To Advertisers. ‘We are azain constrained to ask our advertis- ing friends to hand in their advertisements at the €artiest hour possible, and always before 12 M. ‘The constantly increasing circulation of Tue STAR compels us to put its forms to press earlier than heretofore, in order to secure the delivery Ot the whole edition before dark ; and to be able to accomplish this desirable but not always prac- ticable result, as well as to properly classify the advertisements, we are obliged to renew the above request. The Elections Yesterday. ‘The returns from the elections yesterday show a light vote generally. The Republicans seem to have fairly held their own, and in some quar- ters to have done better than had been antici- Pated. On the whole, the results will be claimed with justice as a trinmph for the Administra- tion. In New York the Republicans have a ma- dority in the Legislature on joint ballot, and a amajority of Republican judges have been elect- ed. The Democratic State ticket is probably eleeted by about 10,000 majority. The Constitu- tional amendment runs well in the country part Of the State, but is probably defeated. In Massachusetts Clafiin's plorality will be about about 12,000, and the Legislature is largely Aepublican. There is a considerable majority for the license men against the prohibitionists. In Maryland the returns show @ light vote, with little interest and large Democratic major- jes. So far as heard from in the contest be- ween the rival railroad interests in the State, e Beltimore and Ohio railroad seems to be ad. n Minnesota the Republican majority will be from 3,000 to 4,600. In Illinois large Republi- can gains are reported. In Wisconsin the Re- publican majority will be from 8,000 to 10,000. From New Jersey the returns are meagre, the Tosses and gains being about equal on both sides. In Kansas Democratic successes are re- yorted in Leavenworth and Atchison. From Michigan, a Democratic majority is reported in Detroit. ———-+02--____ The Baltimore Sum had a thoughtful editorial yesterday, showing the duty devolving upon the Cominant political party in a State—and espe- cially where that party has an overwhelming preponderance—to prevent reckless and wanton mal-ariministration by exercising eare and vig- ilance in the selection of candidates. The Sun had for its text the election in Maryland, but its remarks are equally applicable to_any other lat- itude. There is nothing more be deplored than the growing apathy among the mass of the People to the character of the men foisted upon them as candidates for office by the party hacks wd professional politicians who manipulate ward meetings and county conventions. It is almost impossible in any of our large cities, particularly, to get the better class of citizens to attend at the ward nominating meetings to see that good men are nominated, or to go to the polls to see that bad men are defeated. The re- sult is that there is searce a city in the country where the property holders, or those most inter- ested in the poblic welfare, have any voice in the conduct of affairs. Occasionally, when things get in a very bad way the people rise in a fit of temporary wrath, as in San Francisco and Cincinnati lately, and as yesterday in Chicago, and make a spasmodic swoop upon the political cormorants; but the exertion is too much to be kept up, and the sluggish hunkers known as “the best citizens” relapse into indifference and generally find that, like the fox in the fable, they have driven away one swarm of flies only to anake place for a hungrier one. It seems a hopeless case when the instinct of &elf-preservation does not prompt the tax-payers ©f & community to look after their own interests to the slight extent of attending a nominating convention once a year. It is evident that if the condition of affairs in our cities is not to goon from bad to worse that the body of the people Juust be trained, through the agency of the Pres and other public teachers, to appreciate ‘the duties devolving upon them as citizens of a Zepublic. And if the present generation is in- corrigible something may be done with the youth of the country—the voters of the future. The Guties of good citizenship in this particular shoul be specially taught in our public schools id the sooner the writers of the text-books Diock out the werk the better. On We see it stated in several quarters that Gen- €ral Butler and other prominent members of Congress express a determination to take some action in Congress to prevent the gross abuse of offce by the incumbents being absent from their Ports unnecessarily and to the detriment of the Public service. It is proposed to make the leg- islation on this subject very rigid to have it operate in the way of cutting down the enor- ous number of sinecures. It is not so expressed, but we presume from intimations heretofore given out that whatever i+ done in the premises will also have a bearing Bon the perambulating propensities of some of t.c Congressional committees. The indulgence in this inclination has attracted a good deal of notice latterly, and provoked a good deal of un- favorable comment, in unofficial as well as of- ficial cireles—not so much perhaps on account ©f the direct cost of their trips to the public treasury as on account of the danger that in this Way those constituting the legislative branch of government may be placed under obligations to corporations or individuals at whose hands they are induced to accept favors when traveling, and who are pretty sure to turn up by and by With some “Little bill” they are anxious to have acted upon. The ficld for reform is a pretty broad one all round, and, once entered upon, we hope the gentlemen who propose to undertake the work will give it what the farmers call a careful going over. ‘That everything wasn’t always lovely in the Cabinet of the late President Lincoln was pretty ‘well understood in a sort of general and informal ‘Way, but we doubt whether the fact hasever been ®0 authentically set forth as in the following let- ter from Mr. Chase, then Secretary of the Treas- ury, which comes to light in a volume of “Kemin- dscences” recently published by Mr. James A.
