Ten years ago Pennsylvania avenue did most of the bus: ness of the city: now it has to diviae with Seventh street, Ninth street and F siteet. Sev- enth street, marrow, compactly buiit, and the | great thoroughfare from the country to the | Tiver, already presen’s a more bustling look to the eye than the Avenue. F street, with its | bandsome new pavergent, its comfortable street care, ard its bright, tidy, attractive appear. Ance, seems destined to be 2 formidable rival ‘© Pennsylvania Avenue, especially as a street | tor fashionable shopping. And by the way, we all remember how some of the property holders oa F street kicked agaist the cost of (he pavement that has been the making of the street. For various reasons Pennsylvania Avenue as not kept pace ic improvement with the parallel and intersecting streets north of it. A number of fine buildings have been erected on it, but these only serve to make their surround. , ‘ugs appear more meap and squalid by con- trast. Lt ought to be the finest street the world, with its magnificent proportions, and forming the great highway between the Uap. | tol and the White House. Bat its width, with its present wretched pavement tells against it. vast clouds in summer. mud in winter! Bould- ders and ruts! was thereever such asmall- | poxy looking surfac-! } No light carriage can cross its execrable | x: cobble stones without involving a trip to the carriage mender. A gentleman of our ac- | quaimtance bad @ valuable h rse badly injured by breaking a hoof in a hole om the Avenue, a few days ago. He has registered a vow, he | ith team of bis upon Peans Isitany wonder that shopping vehicles desert Pennsylvania avenue as if the plague were ‘bere, and seek smoother streets ! The property. | holders om the Avenue could better afford to pave every t f it at their own cos: than to | jow its Dusimess supremacy to slip away, as evitably must, unless st 13 made less repul- ve to customers. And shabbiness in one way leads to shabbi- ness io another. The shabby pavement is in “@ concatenation according” with the shabby tersecting streets south of it. trowzy with raw, oyster sheils, ash-heaps, slops, and all sorts of rubbish. Then there is the indescribable shabbiness of the market sheds and accompa- cuments. For one-third of its length on mar- ket Gays Pennsylvania Avenue is used as a cow-yard, and as & stamping ground for all * miserable dysentery afflicted borses that ontgomery and Prince George send here, | pped up iu the fills of their market carts. (on the other three days of the week the market rubbieb, offal, and manure floats about the Avenue, and lodges lovingly in its ruts and gutters, a fit accompaniment for the shabby pavement ‘These draw-backs put the Avenue at a grea! disadvantage with the cleanly, enterprising streets above it im the growing part of the city. Let her property-holders and business men take note before it 1s too late. How much the prosperity of a street depends upon its pavement is shown in the case of Blichigan Avenue and Wabash Avenue, par- allel adjoming streets in Chicago. Michigan Avenue was the fashionable drive of the city wil Wabash Avenue put down the woot Favemest. The result is. it is shooting im- ensely ahead of i's ueighbor. and 1s now drive and promenade of the city. } Were Pennsylvania Avenue covered wiina ‘Well-Iaid wood pavement, smooth and noise- tess, free from dust and mad, tt would be the finest drive and promenade in the country, it not the world. It would be filled, especialiy | of am afternoon, with handsome veRicles that | now shun its horrible ruts and protuberances, ite sidewalks would at the same time be thronged with promenaders. Like the Pa- | Tistam Boulevards, it would be the great pop. ular open-air resort. The value ot property ‘would be increased fifty per cent, and the Smount of business done on it would be doabdled, ic is safe to say, almost trom the ino- ment such pavement was Iaid. As a mat- ter of self-interest, the property holders should exert themselves to seeure the pas. | sage of the bill before Congress pro- | viding for paving Pennsylvania avenue. | ‘The bill divides the expense equitably between | the Government, the Corporation, the Rail- | road Company, and the property-holders, | Probably no fairer way couid be devised of dividing the cost. It is sate to say that if the | Avenue is ever paved, it will be by some such | Givision of the burthen. Perhaps some of the | property-boiders still indulge a lingering pope | hat Government will pay all the expense of | paving wt. They may as well dismiss it for- | | | | foe: ever. That isthe kind of hope deterred that maketh the heart sick. The utmost that we canexpect from Government is that it will Pay & portion of the expense: and if the Ave- nue business men are wise they will not let the | Opportunity go by for getting at so little cost to themselves an improvement upon which their Prosperity so much depends. The cost wiil really be no more to them than property-hold- rs om other streets are required to pay for similar paving improvements under the pres- ent law. ee ‘The Democratic majority of the Uhio Legis- lature voted down a resolstion introduced bya Republican member inviting Gen. Howard to visit that body during his visit to Columbus Inet week.
