MONDAY..... December FAS, 186 1560. cer with our morning cotem- advocacy of immediate action by Congress on the bill to encourage and pro- mote the proposed Industrial Exhibition. The proposition to x the time for holding the exhi- bition in 1571 was opposed.when itwas originally oposed, by some friends of the cause, am the grovnd that it would not afford to the artists and manufacturers of the world.safficient time to prepare such works as they would desire to present for. competition. But this view was Orerruled by the great majority of the pro- moter of the enterprise, in the hope and expec- tation that Congress would act promptly on a Lill so reasonabie and uuobjectionable as that which it was decided to present to them. A notice of one year is the least that mannfactu- rers and artists would lave a right to expect in stich a ease. Sueh notice shonld embrace full mation as to the time of opening exhibition, and the arrangements for transportation and reception of goods. ore an official announcement of this kind can be made, the organization of th exceutive department of the Exhibition must be fully completed, and the regulations and ar- Tangements perfected. This will be a work re- quiring both time and labor, and one whic! will tax severely the knowledge, experience and ability of those to whom it may be entrusted. All these are good reasons for immediate action ‘There is another which ought not to be overlook- ed. As soon as it becomes apparent that the ex- hibition we have proposed is likely to prove suc- cesful in securing the endorsement of Govern- ment, a Set of selfish speculators from other Cities will immediately endeavor to wrest from us the fruits of our labors by influencing Con- gress to transter the exhibition to some other place. We learn that some such eiforts have already been made. Congress will, therefore, save itself the annoyance of these appeals by early action on our memorial. The measure we ask for comes before them with the practical endorsement of the administration, with the per- Sonal subseription of the President, with the concurrent request of the leading business men f the District, with the sympa- thy of the Mayer and City Councils of Washing- | ton aud Georgetown, and of the Levy Court of Washington county, and with the almost unani- ading men, at home and abroad, practically acquainted with the subject bave given their warm approval to the sele Of this city as the mest appropriate place holding the exhibition What is asked of Congress ix less, much less, than was freely granted by the English and French Governments in aid of their great exhi- bitions; and we trust that it will not be found that an American Congress is less liberal aud to appreciate the vast advantages ch tow from these great industrial contests sh Parliament or the French As- © exhibitions, begimning with that won, have revolutionized the in- ions ‘uropean nations, in a seuse favorable to progress. They have shaken the manufacturing supremacy of England to its | very foundations. ‘The first minds of the world have b gaged and are still at work in tracing their effect, and they have everywhere Leen regarded as demanding the sanc of enlightened governments. tuke a future ecedsion to dweil more full fh of these points. nd as we began, by verging an early action on the Dill, and by re- questing the earnest co-operation of all tl friends of the measure, in Congress and out of it, to secure that result. ‘There are indications that the complications Letween Spain and Cuba will furnish a repeti- | tiow of the notorious Alaska lobby fand scandal; and the question will soon be asked, “Who got the money 7 in repelling a charge that it had been paid for | ating the cause of Cuba, the Phils st of Saturday states positively that only one aper in the country—and that not the Pust— has been paid for that duty; and it adds that not | long ago it was “offered a retaining fee, of no in erable amount, to advocate the side of Spain.” Whieh offer. of course, it dectined. Bat, if gossip speaks the truth, all the papers in the country haven't been so virtuous. [n- deed. thete has been a story aftoat that some of the Spanish doubloons were jingling in the cash Ccawer of one of our Washington cotemporaries ‘only a few days ago. But we don't believe it. the first place, we haven't seem any signs of a disposition toearn the money—unless it was paid tor ke named—=) uF H0n—swems too high. Nevertheless, ivances, it may be well enough tace indications.” as they used the oil regions. tor Carpenter's proposition to allow the + of the two Houses of Congress to prac- orneys in all the courts of the United es not seem to meet with favor in any Aud properly enough. There is no- © prevent them from acting in that eapa- city now in any ease of litigation between p ¥ate individuals or corporations; and we believe the rt from which they are exelnded is the € Claims, in which they could in any event appear only egainst the Government,— whore interests they are supposed to have al- Ways and devotediy at heart. Manifestly, there Would be ap impropriety in throwing open door. The restriction, which is an eminently wise and wholesome one, may interfere with the professional profits of an occasional Senator or Kepresentative; but if any of them finds that his pocket is getting so much the better of his patriotism as to demand such a field for its re- plenishing, he had Letter give up legislation for tow entirely. And the sooner the better. Un- ster the circumstances stated the two pursuits ‘re uot compatible. oe Wuether General Batler's project to dispense entirele-with pension agents and pay the pen- the money order post offices will or not,—and there are many and strong reasons to be urged in its favor,—remains tobe seen. If not, then it is very clear that the bill introduced in the House the other day by Mr. Lawrence, which proposes to abolish certain ices heretofore allowed to be charged to pension- ers by the disbursing agents, ought to pass. Curiously enough, as the laws now stand, the | Bemsioner~—who of all others are least able to afford the tax, and the very fast who should be to bay it—are the only class of persons teva busines to do with the Government offi- cer¥who are compelled to pay a fee for getting Ht transacted. And, what is as bad as any part ‘of the had business, the sums so paid go uot into the public treasury; but to swell the emoluments ‘of the agents, who are provided with a comfort. able salary independent of such improper per- quisites. +200 We have advices from Sam Franciseo that Wepresentatives from the Bank of California will de in Washington before long with a view to sg authority for that institution to do a banking busines on Pacific railroad bonds asa basis, and that, if successful, it will reorganize ona capital of $20,000,000. ‘That bank is now the great money power of the Pacific coast, and \ this movement should be carried out it would Le able to literally contro! every interest in that section of the country. We shall accordingly not be surprised to sve pretty sharp opposition to the project. <oe-—___.
