DISTRICT BUSINESS. At this singe of the sessi expected that any District business will be taken up involving much discusston, but there are some District bills before Congress to which no reasonable objection can be urged, and which are so necessary for the welfare of the city that we trust the District Committees ‘Will orge their immediate passage. ‘Thy bill establishing a police court is one that bt to be made law without s mom jay. Sto is the Dill repealing the old Mary- Jand usury law. The people in this District absurd law that they will welcome any mees- ‘ure of relief, whether it comes in the shape of an entire repeal of the old law, which would be preferable, or a substitute fixing the legal Tate of interest where not specified at 6 per cent, but allowing special contracts to be made at a rate rot exceeding ten or twelve per cent. A bill providing tor paving Pennsylvania ‘Bvenue passed the Senate at the last session, but reached the House too Iate in the session for action. A similar bill passed the Senate yesterday, and in the name of this long saffer- 1g community we urge upon the House topat this messure through. That the principal street f the Capitol of the Nation should for so many years be disfigured by this abominable cobbie- | stone, 1s & disgrace toeverybudy concerned. It w is a disgrace to Congress, to the city, and to the | pation. Well-paved the Avenue would be the most magnificent street in the worid. ‘The Senate bill seems to us a very proper one. It divides the cost of the work between the Avenue property-holders, the Corporation of Washington, the Street Railway Compan: and the Government; the latter paying for some portion opposite its reservations. In this way the cost of a first class pavement, even fora street of this smperial width, will not be heavy to any oue interest: and the Government will save the yearly si now spent im patching up the present miserable apology tor s pay | fer so much from this antiquated and | wherwapen the tee all ane The earnestness of ‘and the pat. Tiotic demands they make on their 1 -aders, are sbown by the punishment recently inflicted eper Gen. Castelicnos, That officer com. ded the force that ‘he march of the Spanish Geu. NatiowaL TaBaT#R.—To-night closes the very successful season of opera bouffe, which bas given such pleasure to our gitizens for two weeks past, and they will gladly welcom- the troupe back sgain. The operas to-night are “Lischen aud Fritzeben,” for the first time in Washington, and “Mons. Uhoufirari,”ia which Tostee shows her skill upon the pans. Upon pre- senting bimself at the Auditor's office with his appointment trom Goveracr Warmot, Mr. Delaze was refused Syn oe Wickliffe, by the Sa- perintendent ot Police. Legal opinions are to the effect that Governor Warmoth had ng au- thority to eject Mr. Wickliffe from office. By | the State Constitutioa this can only be done by im _eschment, or indictment and conviction. | It ts also held that there was no legal vacancy | ment. The Selection of the material and the | management of the work is placed in the com- petent hands of Edward Clark, Architect of ihe Capitol Extension, Sayies J. Bowen, Mayor of Wasbington, A. B. Mullett, Supervisory Arebitect of the Treasury Extension. Tais equitaple and satisfactory plan for paving the Avenue, will, we think, commend itself to the good sense of the Hous A Kindret nuance to the Avenue cobble | stone Deeds abatement—the shabby old market buildirg. Various bitis, giving the Market House francbise to private companies have been brought forward, but the Kilkenny fight going on between the contending interests wil! probably be fatal to the whole batch; but there pone | at the same bour ‘Would seem to be no valid objection to the bill | giving the right to the Corporation of Wash. ipgtom te erect a suitable market §structare ‘The debate tn the Senate, at the Inst session, in- dicated that while there was a good deal of ob- Jection to giving the franchise to a private com- pany, there would be none toaccoriing it to the Corporation cf Washington. The only poia Yaised was that the Cofporation bad not asked | dor it. The General Incorporation Act for comps. | nies in this District is a messure so proper acd So much needed that it ought to be passed with out hesitancy. We trust to see a bill passed this session giving to the District cities the Tight to subscribe for railroad enterprises There are many other District measures Ceserving speedy attention; but those above | Bamed seem so entirely unquestionable and ‘Meritorious that their consideration ani pas. Sage ought not to involve the loss of any time. ‘The bill repealing “he charter of the District, And providing for its government by Commis- sioners, presented in the Senate yesterday py Mr. Hamlin, is the measure prepared by the committee appowted for that purpose at the citigebs’ meeting at Metzerott Hull in January 3967. The bill was prepared with much care by this committee, which was composed of th= following prominent citizens :—Henry D Cooke, Dr. Charles H. Nichols, Chie: Justice David K. Cartter, George W. Riggs, Wm. B Todd, Hallet Kilbourne, Alex. R. Shepherd, W- H. Philip, Lewis Clephane, and others. Tais committee was well adapted for the work, being composed of men thoroughly understanding the needs of the city. and representing » large amount of property, and diverse politica in- terests. The result of their labors was the preparatien of this elaborate bill, which they at w Mr. Hamiin, chairman of the Senate Instret Commi wel a commantcation urging its passage.
