But the Journal is mistaken in supposing that there are no new recruits to the cause. Per- baps the accessions to the number of platform speakers is not large. The women have not been trained to the business of “oratory” from childhood by schoo! declamations and debating clubs, as ts the case with the other sex. But they are coming on rapidly. We doubt if in the whole country there are many.more ready or forcible debaters than Miss Susan B. An- thony, or Mrs. Cady Stanton, or Mrs. Grifing, | or the venerable Mrs. Mott. Uertamly they heid their own aoundantly in the debates with the sterner sex at Oarroli Hall. They lack in gesticulation. A femsle orator with her arms trussed down by s shawl cannct handily appeal to the Heavens with uplifted hands, or point threateningly towards the other king- dom or pound the pulpit. or give force to an illustration by stabbing and scooping the air with tremulous dexter dizit. after the approved style of Ae oratory, ba: we dare say they will nequire these tricks of the trade if they want to Iudeed. Mrs. Mary Walker, in her easy-fitting Bloomer costume, showed how woman cau threw her arms about oratorically equal to any «ump speaker. He recognized no bi law, no law of secu- rity,no stern logic of events which could in- duce him to violate theoath which hehad taken at that time in the presence of (od and man to support that Constitution. He bad never acknowledged, during any period of the war, that there Was any justification in a violation of the Constitution. He had not mach longer to stay here, and desired to say now that be regretted not ope word he had spoken or one vote he bad given on laws which be believed to be unconstitutional, and if it was all to go over he would oppose them, if possible, with more force, He bad never doubted that what bes happened would happen, that the People of bis own State would not sustain bim. After referring to the remarks of the different Senators Mr. Doolittle said the necessity for these new roads did not exist. The ronie be- tween here and New York was much better mamaged than ten years.ago.and much cheaper. it may be that there were just grounds of complaint against the State of Maryiand in the ‘t for its restrictive policy in reference to railroads, but that poi- icy bad now been overcome, and according to the Governor of Marylaad @ new road—the Ka timore and mac, between here and Baitimore—will be ergs aman by January 1, 1870, and we will thus aave competing roads to Baltimore. The Northern Obntral railway now stands ready to connect with the Balti- more and Potomac. and at Harrisburg there ‘will be another rouce to New York. The same necessity for the mterference of Congress did not exist now as much as it did twenty years ‘go oF ten years ago, and under these circum. stances Congres shor! not enter upon the ex- cise of such a dungérous power, and which be believed was expressly withheld by the con- Yention which framed the Con-titution. The people ot Washington would do much better if they wanted more ratlroxds to go to the Leg- islatures of Pennsylvania, Maryland and West Virginia to get their charters, than to come to Dopgress. He believed, from the advantages of Wasnington, that it ought to become a great Place. In regard to the failure to check bag- gage, that was within the remedy of Congress from its control over this District. 1t could compel this convenience to the traveling pi Mr. Morton asked as to the tax of thirty cents Per passenger on the Washington brauch of the timore and Ohio railroad. If Maryland could exact thirty cents per head she could exact 3.0. Mr. Doolittle Maryland had invested a great deal of mouey in her railroads, and she bad of course endeayored to realize something from tbem, and she put a tax on them. Indiana ‘Was forced to tax her railroads, only sht did it in a different way from Maryland. Mr. D. then argued as to the constitutional power of Congress in the premises, quoting from the debates oi the convention and the Madison papers, to prove that no such power as was claimed was contemplated. These great rail- Toad corporations are the most vaiuab Property in some of the States, and should Congress assume to take the juiisdiction of them trom the States! If Congress can charter ® railrosd alongside of the Baltimore and Ohio railroad, it can take tae Baltimore and Obio railroad ‘completely out of the power of the Siate and exempt itfrom State taxation. He (Mr. D.) believed with Justice Mc that if this tremendous power was oace tered upon by Congress it would revolu the notion. It would take the whole control of reat railway corporations. Corporations, as fins been said, have no bodies to be kicked avd souls to be damned. Iu the hand of thesegreat corporations Congress and the President will but be as playthings. If such a man as Alex ander Hamilton feared to enter on such a pow- eras this, how is it that men of this day can undertake it? When he left the Senate be would probably leave public life forever, and could bave no hope but for the glory and pros- perity of his country, and he implored bis rother Senators not to commit this act under the specious plea of commercial security or of building up & great capital st Washington. ‘The Senate, at 3:25 p. m., adjourned.
