Belknap, the Secretary of War, appeared at the War Department this morning, shortly after nine o'clock, aud took the oath of office he- fore Gen. George C. Thomas, a notary public of this District. The War Departmeut. was then turned over to the new Secretary by General ‘Sherman, and at ten o'clock the officers of the army now on duty in this city called to pay their respects. Among them were Gens. Sherman, ‘Townsend, Meigs, Barnes, Brice, Howard, Shri- ver, Holt, Dunn, Eaton, Shiras, Humphreys, Michler, Casey, Parke, Dyer, Maynadier, Por- ter, Dent, Meyer, Ramsey, Babcock, McFerran, Woodruff, Dana, Williains, Vincent, Kelton, Breck, Ricketts, Ketchum, Hunter, Smith, Swayne and others; Cols. Tux Usios Pactric Raitroap.—The special commission appointed by the President und+r the act of April 10, 1969, to examine the condi- tion and report the amount Mecessary to eom- plete the Central and Union Pacific roads, tht: morning made their report to the Secretary ot the Interior. It is quite lengthy, and cor- tains many interesting facts relating to those roads. They estimate the amount necessary t» complete the Central Pacific road at 2576,0)0, and the sum necessary to complete the Union Pacific road at $1,500,000. The commission trav- elled over the roads very slowly, and made a careful examination, even extending so far as to take the measnrement of bridge timbers and to extimate the strain upon the various parts of the bridges, &c. The ties were carefully examined, and in many places it was found that the cotton wood ones being replaced by hard pine, 400,000 of th® latter class of ties now being on hand at Laramie. The rolling stock was also carefully examined, and the commission feel satisfied that both roads are well supplied. They express the opinion that the officers of both roads are working in good faith to have their roads in the best possible condition as soom as possible.
