EVENING STAR. Largest Circulation in the District CROSBY 5S. NOYES.,,.......Editer. WASHINGTON OITY: | TUESDAY........SEPTEMBER 21, 1569, | i] —— MATTER ON EVERY PaGB. | OUTSIDE FOR INTERESTING euactes AND OTHER MATTER. OO A Heatey Urty.—The interesting annasi | Teports of Dr. Robert Reyburn, President, and Dr. J. E. Dexter. Secretary of the Board of Health of this city, submitted to the Board of Aldermen iast nigh!, furnish s most gratifying exbibit of the sanitary condition ot Washington ‘And the health of its inhabitants for the year ending Jame 30, 1:69. Taking the anousl report of deaths for the year, prepared by Dr. Dexter, we learn that the deaths from regis. tered diseases were 2,033: still born, 112; old age, 48; unknown, external aad accidental c&uses, 536; total number of interments during the year, 2.529; white, 1,532; colored, 919; un. known, 75; males, 1,26>; females, 1,199; un- known, 62. Deducting still tora, 112, we have net deaths in the city, 2,417; the per centage of deaths according to the whole population being & little less than 2 per cent., considering the Population st 125,00). The deaths from con- tion were—Suly, 26; August, 24; Sep- tember, 31; October, 25° November, 34; Dece: ber, 21; January, 33; February, 35; March. April, 18; May, 13; June, 27; total, 320, or an Average of 27 per month. From cholera infantum there were 237 deaths; measles, 129; PReumonia, 10%; diarrhcra, 9; dentition, 59. dysentery, 57, convulsions, 51; heart disease, | 37. The other diseases euumerated were not 8s fatal. Toking these figures asa basis, Dr. Reyburn says in bis report that Washington is now as | healthy a city as can be found in the United | States. This is capable of demonstration by Teference to the tables of mortality of a tew of our principal cities. The death rates in New | York and Brooklyn, for imstan carcely ever fall below 22 per thousand of the popula- | ton, and is frequently largely im excess of that | proportion. The annual death rate of all Eng- | TE. jand is 23 per thousand, and im the city of Paris, whose sanitary arrangements are the | most perfect of any in the world, the annual | death rate is 2 per thousand of population. | ‘The annual death rate of Washington, as will be seen by the figures, is 22 per thousand of Population, showing that the death rate of this city compares tavorably with that of other Jarge cities. During the years 1563-69, we have bad no epidemics whatever of a serious char- | acter. Scarlatina and measies prevailed to a | limited extent during the winter and spring months, but have now disappeared. The | opening and grading of so many streets and | the increase in the number of sewers have ren- dered many parts of the city dry and healthy | which were formerly damp and unwuole- seme. In reference to the subject of night soil Dr. Reyburn recommends the use of pul- | verized earth as the cheapest and com- | Pletest deodorizer. He thinks the canal should exther be dredged out and rendered navigable through the whole of its extents OF Barrowed and arched over to be used as | A sewer for the surface drainage of the city. In its present condition it 1s a standing dis- grace to Washington, ard ts a fraittal source | Of disease to those who are unfortunate enough to live im its vicinity. H» recommends vacci- nation of all children admitted to the public sebools; the thorough ventilation of school | houses by a ventilating shaft, composed of brick and wood, adjoining, or forming part of the chimney im each school room. Kegisters Placed in the upper part of this shaft, also in | the wall near the floor, would, in conjunction the windows, farnish abuadant ventila_ tion, both in summer or winter. The desire 1s expressed that the Councils pass a bill to reor- | ganize and increase the powers of the Board ot Health. that i may be in the same effective | condition of power and usefulness that is pos- | sessed by similar boards in other cities; also, a bill imposing a penalty for the neglect to regis- | ter the birth of cbildren bora withia the limits of Washington. There is now existing an ordi- mance requiring this registration, bat on ac- count of there being no penalty affixed to its Violation the law remains a dead letter. | It will be seem by reference to the procsed- | ings of the Board of Alderman Iast evening, Feported in another column, that a resolution | fered by Mr. Connolly, to havea portrait of Mr. W. W. Corcoram painted at the expense of the city, and placed in a suitable posi:ion in | ‘he City Hall, was adopted with a single dis- | senting voice. Of theabstract propriety of this graceful tribute to one of our most dis guished snd philanthropic citizen there cannot | bea question, bat grave doubts will probably be entertained in the minds of some as to whether. in view of the financial condition of the eity,—with the maximum of taxstion and the minimum of appreciable resuaits,— Corporation is in 4 positiom to procure desir- | able luxuries or even all absolute necessaries. Should the bill become a law, bowever, as wa | presume it will, there is one point ia conuec- | om with the subject whieh should not be over- looked. Excelientas American artists are in a general way. there are mot many competeat to | execute 8 work of this churacter; and there is | danger, unless sound jadgmemt, good tiste, and some Kaowledge of art are exercised in giving the commission, that the effort may not | be worthy either it subject or its place. To obviate any risk in that direction. we respect- tully sugzest, in tbe event of a commission being given. Mr. Corcoran be requested to select the artist; we venture to hope, also, that Sm amendment (o this effect may be incorporated im the bill before it becomes a law. This course seems to us to be due not less to his feelings ‘than to the Knowledge and love of art | by the subject of the proposed picture. T SUPERINTENDENT OP PUBLIC SCHOOLS. | A short time since, it will be remembered, Mayor Bowen recommended the passage of © bili by the Counctls amending the act defining | the duties of the Superintendent ot Public Schools, so as to enlarge the power of that oifi- | cer. Ip accordance with these recommends. | tons, Mr. Baker last evening iatroduced a bill 4m the Board of Aldermen, amending the act 3B question so that the Superintendent «shal have an equal voice in the selecting and adopt- ingot the rulesand regulations of the Board of ‘Trustees: that he shal! saggest and prepsre an | Uniform course of studies, to be approved by the Board, and direct the general conduct of ‘the schools; that he shall have Sn equal voice | im selecting text books and in examining teach- | ere; that he shall have power to call the teach. | ers together, as often as once in two weeks, to make suggestions snd impart instructions in ‘the art of teaching and governing; may sus. pend teachers tor disqualifications and im- proper condact; also suspend or expel disobe. dient minors and incorrigible pupils, subject to the Spproval of the Board. General Garfield bas written a letter declar- | ing that the bonds must be paid in gold, and saying that aithough Hon.
