EVENING STAR. Largest Circulation in the District « ROSBY S. NOYES... WASHINGTON OITY: THURSDAY. + JANUARY 11, 1569. SF READING MATTER ON EVERY PAGE. SFE OUTSIDE FOR INTERESTING TELE GRAPHIC AND OTHER MATTER ‘The Balumore Sun would show discretion it it betrayed less ill-temper in its opposition to the demands of Washington for more railroad facilities. Those who do not agree with it a kuaves fools, ignoramuses, Fagins. and Artful Dodgers. We shali not bandy epithets with it. ‘That paper is quite welcome to its field—or rather. gutter—ot scurrility. Whether the blundering musrepresentations of the Sun on our railroad matters proceeds from ignorance, or something worse, is a question upon which its readers cap pay their money and take their choice. In view, however, of the stapid fizare it makes im its railroad comtreversies, the Sun, ‘with all its clumsy willingness to be “shif.y,”” can hardly be reckoned equal to the part of “Dodger” for the railroad Fagins, bat shows rather as the scape-goat “Bertrand” for the monopoly Macaire,—the dull rogue who comes im for all the cuffs, kicks, and indignities da- s tricky master. The Sun is at last compelled to abandon its favorite musrepresentation that the roads asked fur sre to be built at the Gov- ernment expense. itsays that Washing- tou city i# to be bled to build them: but that rhe people here can spend their mouey for rail- roads if they waut to. Well they do «want to.” They have said so repeatedty in public Meetings and through the press, and with or ‘Without the Sun's permission they will take | the first opportunity to invest all they can raise iu just that direction. They are willing to be uimed™ by railroads in the way Baltimore ha: been ruined by them. They have noticed that other cities one-tenth the size of Washing- ton bave built railroads, and have prospered thereby, and they have agreat notion of dab- biing @ little in railroads on their own hook— always supposing that the Sun’s masterly logic | does not convince Congress that we don't need Sny more railroads, or that if we do we have only to say ro to Mr. Garrett’s “My Maryland,” and they will be promptly forthcoming. The Sun is im the habit of parading the charters ior the Metropolitan road and Potoma: Toad, as evidences of the readinesss of the Stat ot Maryland to grant charters for through roads trom Washington: but the Baltuumore American, more eandid, frankly concedes, wnat €very- body im Washington knows to be trath, «that af Congress does not grant charters, the S'ate of Alaryland 1s not hkely to; that every attempt to geta charter for a railroad that would come | in the most remote competition with existing rosds would be resisted. and probably post- poned for years. In other words, that it would cost almost as much money to get a charter , trom our Legislature as it would Tequire to build the road.” The trath is that nobody in Maryland ever supposed that the old charter for the Potomac road ever held the right te construct s road from Ealtimore to Washing. | By act of the Maryland Legislature of May 6. I-33, the Baltimore and Potomac Ktilroad Company were authorized to build a railroad “from some suitable point in or near the city of Baltimore, and thence within one mile of the town ot Upper Marlboro’, m Prince George’ county, and as near to suid town within the limits of that distance as may be practicable and by or mear the town of Por: Tobicco, in Chsties county. to a point on the Potoma. river, to be selected by the Presideut and of the said company herepy in- ed, not bigher up than Liverpool and not ‘lower down than the ef Saint Mery’s mver, with hb auy point of said railroad, exceeding twenty miles im length, Bot as the said President and Durectors may de- ne.” This charter. as we say, was not supposed by anybody to convey the right to build a road to Washington, and it was held of se Little value that the proposal was absolutely made to Mr. Garrett to give it to him it he would guarautee to build a short brauch from the Aunapolis Junction to Marlboro. Evi- dently be did mot suspect the power that lay dormant in that instrument, for the offer was not accepted. And it was only by acci- dent, amd at a time when every open- ing for a chance to break down the Monopoly railroad restrictions of Maryland | ‘was being eagerly scamned, that it was dis- covered that the right to build branches twen- ty miles im length would by a tight sqaceze, and the aid of some supplementary legisiation from Congress, allow the constractior ot a road from Baltimore to Washington, We all remembor the hot haste with which the Suis! railroad monopolists Burried t2 Annapolis to get legisiation nullifying this provision of the charter, om this discovery being broacued: and bow by one of the most adroit dodges ever practiced by any loboy they come Very near geturg & repealing clause throagh tue Legislature, right under the noses of taewr opponents. Aud we all know the desperate | and almost successful effrts made by the same | railroad monopolists to defeat the passage of tue bill through Consress allowing the road to euter the District aud city. There is a piquant chspter im the history of the atiempt of the onopoly lobby to smother this bill in Con- gressional Committee that may one day be told. | utter | But the whole affair illusirates the Wortbleseness of the Sun's assurances ia regard to ibe disposition in that grant railroad charters for Washington. Ee The extension of the Pennsylvania