THE LAST OF THE EXTENSIVE FRAUDS ON THE TREASURY— ARRESTS RY THE UNITED STATES Seoser SERVICB.—Several months ago the Secretary of the Treasury was informed that numerous and extensive frands on the Treasury Depart- Ment were being perpetrated in New York city, and Major ©. S. Whitely, chief of the United States secret service attached to the Revenue Department, was detailed to work up the case. Major Whitely immediately com- menced operations in that city, and discovered that a regularly organized gang were issuing revenue stamps that had been used and can- celled. The mode of operation, according to the New York Journal of Commerce, was as tol- lows: comtracts and similar papers e stamps had been attached usually became the property of the office boys and janitors employed by the bank- ers, brokers, and real estate agents. The stamps were in all cases, so far as ascer- tained, properly cancelled when used; but the documents were carefuliy treasured by the januors,and afterwards sold at fifteen cents om the dollar to certain rag dealers, junk men and waste paper buyers. The men who bonght them from the jenitors bad rooms in several Parts of the city, in which the cancelling marks om the stamps were removed by acids. The stamps were then put under heavy pressure, ‘and when thoroughly dry were regummed, Ptoperly assorted, and then resold to certain’ dealers in revenue stampe atthe rate of fifty toeighty cents on the dollar. Major Whitely has arrested a large number of the gang. The issue of freudulent stamps in that city alose bas reached the sum of twenty thousand dol. lare per week.
