o—o_—_— EVENING STAR. Largest Circalation in the Distriet | FRI JUNE sari 1869. S7 READING MATTER ON BVERY PAGE. SEB OUTSIDE FOR INTERESTING TELE- @BAPHIC AND OTHER MATTER. For 7 ACCOMMODATION OF PERSONS leaving the city during the summer months they can Bave Tue Stam mailed to their | address, by ordering the same at the office, for i2)y Cemts per week, for one week or more. Tae Natiowat IntTEcticuncer.—The fol- | lowing notice appears in the moraing papers “The subscribers to the Vational Intelligencer | ‘Will be served to-day, and until farther motice, with the Evening Ezpreas until arrangements can be perfected for its separate issue in a reg- ular morning edition ” tis stated that the immediate cause of this change is referable to a strike among the print- ets on the Intelligencer, whsch the proprietors of that paper were unable to arrangs. We do wot hear that it has been definitely settled whether the paper when merged with the Express will im its morning edition bear its old name or take the name of the latter paper. Perhaps the two names may be united as in the case of the Louisville Couri*r-Journal. Tne intelagencer WAS one of the oldest newspapers in the United States, its publication commenc- ‘ng in I~ 0, and had nearly completed an exis- tence of three score years and ten. It was for over half a century the leading political journal of the country, being the recognized organ of the old Whig party. 1m 1565 it changed bands, and during the late administration was the official organ of President Johnson, and ~arnestly &dvocated the claims of Seymour and Biair during the last Presidentai campaign. No Mogg SMoxrne On THE CaRs.—An order was issued by the proper authority yesterday, absolutely prohibiting for the fnture all tobaeco smoking om any part of the cars of the Washington and Georgetown, 7th street, and 1th street lines. We do mot jom in the extreme crusade against smoking, but cer- tainly the street cars, so largely frequented by indies, are the last places for cigars and pipes. ‘Two or three persons get on the front platform, puffing sway, and the current carries the smoke through tne car with nauseating effect to many. The public generally will approve & rule stopping so unseemly & practice, and expect to see it carried out: and not ason one | or two former attempts of the same kind, atter 8 feeble struggle witb the smokers, be gradually allowed to drop. “No smoking” is painted conspicuously on every car. Hitherto this bas been afarce. Weare sure the conductors will be backed up by all good male citizens, as they surely will by all the ladies, in strictly enforcing the new ruie. Fromevery part of the country come reports of the fullness of the fruit trees. Strawberries have been so Sbundant this year that it is doubtful if those who raised them will make much money by their crop. Cherries are abundant. Blackberries and raspberries Promise also to be uncommonly abundant and the peach orchards, which bave so long tailed in New York State, hang full; while in Dela- ware they fear that they cannot get transpor- tation for their whole crop. Apples, also, seem to be doing well: but the pears have failed in northern New Jersey, and som other regions, | They were not,as many people ig oe | outgrowth of rei us | laws of Moses, Tax Usuar Laws.—The New York Journal upon the absurd usury laws that cripple trade every where, and have done so much to hamper Dusiness operations in this city and District iand States to set this good example, and a similar bill has passed the branch of the Connecticut Legisiature. The usury la & relic of tyrannical government, first imposed to prevent capitalists leesiag money to individuals at market rates, in order to force the loans desired at the public oo 2 ious superstition ury ter which many thouchtiess- ly believe the various enactments to be modeled, had no sort of resembiance to existing civil codes. To repress ye avaricious ten- dency of the money Israelites, Moses, under Divine sanction, forbade a Hebrew from | taking anything whatever for the use of money from one of his own nation. Bat ofa stranger he might exact any sum he chose, if it were 100 or 1,000 per cent. To take of a brother Jew one per cent. wasas much usury forbidd in the Mosaic code as to exact ber rate. The Divine lawgiver nev dertook such a restriction on the freedom of trade as fixing the rate of interest, He simply forbade any Joan at interest to one of the same brotherhood, im order to eucourage charity and generosity among orethren. But where mterest was al- lowed, 1t was leftentirely to the conscience of the lexder and the consent of the borrower, what terms should govern the loan. There has beem some religious sentiment connected with the establish: it of special rates of inter- gst, Dut this 18 the offapring of ignorance. Usury is denounced in the Scriptures, and as the civil nw said that anything more ‘than 6, 7 oF 1 per cent. (whatever rate the local gov- eToment might fiz) ‘was usury the bigoted cams to associate the Biblical restriction with this excees of interest; whereas, any interest is as much & breach of the requirement as the excess ofagiven rate. Mixed with this sentiment has been the prevalent impression among the dwel- Jers in rural districis that the repeal of the State | limit would operate to their disadvantage by raising the average price of the loan of money, and thus disturbing their loans on bond and mo! The effect would be the other way beyond question, as we have often shown. We hope that the coming year will see this absurd restriction wiped trom every statute book in the Union.” |e S pei Seciety of ol: cpa batons the PI Diep FRIDAY VENING.
