Mr. Brooks utterly refused to do so, and as serted that be was a member of the House, while the person undertaking to dictate to kim was a Clerk of the House. The Cierk retorted that the gentieman was not a member of the House, but only a membar elect Mr. Brooks—And tbe Clerk is no: the Clerk of the House nor #vea the Olerk elect, The Clerk rephed that the gentleman was mistaken.
