The chairman of | the committee on the Exhibition, Mr. Henry D. Cooke, has announced a meeting of the general | committee, to be held at Lincoin Hall, Christian Association Building, corner of Ninth and D | streets, this evening. when business of import- anee will be presented for consideration and action, and every member of the committee, and all citizens of the District Interested in the Prosperity of the capital, should be on hand and give the enterprise a lift which will place it ona | sure foundation, leaving only the minor details to be settled at future meetings. —_——__--esey- Tae Cask oF THE SraNisn GUNBOATS.—It is | provable that the grounds of the libel against the Spanish gunboats will be under the Neu- | trality act of 1818, which says that if a vessel be | fitted out and armed “with intent that such ship | or vessel shall be employed in the service of auy | foreign prince or state,” to eruise or fight | against “the subjects, citizens, or property of | any foreign prince or state, or of any colony, | distriet, or people with whom the United States | are at peace,” it shall be forfeited, and those en- | gaged in the enterprise fined and imprisoned. ‘The history of these vessels*is as follows: | Im Avgust last, the United States Marshal took | formal pessussion of thirty gunboats, then build- | ing at Mystic, Com d New York city, for | the government of Spain. The seizure was | made by order of the President, on the repre- sentation of the Peruvian government that these vessels were or might be designed to be used in war against Peru, a nation at peace with us. No hindrance was offered to the completion and fitting of the gunboats; but they were not to be permitted to go to sea without further orders. Now the vessels are ready for the sea, and the Spanish authorities have a full complement of men engaged to magn them Morder to send the whole fleet to make what is intended to be a crushing demonstration against the Cuban pa- | triots. ssee- We notice that out West the Western Umon ‘Telegraph Company advertises that it has re- duced its rates “about thirty-three and in many cases fifty per cent below the tariff recently a: nounced by competing companies,"_that is, to Toints reached by the competing lines. ‘This is too much of a good thing, altogether.
