Congress bas shown a disposition in the ease of other improvements to share the cost with the Corporation, but a decided imdi=position to shoulder the co-t alone. We imagine thata bill proposing to (ax the Government for the whole cost of paving the avenue will stand very little chance of getting throws; bat we have no doubt that Congress wold readily vote to pay what it considers a fair propor- tion of the cost. That the bosrd referred to would or wonld not select the Nicolson pavement, weare not prepared to of, without knowing any- thing about it, we take it for granted they have formed no opinion on the subject. Nor do We propose to interpoce any obstacles in the way of its adoption; for ip some re~pects we consider it unsurpassed as a method of Paving. The objection is urged against it, however, that once down it is almost impossible to re- move it for the purpose of putting down or re- pairing water, gas or sewage pip-s. and this cbi-ction ts a very serious ome in this city, Where there is so much unimproved property and where so much ulderground work re- mains to be done. And, manifestly, as it seems to us, the expense of the proposed improve- ment ought lo be borne in proper proportion by all ies directly interested in or benefi'ted by it. In any event, however, we think the question of selection ought to be left open 10 and decided by competitive tests a3 to excel. The Led,¢r holds that it is “the worst form of repudiation yet broached by any pub- lic man.” The reasoning of the President is that the bondholders get six per cent. interest in gold, which he says equals nine per cent. in currency; that they then convert the bonds ints capital in the national banks, and thus get six per cent. more in currency, making fifteen per cent; that their exemption from taxation equals rWo per cent. making in all seventeen per cent, interest; that the holders of the bonds get them at low rates, and have thus already re- ceived alarger amount in interest than their original investment,and that im consideration of these advantages the form ot payment he pro- poses is fairand liberal compensation.
