Pree ne \ Reb dniema seabed eee Tee IsTERCErTED FILLInUSsTERS.—The New York papers are filled with the details of the capture of Ryan's Cuban expeditionary force by the revenue cutter McUulloch. The Cuban Junta, it seems. counted confidently Upon making an assured success of the revo- lution by the aid of this expeditionary party and the military supplies accompanying it. ‘The expediuon, as organized, consisted of 1,5 Picked men, selected from about 4,000 veterans, ‘The men were instructed to state, if questioned, that they were assembling for the purpose of engaging in miming operations in Montana ‘They were to be organized into a regimen; Of cavalry, armed with Spencer carbines, re- Volvers and sabres, and consisting of eight companies of 110 men each; and two batteries ef artillery, with twelve pounder Napoleon | guns. The party was also to take with ita | large amount of provisions, arms, ammunition and other munitions of war for the Cabans, to- eetber with several heavy guns, some of which were sixty-pounders. These guns were to be mounted ir batteries at the piace of landing; and to facilitate this undertaking several handred sandbags were included in the freight of the vessel, with which to hastily construct the earthworks. The regiment was called the «First New York Usvairy Caban Literators.* Both the cavalry and artiliery were to de of- ficered by mex of experience and gallantry in simular positions during the rebellion, and the commands on Teaching Cubs would have been | &s effective an organization as could be desired | for any military service. The captured party are stored away at the Brooklyn Navy Yard and seem likely to prove rather an elepbant on the hands of the Government. With the sympathy felt in bebaif of the Caban cause by the people of the country, it will be difficult to enforce sentence against the fllibus- ters if they are convicted of a violation of che | Neutrality Laws. And, on the other hand, if they are let off by any judicial jugglery, it will be charged up agsiust us all the same by for- eign Powers, aud the Caban Janta will con- Sider it sufficient encouragement for them to go ahead and “do so some more.” Altogether it is an awkward piece of busine: ‘Tae Vingixta EcKcTion.—To guard against | the possibility of fraud at the election to beheld | an Virgimia on Tuesday next, General Canby | has directed that the Commissioners of the Election will cause two separate ballot boxes to be used at each polling p'acs, in one of ‘whieh shall be deposited the ballots “for” or weuinst the Constitution,” (which includes | the officers to be voted for,) aud in the other the seperate ballots “for” or “against” the clauses of the Constitation, which are submit. ted to a separate vote. The Commissioners of El-cvoas are to permit a committee, tobs com. posed of not more than three persons tromeach pol: icsl party, to be pre-eut at the counting of the bai but no person except the sworn ot!l- cers of the election will be allowed to ex amine or haudle the poll-lists, ballot boxes, or bailots, OF to in‘erf re in any other way with the duties of the election officers. General Chas. P. Stone, late of the Union army, but now engaged in winizg, is pomimated in the Goochland Dis- trict for State Senator. He is a popular “carpet bsgxer,” and on the other side, and so | he gets a place on the Walker ticket. Tae Curmese Prosrem.—Waile the people of the Pacific coast are arraying themseives | against the emigrants to that region from China and Japan, and the newspapers of the Eastern States are profoundly discussing what they are pleased to facetiously term tne “Chinese Puzzle.” the Chinese and Japanese are them- selves taking a hand in the question by raising silk and imtroducing ether new industries in California and Nevada. Tne people of some - the Southern States are also preparing to «take the bull by the horns” in a practical way, by calling convention at Memptis on the 13th instant, for the purpose of encouraging Chinese emigration into that section. This course will soon solve the problem. | ‘Waat ts It!—Whenever we hear of asfrea | blow out’’ given by the B. & O. R.R. Co. to Government officials—such as that which came off a couple of days ago,—we are reminded ot Dr. Frankiin’s story of the pleasant spoken gemt'emsn who prevailed on him, when a to turn the grindstone while au axe was being round. Just what article the compagy in question wants sharpened at this time does not | clearly appear as yet; but it will be developed before very long, we feel quite cortaia. That Corporation is not apt to spend money in hospi- tality, without b-ing reasonably certain of its Teturn at least two or three fold in the shape of | solid profi’ ———— We cemcur with our contemporaries in Doping that im the project of reviving the intdtigncer, Or starueg & new Democrat organ im this city, the meri's and claims of | ol. Thomas B Floreace may not be over- eoked. He has struzgied consistently and | earnestly for bis party, with mach loss of time | acd money, &nd cau fairly claim by his own | unaided exertions to have c.m* nearer a suc- cess im establishing 3 Democrauc piper bere than any of bis rivals im that field. If put at the bead of @ paper estublisted on a proper pecuniary basis, there cam be little doubt that the genial and plucky Uolonel would make it & success. Se Considerable bub-bub has been raised in political circles in Cincianats over the fact that S copy ofa confidential lett-r from the editors Of the Commercial and Gazette, ct that city, had found its way into the bands of members of the whiskey ring. Asthe leak is alleged to have Occurred after the letter in question reached Washington, its writers think a little tarther ‘weeding out of the bureau here wouldn't be a bad thing for the public interest. The editors of the two journals mamed are indignan; enough over the circumstance, while their opponents roll the contents of the docum: Tete Ss & sweet morsel ander their tongue, speak. nee Being interested in the proprietorship of the New York Tribune, it is perhaps not un: al that Mr. Bayard Yaylor should have given to that paper the exclusive copy of the poem ne delivered at Gettysburg yesterday: but the act ‘was hardly a generous one toward enter- prising journslism generally, so largely repre- sented at the celebration, and in which he might reasonably be supposed to havea broader imterest. The proper thing for the newspapers thus snubbed to do would beto let the Tabune do the exclusive printing of the poem in ques- on, ? The Lord Mayor of London, gave a banquet tothe mimwsters Wednesday might whea Mr. Giadstone made a speech, in which he alluded to the Irish CBureR bill. He said the govern- ment bad bestowed its best endeavors on the comduct of the measure, which formed a vital and essential portion of its work for the peac: of Ireland and the security of the empire. Senator Drake publishes a letter to the radi- co! party of Mlis-ouri, in which he takes ground sgainst the enfrancBisement of rebels until after the ballot is given to negroes im the State. He believes tBis to be the position of nim tenths of the party in the State outside of St. Loui. In the Spanish Cortes Gen. Thein- vestigations of the revenue officers show that the importers used false invoices, the sugar ‘was cisssed too low, and the weights returned almost invariably lower than the true ones. Several other importing houses, both in New Orleans and Cincinn: said to ba ampli. cated; alse a number of Government weighers, appraisers, examiners 4 mspectors. There 18 good reason to belleve, that these frauds bave been carried en toa great extent ‘and for a long time under, the former as well as the present administrauon, and that the above Sigur bich look large in such a connectioa, convey @ very inadequate idea of the immense transactions by which it is thought bere that the Government bas been swindled out of very large amounts of money. Some idea of the extent of these frauds may be formed when we state that an examination of the sugar which has teen seized shows a uniform deficiency in weight amounting to 23) poands each hogs- bead, and $5 pounds each box—that is, tne invoices were in each case made to show that much less than the real weight A terrible explosion of nitro-glycerine oc- curred yesterday st Carnarvon, Wales.
