EVENING STAR. | Largest Circulation in the Distriet WASHINGTON OITY: SATURDAY........... JANUARY 2, 1969, ——. MATTER O8 SVERY PAGE. OUTSIDE FOR INTERESTING TELE- po AED OTHER MATTER. WAYS TO RESUMPTION. Horace Greeley has a second letter to Senator Morton in yesterday's Tribune, and presents Various points of objection to the Senator's plan of Resumption as developed in bis speech and bis subsequent letter. Brieflysummed up Mr. Greeley’s objections are these: The pian Will never effect its deciared object: the sinner who resolves to repent at some iutare conve- nient season, never does repent. The pian has been tried, and failed: it roms in the same groove as Mr. McUalloch’s of the Fall of 1865. | McCulloch thundered imperiously aginst our inflated depreciated Currency, and proposed to retorm by Resumption—afer awhile. Con- @Tess authorized the Secretary to cancel and burn four millions of greenbscks per month. ‘This, Mr. Greeley saye, would bave brought us graduaHy and surely to Resumption had it beem persevered mm. But, when the can- celing of greenbacks thus ordered had actually commenced, people discovered that gradaal Kesumption was as distastefal as any other Money grew scarcer; prices began to tall; debts felt heavier; paymen's were urged and found | difficult, a Presidential election was just ahead so Congress backed down, ordered the Secre- tary to stop canceling greenvacks, and post- poned Resumption indefinitely. He (Greeley) | argues tbat the same result will follow now. | the debtors of 1570-1 will be quite as numerous and influential as the debtors of 1965.7 were ‘They will not heed the notice for Resumption. but say “we thought you would back down as you did before.” All the arguments for post. | Poning now will be their arguments for post- poping then. Mr. Greeley proceeds to praise his own panacea of immediate Resumption. He admits that it mplies lower wages and lower prices | for produce, and that Resumption would favor the creditor interest; but contends that if wages ‘Will be lower so will the price of living. Some of the devtors are now insolvent; others Will declare themselves so as a comsequence of Resumption. In all cases of insolvency, the debtors will pay what they can, and no more. | Let us resume at once, and we shall proceed to Offset and adjust, and compromise; and very soon all business will have resettled itselfon a | sound, secure basis, and we shall be going on | prosperousiy. Immediate Resumption is a | cold bath which instantly chilis, but speedily | | | ' invigorates; Gradual Resumption is a palsy which benumbs and paralyzes. This 1s Dr. Greeley’s view of the case. But is it not possible that both the doctors have mis- taken the disgnosis! Perhaps the patient wants neither a cold bath or a palsy to effect a cure. May it not be that the best treatment after | all is to stop dosing the sufferer. Give natare &jcBance, try the benefit of nohrishing diet, and after a while he may be able to resume bis Jegs without any medical legislation in his be. balf. The country is not really getting on so very badly. Since 1557 there never has been a time when there were fewer failures, or when he merchants of the cou ntry, as 4 body, were stronger. No doubt the question of resamp- tion wilt regulate itself hereafter without any dis turbance. ‘There seems to be 8 good deal of misconcep. ‘on in the public mind in regard to the m which the question of the constitationality of the Legal Tender act comes before the Supreme Court. itis evident that very many suppose it to be merely a made up case for test; and that it is within the provinces of the to decide upon it now, or postpone it itely. Comsequently there bas been some pretty wild talk about applying coercion, Moral or otherwise, to the court to make it decide either affirmatively upon the constita- tionality of the measure, or to lay the matter wpon the shelf until the decision will have no practical effect in changing values. Now: whatever may be the financial effect of an adverse decision, and probably it woald only | Tesult in a settling of debts contracted previous to the war at their equitable coin value, the fact is that the case reaches the court In a way fiat does not se-m to admitot its being pigeon- | holed. It is a case of a contract for money | lent in California in gold betore the war, and on which the bolder ref used satisfaction in the paper legal tender. It na- now come in regu- lar course to the Supreme Court by appeal from the indgment of the (atifornia courts, | that the amount is payable in gold. This | brings the question of the leguity of the teader | act before the Supreme Court, and it caanot escape giving a dectsion, if it would. The Court can take sofficient time to weigh the matter carefully; and in the interim Congress may bave legislated in a way to deprive the decision of any practical importance. Such of our contemporaries as transferred the Drptomatie list bodily from Iast year’s Congresstonal Directory” to their list of dis- guished visitors at the White House yester- day doubtless s.ved themselves cousidevaule trouble: but ive © are some, mcomveniencts at- | tending the practice. Our evening neighbor in adopting it was not perhaps aware tnat som ebanges have occurred in the Dplomatic lis: stmmce the Directory was last corrected. Mr. Edward Stoeckl, the Russian Minister, for m- stance, is now in Europe, and therefore could | not have been at the White House yesterday. Count Wydenbruck. the Austrian Minister, is also absent: and Baron Von Kusserow, late of the Prussian Legation, who fought the duel | here, and was transferred to the London Lega. | tuon, rather discourteously to this Govern. | ment, Was not at all likely to come over spe- cially to make a New Year's call upon either President Jobason or Secretary Seward. From information given by other prisoners, Sheriif ‘Smuth learned that he had a large bowie knife concealed in his cell, Jeter at first denied most positively that such was the case; but be finally’ was cornered, and at last acknowledged the knife, and promised to yield it up. Accordingly, when the Sheriff went into bis cell the day before yesterday and asked for it, he imdicated the place of oouceale ment, where it was found.
