The issue in Tegard to mixed schools ix now distinctly pre- sented, and must be met. Our duty as a com- munity wi be to deal with it without passion or undue excitement. Briefly we will state the circumstances of the case:—Mr. Vashon, one of the Trustees, gave a ticket of admission, to the common schools, to | ‘the Hittle daughter of Martin on the ground that she was nearly white and was therefore entitled to admission to the White schools. Mr.[Martin, the father of the girl, however, claims her ad- mission as a colored child um the ground that the act of Congress of March 1%, 1869, striking out the word “white” from the charter gives col- cored children the right ot admission to the white schools. Two questions are uow presented: Wh: is the legal meaning of the word “white in our charter? 2d. Under existing !aws estab- lishing separate systems of schools for white and colored children, is the admission of colored children to the white schools legal ? Im Virginia a child with not more than one- tenth of negro bloodis held to be white. In som: other States a still smaller proportion of white blood is hell sufficient to make the child legally white. In one of the schools in the Fourth Dis- trict there is a child nominally colored, but really so white that the Superintendent when called upon to select him from the others was quite unable todo so. In some of the schools of the Second District the same is the case. ‘Now, as to the point made by Mr. Martin in regard to colored children having the right of admission under the aet of March, 1369, we think his ground is untenable. That act strikes out the word white from our chagter, “where- ever it operates as a limitation on the right of any elector of sueh District, or of oither of the cities to hold office, or to be selected to sere as a The act has noreference to the status of white and colored in the Public Schools, and was evidently not intended to do so since Congress hail already established distinct sys- tems of white and colored schools for tho Dis- triet. Nor under the act of Congress establish- ing separate systemns of schools and dividing the schvol funds equitably between them, have the colored children a right to enter the white schools and take the money allotted to the white schools. The fund now provided for the white schools is inadequate to furnish education jor all the white children seeking admission, and the number of white children denied a place will, of course, be increased if the colored children are to bave not only the benefit of all the funds for their own schools, but also a share in those for the support of the white schools. ‘The question of caste or equality has very little to de with the matter. It is oue of equity in the division of the funds, and this is the way in which it should be treated. If a child is white enough to entitle him to‘share m the White school fund, send him to the white schools; if not, let him take his schooling from the rund to which he is entitled. | seee- a In view of the approaching season of amuse- ments, it seems proper that a few words sho be said touching the matter of extra charges Teserved seats. This additional tax has always been regarded as an abuse by theatre and opera xoers.—one sanctioned by usage, we know, but none the more detensible on that account; and the tune is anxiously locked forward to when it Will be abolished altogether. It is true that it is worth something to the patrons of a place of amusement to have seats secured to their use in advance, and to know that they will be provided for without going long in advance of the begin- ing of a performance. But it is worth much more to the management to have the seats all sold,—whether three or tour days beforehand, or when the performance begins. And the per- sons who buy seats in advance not only contrib- ute directly and at once to the pecuniary suc- cess of an entertainment, but they insure the management to this extent against lows; and this, too, solely at their own risk,—they taking trom the manager all chances of bad weather, sickness, or other causes which might pre- vent their attendance om the given night for which they have bought.
