This pill bas no provision re- quiring the road to conform to the street grades. but we find by reference to the origmal charter ranting the mgbt to enter the city that this Potet seems to be adequately covered by a proviso Tequiting «that the level of said road | ‘within the said city shall conform to the pras- at graduation of the streets, unless Congress shall authorize a ditferent level.” It bas been a matter, in fact, requiring soli ‘ous study by the resident Engineer, Mr. ‘ridge, bow to adapt the road to the varying grades of the streets. The bill proposes a | choice of three rontes. By the first the road enters the city above Benuing’s Bridge, at the ‘ntersection of Maryland avenue and Boundary street, thence proceeds northwesterly along Boundary street to west Seventh. ‘his route requires no tunneling, and if the road should bave its terminus in Washington would matu- rally be the one adopted. ‘The second route also enters the city above Benning’s Bridge, at the intersection of Boun- dary street and North Carelma avenue, fol- jJows that avenue to south 1) street, thence along Jy street and Virginia avenue to the present depot of the Washington and Alexandria raii- road. This route will require a tunnel the whole length of North Carot! venue, ‘The third route enters the city on the East- ern Branch, near south M street, follows Vir- ginia avenue tosouth K street, aud the Jatter to | Fourth street, thence along the canal bank to Virginia avenue, and the preseut depot on Maryland avenue. This route would require s tunnel along ‘Virgina avenue and in South K street, nearly to the canal. The two Iatter routes afford through connections with the railroads south, the point of jumction being the present railroad depot on Maryland avenue. I: will be seen that the company propose to adapr'the road to the street grade by whatever route they enter, theugh by two of the routes this will invoive very beavy expense. The company have in this respect shown a regard for the interests of the city somewhat in contrast with the course of another railroad company. We trust that the House will pass the Senate bill without delay, in order that every facility may be given ye speedy Construction of this most ime t road. ‘The Democrats of the House rather over- teached themselves yesterday by opposing the printing and recommitment of the majority report and series of bills presented by Mr. Lawrence, of Obio, trom the Committee on the New York Election Frauds. The Republicans warned their opponents that if they persisted 4 (bear oppesition to the printing and recom. mitment ‘hey would move to suspend the rules and put the first bill of the series—that de. priving the New York Courts of all power he naturalization question—apoa its g°. The Democrats, with more zeal thar. TenoD. coptinged their opposition, and the was that the bill was put straicht ubrougb. t seems rather doubtful if the Senst> will conclude to act upon the bill this session as its consideration will involve considerable debate sud it passed will almost certainly fail to be- come a Iaw by encountering 8 pocketed veto. The Committee show in their elaborate re- port that the frauds perpetrated in the city of New York on the 3d of November sarpass any. hing in our past history: that existing State Isws, aud the mode of enforcing them, are ‘wholly inadequate to prevent these frauds, bn: that Congress bas the power te enact laws which, if faithfully executed. will to some ox- tent furmish remedies bereatier. There is no law o: Congress professing to prevent or pun- tsb frauds im votag or conducting elections, and the penalties relating to certificates of nat- uralization are by mo means sdequate We may lock out for an unhealthy season ext summer, if it be true, @s has been asserted and for alopg ume believed, that cholera fo1- lows small-pox.
