, ] : EVENING STAR. | Largest Circalation in the District, CROSBY S. NOYES........-. Editors WASHINGTON OITY: THURSDAY. e-ee--JUNE 17, 1969, | S7 READING MATTER ON BVERY PAGE. SEE OUTSIDE FOR INTERESTING TELB- @RAPHIC AND OTHER MATTER. ‘The attention of our new city government is invited to the following editorial paragraph trom the New York Tribune | “The new City Government in Washington | bas been organized, and we have trom it many fire promises fer the tuture. We trast these geutlemen will remember that we have had a gtest Many such promises before, and that Wasbingtom remains to-day the worst paved, | worst cleaned, and. in many respects, worst | maneged city in the Union. For the first time ‘be Republican party has the power in it Dapds mend this state of affairs. We beg ‘bem to remember that we shall be held tespou- je for their performance.” This ts fair and reasonable. By its fraits, | the municipal administration which has just | © into power, will be judged. If it falfitis the reasonable and proper ¢xpectations of the public in regard to the management of the in- | terests of the city, it will have a long lease of oficial life. Otherwise its career will be short aud imglorious. The fiat bas gone forth that Washington must he made worthy of its biga | osition as the Capital of the country, and longer delay in consummating this end will earn nothing bul indigpant condemnation in every quarter. | The point essayed to be made by the /nty!/)- | ormrr that the Republicans have bad control over the affairs of the city «for the last twelve | | | mouths, with a majority in both boards of the (vty Councils,” and are therefore siready re- sponsible, is not weil grounded. In the Lower | Hoard of tne City Councils the Republicans | bave bad a decided preponderance throngh the | | past municipal year. but im the Board of Al- dermen the case bas been different. Ail re- member the famous « dead-lock” in that board which defeated the transaction of all Corpora- tion business for so long a time, and when, by the action of the courts, the election cases in the Futh Ward were decided tavorabliy to the | Republican contestant tor the Aldermanshtip, | the strength of the Republican party in that | board was increased virtually only io the ex- tent ot making a tie. The election of Mr. Grinder over Mr. Richards as President of tbe board was virtually a triumph of the Conservatives. and was so held by them. | AU familiar with the proceedings of the Board | Are aware that Messrs. Grinder and Larman acted in the main with the Conservatives: and Mr. Grinder, it will be remembered, ran avow- edly om the Conservative ticket at the Jute city | election. The real strength of the Republicans | m the Board of Aldermen has therefore been but six to an opposition of eight. In the new | Board tne Republicans bave eleven members | to the opposition three. The Lower Board is wholly Repobhcan. Now, then, the responst- bility for the proper administration of city affairs comes fully and unmistakeably upon the Republicans, and they must receive praise or biame accordingly. The opening addresses of | Messrs. Crocker and Williams, the new pre- siding officers of the two Boards, have the right ring, aud if they are followed up by appropri- ste sction om the part of the Boards, the city will make great strides in the way of progress during the coming year. Tee Mupical Soctety anp THE Coton! It seems, however, that the report had this basis or origin: There bave been a good many subordinate members of the British Parlia- meat afd government in Paris during the Whitsuntide recess, and one of those, a Mr. (uway, was either introduced or permitied to ascertain wha: was the opinion of the French government on the Alabama affair, and what view tt took of the matter, chiefly as an iuter- pational question amd a point of international law. Very likely the motive of the action may have Deen to be able, if the inquiry were prob- able, to quote French legal opinion as agree. ing with English on the subject, aad to be able to state as much to Mr. Motley if the questions were broached anew by him on his arrival in England. The substitute adopted “lamenting the riotons difficuities,” and “sincerely hoping tha! necessity will throw upon us Ro repetition of the scenes of Monday, 7th of June, 1859," will be fastened upon with keen relish by the Democratic partizans anx- ions to make 8 point against the colored peo- ple of Washington.
