OUTSIDE FoR ‘TELE- | GRAPHIC AND OTHER MATTER. | | ——————_—_— A level-beaded St. Louis correspondent ot the New York Herald argues that the removal of the National Capital to that point would be & most serious drawback to its moral, in- | tellectusl, and social progress. He says that ‘St. Louis is no" city of splentid repatation, ‘With good public morals, while the standing | and position of private families bass healtny | flavor that makes a private residence and as- | sociation there widely coveted. The influences | and the natural evils of a national capital at | St. Louis would, in kis opinion, seriously strike against the barriers that the best society has built to protect itself against the encroach. | ‘ments and assumptions of outside uncongenial Powers. He says in this connection: “By the removal of Washington here—for ‘when you remove the capital you remove all its featares—you bring a horde of jitical thieves and lobby scoundrels, who have no other sim in life than in making @ ving out of Politics. It ts notorious that the elty of ‘ashington is to-day the worst governed. most d dirtiest on would beexactly what Wash! ‘This city isa commercial metropolis; it | is the centre of vast interests, which if left free | to develop themselves must give it rank as the great city of the West. Trammel these inter- | gets with political intrigues and political machi. | nations and St. Louis would be ruined. Tue influences would be such that hundreds of her best able men now im mercantile and commercis! pursuits, would turu their atten- tiom to politics, and while they are now re- spected and esteemed, they would be looked upon as politicians of these latter days are looked upon—‘Men to be had at iheir price.’ ” Now, there is considerable force in these ar- guments by this level-headed Missourian. He | writes very extravagantly, ef course, when he says that WasBington is the “ worst governed, most immoral and dirtiest metropolis ot the Union,” but otherwise his as have force. The machinery of our municipal gov- ernment is undoubtedly ® very clumsy affair, and works pretty badly, but this is largely the fault of Congress; bat if St. Louis should ever be so unlucky as to get the seat of Gov- ernment on her shoulders, she will find her. self in the same fix; for Congress must always | have the supreme control over the Govern. | ment city. Anda pretty muss Uongress makes of the business. Visitors coming here are nat. urally disgusted with theappearance of things, and without inquiring into the matter suppose that the city is responsible for the tailare to correct the evils. They would be surprised to know that some of the worst nuisances abaut Washington bave their existence solely in the fact that Congress cannot find time to legis- Iste to give this city the authority to deal with them. The miserable Centre Blarket sheds om Pennsylvania avenue | afford an illustration in point. Years ago Congress put @ peremptory stop to the erection of @ new market house building of a character to be creditable to the city, but has never to | this day been able to give sufficient time to the matter to say what shall be done with the con- | cern. So with the canal, and the avenues under Government control. The divided responsi- bility between Government and the city in Tegard to them results in their remaining “as they were.” And every year Congress has les< ‘nd less time to give to District affairs, in cca- sequence of the growth of national affairs. St. Louis would indeed get a fine King Log to rule | ber, in the National Government! Washington is dusty and muddy by turns, in | consequence of <o many of her streets being , but ts not “dirty” im the sense in which the word is generally used. There is | ‘Very little to offend the sense of smell, for in- stance, in Washington—always excepting the canal: and people needn't go out of their way | to smell that, unless they want to. ‘The talk about the immorality et Washing- ton is all fudge. of ill-fame and fewer street prostitutes in Washington than, probably, in any other city of its size im the country. The war undoubt- | edly brought & good many here, but they left | ‘With the war population. Is there any other city of the population of Washington where | there is as little street drankenness, or where | the Sabbath is better observed! If so we don't know it. The ides of the terrible immorality of Washington comes mainly from the sensa- | tion writers of the Townsend and McKelway | school, who are nothing if not “spicy,” and | ‘Who find it suits their Police Gazstie style of | Teaders to believe that Washington is a sort of moral charnel house. Washington bas defects enough, but immor- | ality is not a notable one. The present form of | city government is undoubiedly a wretched failure, aud Must necessarily be so, compli- cated as it is with goverumental authority. If Congress will give over using this District as | experimental ground for solving all sorts of | Political and social problems, and will be con- tent to entrust its rule toa competent Board of Commissioners, there may be hope of putting the city om the track TOR TUE BEST AND MEAP RET ro of fo, amy of progress ana the reform OGuare cite ESSES, all sizes and styles, plata a4 clog. from at fa life alze; —___—_—_. jece 3 Daguer Tas Srown-Braow Coxtrovausy—a re. | reotypes or other old pictures, made. leone oe markable letter of Lord Lindsay to the Loudon | iets Bo plain or 3 wil serie re seas Fs ‘snd | and numerous other articl Times, giving @ full account, written in 1513 by | bet, ie Gad eth apest first-clases Lady Byron herself, of ber relations to her Gales in the United Btates, “Frellitiee Se busband, is bemg reprinted im American | *° Rewspapers. Our contemporaay fails to appreciate the age im which it lives. It isn’t the thunder that kills. The old fasbioned loud sounding smooth bore ordmance bas gone out of use, and the | Sharp ringing long range rifled gun has taken its place forever. The introduction of the rail. way aud telegraph has changed the character of the American people, their modes of thought and lines of action. They no longer need nor care to look to any quarter for ready made opinions. Whatthey demand is a clear, briet | and fair statement of facts and current events, For the rest, they prefer to think for them- | Selves, and to draw their own conclusions; and | they are abundantly able to do this without the aid of the pedantic petrifactions who used to | set themselves up for the mentors of all man- | kind- This is a progressive age, and its really “great journals” are those which are abie to | give at once, and in the most compact, compre- | hensive and readable form the sayings and doings of the world, with brief comments on | such events and topics as seein to need them,— | the very grain and kernel of the times, without the chaffand husks. A type of this live go shead class is Taz EvsmiInc Star. That it | does not fall far short of the requirements ot the age is pretty conclusively shown by its | steady and rapid success in spite of sach sharp and aggressive competition from time to time ‘as it has been the fortune of few newspapers to meet and survive. That the so-called “great journals” of @ former age are no longer wanted is established by the fact that they are rapidly going outof existence. Let them go; and peace go with them. Better days have dawned.
