THE MEETING OF CONGRESS. | To-day the third session of the Fortieth Con- gress is entered upon. It is not probable that | any of the heavy business of the session will be entered upon before the holidays, but a good deal of preliminary work will be blocked out. Undoubtedly the financial question will b= tue | main feature of the -winter session. It is one | that the country is impatient to have settled, | and now that the Presidential election is over neither party has any thing to gain or lose by | xs adjustment. Senator Morton's plan tor the resumption of specie payments fixing times for payment of given sums running tnrough a series of years seems to meet with considerable | tavor. Another measure advocated, is the le- galizing gold contracts, enabling bustoess men to contract specifically for payments in guid, ‘by Which it is held specie will be brought into circulation. Auxiliary measures are proposed 4p the shape of redu ction of expenses, revision of taxation and honest collection of the reve- ues. Ifthe wisdom of Uongress can devise some mode of reachiag the last mentioned re- orm they cau resume specie payments any aay. The question of making manhood suffrage universal will of course be pressed this session, bat it seems likely to meet with consid-rabie opposition, either if proposed to be carried by Sctof Congress or by Constitutional amend- ment. Some leading Republicans hold that the Republican Legislatures of Staves where the people have voted against negro suffrage cannot properly override the popular vote by Jegislati ve enactment carrying 8 Constitutional amendment. In some shape, however, it is Probable that a measure submitting the ques- tiom of manhood suffrage to the States will be passed at this session. The question of repeal- ing the Tenare-of-Uffice Act will also come up, ‘and there is no doubt that it will either be for- mally taken from the statute-books or that it ‘Will be virmally repealed by some such legis- Istion as the passage of Mr. Jenckes’ Civil Service Biil,and Senator Patterson's Diplo- matic Service Bill. The bill of Mr. Jenckes, of Rhode island, for instance, proposes the filling UP Of cifices by & system of competitive exami- ations, thus sweeping away almost all the Executive patronage at once. Some one else wil | have a proposition to restore the original free- | Bs Me dom of the Executive in the choice of Cabinet advisers, which 1s sare to be adopted, and thus ‘With the passage of Jenckes’ bill, which has a Jarge number of supporters, there will be very Little leit of the Tenure-of-Uffice Act. The friends of Mr. Jenckes’ Civil Service measure have feared that it might fail through the indisposition ot Congressmen to give up their district patronage, but the fact that a pub. lic man so intelligent and well informed as ‘Mr. Trumbull things it will pass must serve to give them er uregement. The meeting of E Clem for murder, and the existing term of the United State to say nothing of other matters of less interest, affords every one in the community something to discuss. Besides, this fs the capital of the State of 1 ‘and here, of course, centres all or mach of the political wer which controls public matiers within its Eordera, ‘The College, assembled yesterday, in the apartments at the Capitol occupied by the Goveraor. The votes were counted, and the messengers provided fer were pointed. Here, teo, I may mention, Senator Hendricks Tesides, who, though doubtless dis- pointed in his aspirations for the position of Governor, and a return to the Gentes for six years from the 4th of March, 1568, appears on the street and in court in his accustomed health and blandness of manner. Representative Uo- burn resides bere, and 1s much respected in this commnnity. The Criminai Court, Hon. J. P. Chapman | Presiding, is engaged ia trying the case of Pars. cy Cl m, for the murder of Mr. and Mrs. Young, on the 12th of September last. Mrs. Clem is a very plessant-tooking woman, having uo appearance of guilt, aud yet the proot ‘is intensely close a8 to her guilty knowledge. Her huspand, with true flielity, sits at ber side, and conducts the case with as much zeal as if bis own life was involved. Two other parties are indicted for the same offense, and asall were respectable members of this community, the result of the trial is looked for with great anxiety. To facilitate the ends of justice. Jadge nar agen denied the right of the press to publish the evidence. Oae of the Papers of this city bas a full account of the proceedings in to-day’s issue, however, and the Judge has caused the arrest of the publishers fand reporters for contempt of the order, and imposed a fine of $25 and costs. The conduct of the judge is severely commented upon in all circles. In the U.S. Court to-day, the trial of John H. Loudon, charged with fraud on the Pension Office, is to be commenced. The U.S. Attorney, Hon. Altred Kilgour, As tant Attorney Bell. and James P. Tustin, of your city, will represent the Government, and the Hon. Joha Hanna defends the prisoner. Tnis is aa im- portant case. Judge McDonald presides, and Teflects credit on the judicial ermine by the dispatch and ability exhibited in the transac- ton of business brought before him. After the expression of a great vartety of divergent Views as to the best way of securing the desired consummation, the subject was referred to a committee. ‘The recent “Cattle Commission Convention” held at Chicago, have recommended a variety of measures to prevent the spread of diseases among cattle. They propose stringent laws to probibit the introduction of Texas cattle from March to November.