rattroad westward by the absorption of connecting lines. to which we referred a few days ago, bas been still farther increased by the recent pur- chase by that corporation of the Cinciunat and Zanesville railroad, a lime extending trom Zanesville to Morrow, a point about thirty miles this side of Cincinnati #8p snd building aroad from a point on its Present panhandle route to Zanesville, some twelve or fifteen miles, this company will have ‘An fudependent line from Phiiadelphia to Cin. cipnst, and very much shorter than any route beretefore within its control. pacemieinashcne vege Cimeinnati enjoyed a new sensation on Mon- ve f last im the way of a velocipede which tcok place in one of the public before a large sudience. The opposition to him is divide Judge Frazer, Judge Marsh, Congressmen Orth and Julian, R. W. Thompson, Jadge Hughes, and others being supported. A rumor was current a few days ago that a portion of the Republicans intended to bolt the caucus and wnite with the Democrats to elect Haghes, | We judge, however, that in the event of a dead lock there ts more probability that Governor Baker will be chosen. notwithstanding the fact that he bas refused to allow his name to be used in that connec:ion, “There bas been an example in the recent past of the charter of a projected as yet ua- availed of, Washington railroad got from Con- gress by a speculator and sold out for 825,00, and the Stak might not, perhaps, Rave tw go | Out of its own eratt to find who was the forta- nate individual.”"—Haltimore Sun. Conclusion of Kesterday's Sen ate.—Yesterday, after our re» ort By unaDimous consent the Hon = concurreat Tesdlution granting the use of the rotunda and certain other ‘of the capi + the use of the managers of the maugura‘ion ball was tobe Mr. Pcsenden said the Committ-eon Pablic Buildings and Grounds bad aires !y considered this matter, and were all but wiauimous ia vor of it. It was for the unoffici ul cer-moates attending the inauguration, the bill. &c, aad it was impossible for a building to be pat up large enough. ‘Mr. Cameron thought no good could come of this matter, aad be opposed the Senate taking any part in this useless pageant. He did not Want any ball or any dance in these balls. When Jefferson was inaugurated he got on bis horse, rode up to the capitol, Bi'ched bis horse toa stake and walked into the Senate chamber and took the oath, and then went home again Mr. Nye asked if there was anything to pre- vent Gen. Grant from doing the same thing if | he could find the stake. [Laughter.} Mr. Cameron was willing to pay bis propor- tion of ball expenses; supposed it would cost them $30 aplece; he did not mind this, but he did not wautany of it im the Capitol. Four | years ago we were disgraced in teis chamber in the eyes of the world, and the foreign Ministers insulted, and although he bad no fear of a repetition of that scene, he thought it was bet- ter to avoid all these ceremonies. Mr. Trombull thoughi it exceedingly in- appropriate to hold a bail in this building. r. Ferry thought it very meet to bare a merry-making at the inauguration, and saw uo objection to the ceremonies taking place here. Mr, Sumner said this resolution was essea- tially bad in itself, and would set a bad _prece- dent. People would want to dance at other times than the inauguration, aud there would be no end to the applications that would be made for the use of the Capitol for a dance. Mr. Patterson (N. H.) believed it would of- fend the prejudices of a large portion of the American people to give up this butldiog to such a purpose. He would sooner dance in a tent Mr. Fessenden.—Can’t get one big enough. Mr. Patterson.—Well, thea, let them dance under the tent of Heaven. ‘Mr. Hendricks asked whether the Capitol had ever before been used as a dance hoase? Mr. Nye was sorry that the religious preju- caces of the Senator irom New Hampshire bad been aroused, but they had scriptural authority foraancing. There had been dancing before the ark, dancing after coming out of the Red Sea, and various other times when dancing Was permitted, Mr. Doolittle asked if there had ever been dancing pursuant to act of Congress! [Laugh- ter Ber. Patterson (N.H._) asked if it would not be proper to have an amendment providing for a sbow in connection with the other ceremon- aes; the Black Crook for instance. Mr. Nye—There have been many worse shows here than the Black Crook Mr. Doolittle asked it the Senator did not know thats Jarge proportion of the people of the United States, who owned the Capitol as much as we, were opposed to dancing—tbe Presby‘trians, Baptis.s and Methodist partic- ularly. Mr.’ Ff, Was born a Presbyterian, was judi- cially a Baptist, by habit an Episcopalian, and by inchmation & Methodist, [great lauguter:) but despite ail this, and as old as he was, he felt like dancing himself. [Laughter.} He im- agined that the grea: trouble with his friend (Mr. Doolittie) was that the dance was for Gen, Grant. (Laughter. | Mr. Cameron thought it would be much bet- ter tor all concerned to have the ball some- where else. No liquors were to be bad here it is said, and this would make it very dull; fora dry dance is no dance at all. [Laughier.] "Mir. Gonkling remarked that undoubiedly a larger partof the American people would re- gard the giving up cf this Capitol toa ball as most inappropriate. After further debate, the question was then taken on the concurrent resolution, when it Was rejected, as follows Yeas—Messrs.
