circonseri of Paris as an “opposition candidate.” As Deputy he became conspica- ous for the speeches he delivered on the Italian expedition, the liberty of the press, and the laws or public safety. When, after the great successes that attended the French arms in Italy, Napoleon seemed absolute master of the situation, M. Ollivier remained in opposition to the Government, at the head of what was then known as “The Five.” At the general ¢lection in 1863 M. Ollivier was returned by an increased majority. At the start it was per- ceived by the radical element that his views towards the Emperor had changed. Althongh still in opposition, he was moderate in his denunciations of the government, and evidently anxious to liberalize and not to ove throw it. Meantimesiis acquaintance with Na- Poleon ripened into friendship, and in 1865 a mark of contidence was bestowed upon him in Lis appointment as legal adviser of the’French government in the difficultics which arose rela- tive to the Suez canal. In the same year he Was appointed judicial counsel and commissary of the Viceroy of Egypt in Paris. He was also elected president of the Council General of Var, and soon after announced that he would Support the Bonaparte dynasty if it headed a liberal and constitutional empire. At the elec- tions this year he was defeated by the radicals of Paris, but was elected from one of the rural circonseriptions. M. Ollivier is a man of de- cided ability, but Is regarded as lacking in nerve and decision of character. Justin Napoleon Samuel Prosper Laubat, Minister President of the Council of State, is a very able and persevering French politician and statesmam although an Italian by birth. He has paid much attention to naval affairs. He has held the position to whieh he has been ap- Pointed since the organization of the Ministry Jast summer. Soon after the death of Marshal Niel, General Leboouf was appointed his succes- sor in the War Office, and is now retained under the liberal Ministry. He served with great dis- tinetion in Algeria, the Crimea, and in the Ital- ian campaign saved Victor Emanuel’s army from being crashed at Solferino by his active amd timely use of the French artillery at critical moment. General Lebeaf is devoted to Nayoleon. Aside from his great courage and ability he is distinguished as being the largest man in the French service. Kigault, Minister of Marine, the Imperial Navy. He has paid much atten- tion to the development of the French iron-clad feet. and is a practical as well as a scientific of ficer. He is a writer as well as a navigator, and has .Jited some twoor three popular works in Paris, Pierre Magne, Minister of Finance, is a self- wade man. The fash- ion thus set was quite generaliy followed, and the result was that, although the day was uui- versally observed, there was scarcely a sign of tipsiness on the street. The receptions, of course, were much more decorous and enjoya- ble than when made up of a maw<llin crowd hic- euping the stereotype compliments of the season. ‘There scems to be a quite general disposition to break up New Year's tippling. The ministers of New York and Brooklyn preached concerted- ly last Sunday against the custom of farnishing unlimited wines and liquors to all callers on New Year's Day, and we see that the effect was to considerably reduce the amount of New Year's drunkenness in those cities. 2ee- RETRESCHMENT.—AS some of the anti-admin- istration papers have a great deal to say about the traveling expenses ef the Congressional Committees, it is as well to bear in mind that in mest cases the money has been more than re- turned to the Government. ‘Thus the Retrench- iment Committee, of which Senator Patterson is chairman, has saved to the Government, it is thirty to forty thousand dollars monthly hy abolishing the carding and sealing of goods shipped between Now York and San Francisco; there having been a force employed on this duty in New York, one in San Francisco, and another on the Isthmus, who were dismissed by see. ‘The members or the Cabinet did order of the Committee.
