Passed during the Republican ascendency in regard to the government of New York city. ‘These laws were passed as reform meas- order to correct mismanagement and abuses by appointing commissioners to take charge of various branches of city atfairs. This System of government has been, insome respects, cumbrous and confticting, but in the main has worked weil in keeping the conduct of city affairs measurably out of the hands of the mere Pot-house politicians who had previously full sweep in the management of affairs. We see that some of the more thoughtful Members of the Democratic party of New York city are not greatly elated over the prospect ofa return to the old condition of affairs. The World admonishes its party that it will not do to “merely remand things back into the same state in which the Republican party found them.” It tells them that they must employ their vietory to the end of reforming abuses and creating a model municipal government for New York city. But the World, we fear, may as well talk to the wind as to a great political party flushed with victory and made up largely of men who have worked to secure that victory for the sake of the spoils. We shall be very much sur- prised if New York city is not worse than ever, when it is fully restored to its “self government,” so called, which in its case means merely a government by the rabble and in which the tax-pa yers have no voice whatever. —+2ee- Tee Usery La -A bill has passed its second reading in the ‘Tennessee Assembly, viding in its first section “that hereater feshatt ve lawful to contract for any rate of interest, provided that the rate of interest be in writing, and expressed on the face of the instrument ¢reating the principal debt or obtigation.” This, in effeet, abot the restrictions upon ws of usury, and is just s needed in Maryland, though where no special stipulation, a fixed rate might prevail, as at present provided in the constitu. tion. We hope the Sun will be able to convert Senator Vickers, of Maryland, who has rather antediluvian notions on the usury ques. tion, and has stood a good deal in the way of the Teconstruetion of the law asked for by the pcople of this District. ————_-+ee-- —_____ The price for gold in New York yesterday ranged from 126 x to 1% ¥, the former rate bein; the lowest figure reached since 1366, when, the reaction following the close of the war, it declined to 125. The fall since the memorable ‘Tuesday, not quite six weeks ago, when the rate advanced to 165, has been remarkable, averaging one per cent.a day. The large and constantly | increasing amount of gold in the Treasury; the economical and honest management of the pub- lie funds which characterizes the administration of President Grant, resulting in a steady reduc- tion of the public debt; and the inereasing con- fulence in the Government and in Seeretary Boutwell’s financial policy, may be reckoned among the principal causes which are bringing us every day nearer to the era of a safe resump- tion of specie payments. It now seems almost certain that greenbacks will be at par long before the expiration of President Grant's term of office. 2ee- The police reports show that “Bill Shaw and his gang” have been at work again, ereating | “ disturbances in the Fourth Ward, breaking up church services and assailing police officers. It is about time the Bill Shaw gang, the Tom Bowie gang and all the other gangs were per- suaded to disband, either through the interposi- tion of the law or an able-bodied vigilance com- mittee. The respectable colored people of the city utterly repudiate the action of these disor- «erly gangs, and it is not fair to hold them responsible for the deeds of these rowdies who seem to think themselves strong enough to defy law and order. nn A Washington correspondent says: “The West and South are bent on the passage of a Free Banking law. The Administration is already in favor of it, if it can be based on coin.
