Hon, HawiToN Fisn, Secretary of State, has resigned the office o: President of the New York Historical Society. NoMINation —The only nomination sent to the Senate to-day was that ef W.H. Barnes to be Collector of Internal Revenue for the first district of Pennsy: vania. BUT FEW visi'ors are admitted to interviews with the Pre-ident to-day. At twelve o'clock the Cabinet assembled—all the members pres- ept—and was still in session at three o'clock. Contrary to general expectations, Senator Sprague did not yesterday give the name of the ‘Senator who, according to his previous speech, Tecelved $110,000 to report a certain bill after a certain way. Comscrence Money —The Secretary of the Treasury this morning received an anonymous letter from Princeton, N. J., containing one hundred dollars to be placed to the credit of the conscience tand. EXTRA SEaSIon OF THE SENATE.—The Pres- ident will to-day issue bis proclamation convening the Senate in extraordinary session to act upon treaties, nominations, and other Executive business. TaE StrkeMe Court is to-day hearing the closing arguments of the term. During the early days of next week the Court will been- gaged delivering opinions, and will aajourn on the 15th to the Ist Monday in October. Ly THE SENATE this morning, Mr. Wilson, from the Military Committee, reported back the joint resolution donating the Lincoln Bar- in this city, to the Columbia Hospital, for women and lying-in asylum, and, it was placed upon the calendar for consideration. Mr. Jas. L. Lawngnsox, Journal Clerk of the Post Office Department, was removed th-s morning by Postmaster General Cresswell, aud Ootonel Wilson, of Wisconsin, appointed to fill his place. Mr. Lawrenson has been attached 10 the Post Office Department for upwards of fifty years. Born Horers or Concress will probably te m session a great portion of to-night. to close up action on several important pills The business is weli advanced, and there is no cecasion for an extension of the session, unless the amemdment of Mr. Morton to tte Kecon- struction bill be resisted in the House. Nominav.on WiTHDRAWN.—The President | Yesterday withdrew the nomination of Denui- | son Steele as Postmaster at Toledo, Ohio, and i) is understood that Alex. Reed, the present in- cumbent will retaim the place. We referred a day or two since to the hard-swearing at Tole. do over the removal of Reed through the influ. | ence of Ashley. ‘THE CLERICAL rORCE of the various bureaus of the Treasury Department is being daily re- duced by dispensing with the services ot two or three clerks m each bureau where the work will permit the same. No appointments, how- ever, are being made to fill vacancies, but it is thought that a number of changes will be made about the first of May. Tue warniaGe of Lieut. Loyall Farragat. The vride wore white satin. ¢n train, amd long tulle veil. After th- ceremony, which was performed by Rev. H ©. Potter, a rec*ption was held at the residence of Dr. John T. Metcalfe, father of the bride. THERE Is GREAT CONSTERNATION among the female clerks in tue Treasury Department tor fear !hat they will be removed from office, the services of qnite a number having already been dispensed with. Those remaioing are bringing all the influence they can command to bear upon Secretary Boutwell, bat it as im- possible to retain all, and a large number must be dischargd at an early day. DistRicT Asse+soR.—We understand that Mr. W. W. Curtis, of Georgetown, was recom- mended for the j osition of Assessor oi Iaternal Reyenue for this District by Commissioner Detano, but that the President bas decided to appomt Mr H. A. Hall to that piace. Mr. Lisli, who is now Sreretary to the Board of Alderman, is a clear-headed active business man thoroughly qualified for the postion. CoMMIsstonER OF PENSIONS.—It is said to- day that Hon. ©. ©. Cox, of Md., the Commis- sioner of Pensions, has been notified by Secre- tary Cox that his resignation will oe accepted It is understood that Hon. Siduey Perham, of Maine, stands a very good chance of receiving the appointment. Mr. Perham was for mauy years Chairman of the House Committer on Pensions, and has acquired a more thorough kvowledge of pension affairs than perhaps any other man im the country. His appointment is very warmly urged by prominent Republicans ou the ground of his distinguished fituess for the place. Tne SENare this morning, by a vote of 30 yeas to W nays, adopted the amendment of Mr. Morton to the bill to reconstruct Virgima, Mis- sissippi, and Texas, which passed the House yesterday. Mr. Morton’s amendment, it will be remembered, provides that those States sball ratuly the 15th amendment betore they shail be entitled to representation in Congress. This Afterneen’s Proceedings. FRipay, April 9. SENATE.—In the absence of the Vice Presi- dent, the Secretary called the Senate to order, ‘sud,on motion of Mr. Sumner, Mr. Anthony was cailed to the chair as President pro tem. Mr, Trumbull called up House bili author- ng the submission of the constitutions of Vir- #nta, Mississippi and Texas to a vote of the Pevple, and asathorizing the elecuon of State Officers provided by the said constitutions, aud ‘Membeis of Congress; which was read through. Mr. Morton offered additional section the bill submitted by bim yesterday, provi. that before the S ates of Virginia, Texas and Mississippi shali be admitted to representa- Uon sm Congress, they shall ratify the fifteenth amendment to the Constitution. Mr. Trumbull opposed the proposition. He thought it time to cease imposing these condi. tious of admission. Congress had, after creat trouble and care, series of reconstruc- | tion acts imposing certain conditions, and now. | | { | Alter these Stat-s comply with those condi- tions, are more to be um, upon them. When is this thing to end hen these States come here next sessioe other conditions may be im- posed upor them. It is breaking faith with ibem. and it is bad policy. He bad no doubr, at any rate, that these States would ratify this amendment. Mr. Morton dented that his proposition would ‘be breaking faith, for so far, these States mad Tefused te accept any of tne conditions. He conceived his amendment eminently necessary, and he would sooner see the whole bill tail than for his ameudment to fail. He knew the object of the Democratic party, whicd is to keep the question of negro suffrage open for four years longer. The 15th ameudment must fail if it did not get the votes of these States, for the Democrats were resorting to revolu- tionary measures in Indiana to prevent the Tatification of the amendment by that State, ant hence it would fail but for the votes of these other States. Mr. Conkimg took the same view as Mr. Trumbull. 1t was not te fault of Virgiuis that she was not bere now, as the commanding general had failed to order the election besause Congress had not furnished the money to the expenses. Mr. Williams said it was too late now to talk abont bad faith towaras these States, for after some of them bad come here with their corsti. tutions, Congress bad insisted upon ceriain =. foaegptcrgen dah the same, r. Thurman said t wer of Congress extended only to poe idl car to the State Legislatures, uot to coerce them into adopting them. This motion, if adopted, would not only coerce the States of Virginia, Mise:s- sippi, and Texas, but also coerce the people of Obio, Illinois, and Indiana, who were Opposed to negro su: 5 Mr. Morton did not to coerce the People of Indiana, but @ revolutionary party who “ajc trying to thwart the will of the People. Mr.Thurman.—Why not submit it to the peo- ple then instead of having it forced upon them y & legisiature which was elected on a piat- | form (Chicago) which expressly provided that this question should be left to the people of each State. Mr. Edmunds then moved an additional sec- tion, that the proceedings in these States re- spectively shail not ve deemed complete or Hnal until approved by Congress.z Ad Mr. Dasis then took up the floor in an argu- ment against the reconstraction policy, and in denunciation of negro suffrage.
