Where to The people of Washington are quite anani- movs fn their purpose to have an improved ity to deeide upom some plan of opera- tons. This decision once made, it will be easy to concentrate all effort upon the particular roads to be built. Manifestly we can do nothing to toree the construction of the Point of Rocks rod, or the Baltimore and Potomac road faster than it suits the purposes of the managers to let the work go on. These two companies seem to game Of rival interests, which may result in affording Washington competing roads, or may end in a compromise by which we shall remain “as we were” in regard to railroad fa- cilities. But however the little game may end between the Northern Central and the Bal- timere and Ohio players, Washington can only look on as passive spectators. Quite certainly onr work must be in the opposite direction from their play. What aid we give must be to the enterprises struggling for existence, and whose interests are identical with ours. It is not nec- essary to say at this late day that the construc- tion ef the additional roads proposed means cheap living and plenty of work for the poor, becavse by cheapening living, manufacturing enterprise will be developed and enabled to com- pete with other cities; or that it means large ad- vantages to the property-holders by increasing the value of their ground, and immensely en- Jarging the amount of business done here, there- by 1eturning to them tenfold the amount of taxes they may have to pay to help the immediate con- struction of the roads. Now what roads shall we help, and how shall that help be extended? We have the roads south already in operation. The Loudon and Hampshire road is being built. The Point of Recks read and Baltimore and Potomac vad, as above mentioned, are also in such pro- gress of construction as the magnates controling them choose. The Southern Maryland road en- terprise is gaining strength and friends. If all these roads were constructed we should have a Very satisfactory system of roads. ‘The duty, then, of Washington is to help the two national roads—the Loudon and Hamp- shire, sending its main stem to the Ohio, and Dringing in the wealth of the West, together with the coal of the Alleghantes; the Point Lookout and Southern Maryland read, connect- ing by fast steamers with Norfolk and the sea- loard cities, and bringing the early vegetables of the South and the luxuries of the Bay, to be «bstributed from here North, East and West; and in return carrying the supctabundance of coal, ‘that must come here, to the deep waters of the Potomac below the freezing point. It will be seen that the construction of these two roads, connecting in Washington city, will afford a dircet communication between the Ohio river the coal mines, with the Chesapeake at a joint navigable all the year. By the time these roads are completed we may be sure that the growing restivenest of the ple of Maryland, under Mr. Garrett's rail- rule, will have shown itself in a way to compel the construction of the Point of Rocks road, and when the Point of Rocks road is built the Baltimore and Potomac road will be built. Now the first requires a heavy tax at once upon the taxpayers to raise the money to ; pay for the stock; and then should the necessi- A ties Of the roads gompel them to issue bonds ; whieh are a lien on the stock, the city’s stock interest may be lost, but by endorsing bonds the city itself holds a lien on the stock of the entire youd, and has only to raise a tax to meet the in- terest. Thus the city can better afford to en- corse the bonds of a railroad company for a qaiilion ef dollars than to sabseribe to the stock jor three hundred thousand. Of course care should be exercised to see that the city’s liens ste properly secured; and the bonds should only be issued at a certain rate as the road is Duilt--tay im sections of five or ten miles. ‘The fear has been expressed that the endorse- ent of these bonds may lower the value of the : «ity bonds, but the experience of all cities, Bal- Timore especially, has shown that the bonds of a sunnieipatity rise in value in some proportion to the public investment in roads that build up the place.. The public interest in this matter of railroads should not be allowed to lull until the work has yen blocked out and fully entered upon. But they are generally met with encour- aging words and substantial help for a project which will benefit the whole community, and but few men, even of moderate means, refuse to givé some aid.
