EVENING STAR. Largest Circulation in the District c YS. NOYES. Editer. WASHINGTON OITY: FRIDAY .- JANUARY 5, 1569 M7 RLADING UATTEE ON BVERY PaGE. SEE OUTSIDE FOR INTERESTING TELE- GBAPHIO AND OTHER MATTER. THE RAILROAD QUESTION. The echoes begin to come back from ™u-. Sherman's speech. Most of the responses of the press sre favorable to the bill, or to the ciple embodied im it. A loud ery comes however, from Baktimore. The ‘unot see Any need of Congressional lation for new ratlrosds trom W. on, ¥ sense in Senavor Sherman's argument be bill “The mountain his A Mouse in Senator Sherman's +? will mot add much T statesman.” per underiakes to answer the ian + argument it brea’ entably #8 did the eight railroad z circular. bt has little more ¥ of Maryla In view of Senate Sun ever jokel, or was a to the Mary nly policy, suould certainly Wib uttering = very smart «sar. 8s Artemus wonld call it, over the fz whien such lberal-minded S'ates ss Moryland and New Jersey, and the rail- road monopolies that run those States, and | their Bewspapers, caier « to meet all the public demands” iu the matter of railroad tact ‘The Su» bas, however, not one word of denial, Gefence or palliation of the list of ‘specific charges made by Senator Sherman against the Baltimore and Ohio Railroad Company for | ciscrimimating against Washington in the | matter of treight and passenger tariffs; re- tusing to make connections in Baltimore North: rapging her time tables so as to create delay | in Baltimore; putting traveters to the West tu | the inconvenience of changing carsat the Relay House, and throwing obstacles in the way of | transportation of supplies to Wasbington, whereby the cost of hvug is so greatly in- creased in Wasbington. Instead of meeting these allegations, the Swn resorts tothe disin- genuous mode of opposing the Washington railroad charters by reckoning them amongst | (he batch of bills for Pacitic roads for which Government subsidies are asked. The Sun has Gone this thing repextediy, and yet that paper mows perfectly well that not ome dollar of Government aid is asked m bebalf of the roads from Washington to New York, Pitts. burg snd Cincinnati All the people of Washington ask from Uon- eress is simply the right to build these rouds through such bide-bound States as AL: Tyland aud New Jersey, that have for years, iu the hands of great railroad corporations, blocked the way sgainst the construction of any com- peting Imes in this direction, We are gia! to see that one Baltimore paper—the American — rising above the selfish local spirit prevailin there, endorses the views of Senator Shermaa im regard to the advantages of the tree-raslroad system prevailing in the West, and expresse: the Wich that Maryland had such a system. (quite aside from any interests Washington bis im the matter, it seems to us that Maryland stands very much in her own hght by insisting vpon mstmtaming her present restrictive pol- icy. She needs for the development ot her re- sources just such a net-work of railroads as have, umder the operations of the tree-railroad system of the West, caused the States of that section to prosper so marvelously. And, though the people of Maryland do not seem te view it in that way, the growth and prosperity of the District cities are as much to the advan. tage of that State as if really locited upon its | territory. The State of nic, as shown by Seuator Sherman, had far greater temptations | to pursue this selfish restrictive policy than Maryland ever bad. Commanding every venue of approach from the Exst tothe West | Obio might by taxing passengers aud freigh Lave realized enormons sums of moaey at the expense of the other States and of the traveling public: and also have cut off competition from | ber grain markets. Sage rejectea this narrow- minded policy, and not only granted rattroad chsrters wherever desired. but finally adopted general railroad iaw allowing aay associa. tom to build railroads anywhere upon regu- Istions applicable to all alike. Nor was she the sulferer by this liberal policy. The re. sult, im the words of Senator Shermaa, is: “The building of three thousand and four | hundred miles of road, most of which is pro- Gucing am actual profit to the stocichold. ers, and every mule of which is o: greater. focal benefit than the cost. New roads are being constructed, new competition created, | until now cities of the -maller class build rail. roads merely to secure local competition. All the great lines from the Atlantic to the West are now competing in different parts of Ohio tor local business. They have extended their comnecting arms in every direction.” This 1s what the free railroad system bas done fur ©bio, and it would do as much for Mary- land, if that State would get out of the leading strapgs of Baltimore and of the Baltimore and ‘Obio Railroad. ' ‘The New York /’ost thinks Senator Sherman | ss seeing a good end—that “all he suys of the | exorbitant profits of the existing monopolies and of the necessity for new routes, is trae, and is as important as he makes it. It show: that such monopolies must be put down; aud that trade must be left free to create new routes for itself wherever it ueeds and can support them.” But the Pst holds that Congress | should sccomplish the result desired by a general law forbidding any State to grant special charters or te levy a tax upon through traffic. The /ost believes that the States, having no longer any exélusive privi- lege to sell, could get nothing im return for its | charter, and would therefore have no motive | % refuse incorporation to any company. This | Plan bas some goud points but wouid not remedy the evil. Unfortunately the euormous power of the wealthy railread monopolies that | rule so supzeme in some of the smaller States, | such as New Jersey and Maryland, is | pretty cerium to centrol affairs in those | States, whether the tax on the traffic is amterdicted cr pot. les the Post doubt | for matance, that the railroad monopoly ot | ew Jersey would still be able to ‘pipgs” in that State to the exteat, at least, of | preventing auy competing road from getting a charter? We, in Washinston, ean appreciate from the history of the pest what our chances | Would be of getting s railroad through Mary- | land under this hands off” general law sug- gested. A commantcation in the Baltimore Sun (written, the American says. by a member | of the present Maryland Legislatare) agaiust | the chartering of ratiroads through that State by Congress, closes w:th the tollowing sig- nificant language - | “But it ts evident that ‘such Congressi: | iegisiauion’ must stop. The people mene asleep. if they are q ‘They will remon. | strate as the mau did with the boy in bis apple tree. They will use ‘soft words and ‘tuts of | grass; but if no heed be taken, they will try what virtue there is in stomes. Some ra‘iroads bave been made, and some have been torn up” Af the spir:t of the memorable 16th of April 4s still so rampant in Baltimore that the threat made to Congress to “tear up” any railroad chartered by it, the Jot will eee that Washing tou is Likely to have to wait watil the millenia’ period before the Stateot Maryland wil! vol- | untarially permit us to cross her territory with the desired competing ruads. | | | S7-A New York dealer has the largest switch pd ever imported.
