Elections are to oe held to-morrow in the States of Pennsylvania, Ohio, Indiana and lows, at which either whole or partial State ‘uckets are to be chosen; and as their result will be regarded as to some extent indicating the | opinion in which the Administration is held by | tbe public at large, the issue will be watehed ‘With no little interest. The hog- | Owners have votes. Not So.—Collector Clark, of the Charleston (S. ©.) Ons, are ex-rebels, and he wants a change,’: | y have made no csmplaints what. | | as represented. No member of the ‘South Carolina delegations’ ever requested the ap. i fare | pointment of any party who could in any wise | be termed an “ex-rebel.” And again, wanting | a We regret to learn that Mr. Baumgras, the residence they will elect their State ticket, but the contest | from this city to New York. He will open a over the Leguwsiature promises to be so close that it is useless to hazard a prediction as to tae | the Probable political complexion of thac body. | Indeed, so evenly batanced do the counties and districts appear to be that the shrewdest calca- Istors concede that the resuit in Hamilton county (including Cincimnati) will decide its cbaracter. But, as if tostill tarcher complicate | quatiers, there is @ serious: split in the Republi. | | can party im that county, which has resulted 1m 8 fusion of the disaffected Republicans and the Democracy. The papers supporting the Tegular ticket affirm that st will be curried easily, but we shall not be surprised to hear that a portion of each ticket has been elected. As before stated, the Legisiature elected this | fall Das the redistricting of the State under the | new Congressional apportionment, so that, considering the bearing of that measure upon national polities, the securing of a majority in | the Legislatare is considered by the politicians Ss of quite as much importance as carrying the State ticket; and, as Hamilton county is ex- | pected to decide this point, news from that quarcer will be anxiously looked for. From Indiana we have nothing to indicate the probable result, but it seems to be regarded Ss likely that the Republicans will carry the State. There is, however, but little interest manifested im the result, so far as we can gather trom our exchanges. in Iowa the election will probably be the Usual jug-bandie affair—all on ons side, as we bave no indications of any falling off in the Republican vote of that State. ‘The speech of Secretary Boutwell, at Phils- detphis, on Saturday night, was a well con- sidered, thoughtful examination of the great problems of taxation, revenue, and expendi- tures. There are two'portions of it of special ‘nterest—that relating to the present rate of decrease ot the public debt, and to the ability tbat the American people will soon have to piace the principal of their extsting debt at a lower rate of interest, It needs no words to | convince that a decrease of the principal and | of the rate of interest mean the ability to totally abolish a deb’. Mr. Boutwell shows that we sre now decreasing the principal of the debt, and that the opportunity of decreas. sg the interest will be within our power. ‘With our own presegt rate of taration and expenditures the whole of our vast debt will be extunguished in fourteen years. If we decrease our taxation—a course we have | steadily advocated—and reduce the surplus to fifty millions a year, we may still psy offevery cent of our interest bearing debt in twenty-two | years. Going yet tarther than this, and more largely reducing taxation, we may, with a surplus of twenty-six millions a yea:, sti’! | Provide for the extinguishment of our iteres bearing debt in thirty years. All these calcu- | Jations are made oa the basis gf paying six per cent. interert, im gold, on ourbonds. But th- — very demonstration of our ability to thas ex. | tinguish our indebtedness, bringsin another and mest important consideration, and that 1s our ability to place the whole debt ata lower rate of interest. Already the capitalists of Earope- assured of our honesty and solvency, arecom- sug forward with offers to take s Goverame.t Joan at four ands balf per cent. The consoli- ation of our debtat this rats would be to the people of from twenty to tw: milhons pe> year. Now tha: the election of a United States Senacor trdm Tennessee has been postponed | Until the i-th tastans, Bod considering that the | coming man 4s to be @ Democrat, is it too much | to hope that the sensible conservative men of | the two leading patties in the Legistatare will | improve tas intenm by uniting upon an able and Migh-toaed moderate Dem ycrat—such as | Judge Nicholson. for example,—and electing | hum, to the discomfture and flaal extinguish. | mentot both Johnsen and Etheridge? Without some such action—if late reports of a com- no on Unior Square about the beginning of | new year. The people of Washington, who are just beginning to appreciate the efforts of | | Mr. B., will be sorry to lose from their midst so | conscieations end capable an artist, but, con. | | sidering the broader and richer field offered for | bis pencil by New York, they cannot complain at his resolution. Scme of the Massachusetts papers express | surpriee that the Presiden:, with two Cabinet | officers from that State, should have selected | giving Day, instead of the last Thursday of ‘the month, which, from time immemorial, has | been the day cRosen for the event in the Old | Bay State. They tntimate, also, that Governor Clafiin will adhere to the old rule, and that the Presideat’s prociamation will be practi- | cally unobserved, so far as Massachusetts 1s | Concerned. Doubtful. At seems that the rascally spring-balances are Rot to be got rid of. There is a movement on foot in the Councils to postpone the abolition of the* balances” until January; and it seem, aye probable that it will then be postponed finitely. This is what was to be expected. The spring-balance men have votes. Bayard Taylor declares that while “George Eliot" is a stccess as 8 novelist, she is a tailare 5 8 poet.—Ez. George might retort, with a good deal of trath, that Bayard is a failure both as 4 noyel- ist ana poet. | Father Hyscinthe 1s now on his way tothe United States, where he purposes remaining | for several months, it is said. The issue which be bas madeas a Ostholic priest in regard to the Ecumenics} Council, will doubtless cause bim to be extensively Lonized. Atter all the talk about cleaning the canal | Sad that said the third Thursday in November for Thanks- | P' the measure broke down hopelessly in the Councils the other night. Dreaging machines haven't any votes. | The St. Louis papers publish, without com- ment, the speech of Gen.
