But there is no warrant for supporting that the Commissioner will either surrender such power as he may have touching Lis subordinates, or fail to look to the officers themselves for a faithful discharge of their duty. On the other hand, every man in the srvice will be held to a rigid and direct accountability for the manner in which his duties are performed. Should any one calcu- late otherwise, aud presume upon such calca- lation, we feel safe in saying that he may as well be putting his house in order and casting about for some other and less responsible pur- suit in life. Hus official days will be few and & proper place to say that Sana- tors, Congressmen, and others, occupying Prominent positions in life cannot be too care- ful to recommend none but first-class men for office. Nothing tends more to the demoraliza- tion of the public service than the indiscrimi- nate endorsements by well-meaning people of all the persistent seegers after office, wh» ap- ply to them for certificates of character. Let them recommend none but honest, espable, and diligent men, by whose records they are them- selves willing to stand, and one fruittal source of difficulty will be removed.
