Mr Adams asked that the commitment be produced, when Mr. Payne stated that he could Rot produce it at present, but would do so if time were given him. Mr. Adams objected te a postponement. Justice Wa? or said that the authorities at the jail emphati.«: y refused to hold the prisoner Rn the coroner's commitment. ‘The question then sros# whether a coroner could proceed any further than to order the arrest of & citizen suspected of murder in con- sequence of evidence at am inquest, and to hold him fora hearing before a justice of the ea Matter considerable debate, Mr. Adams again ted upon the production of the corouer’s commitment, and declined to go into a heating He inquired whether the accusea was presen? at the mquest.and was answered in the nega- tive. Mr. Editor of the Star :—1 paper of the 16th instant, f nouced an article writen by B. Now let us quote some of the gentleman's figures in his petition accompanying his bill now before the committee, wi are im the words and figures bi « Washington, May 20, -— Estimated cost— Length of canal between ‘land avenue aud | Tem street, 2,212 feet; within Maryland avenue, | 190 feet—2,402: al : feet wide and 10 feet 170 cubic ing engine and other implements, $10,000; pay for engineer, clerk, ‘imtendent and contin. gentexpenses, 815,000. Making in the aggregate to complete the canal about four blocks, or hardly that, tue enormous sum of $217,545; and if it should cost that amount to get a little over a third ot a mile, what would the entire job cost under the superintendence of this + Mechauical and Civil Engineer 1 Mr. Editor, I would like to inquire of you, as I kuow that you are well posted in municipal lawe, having been a member of the Board of Aldermen, and that you answer it through Zyar widely circulated paper, what power the ‘ayor and Common Council have to appoint ‘his man Severson (who claims to be a «me. chanical and civil engineer”) to the office of “Canal Engineer,” at a salary of two thousand dollars per year! I find, in reading your laws Of the corporation, that a “canal commissioner” is to be appointed, whose daty it 13 to take the entire charge of che canal, at a salary, I think, rd by a very efficient and mdustrious one-armed soldier, who attends strictly to his duties, soldier-like; but there is not to be found in’ all the laws a word to authorize the appointment of a canal engineer, for the very reason that the law requires the | commissioner to take the entire charge of the canal. To prove that the whole career of this sen- gineer” conceruing this canal has been a detri- ment, you have but to call upon tho-e persons Who occupied wharves along the canal two years ago, and the captains of boats who used fo sail mto the canal then, and cannot now get im at all exceptat the highest tide, and that by main force with “sitting pole,” the ba west end having been filled up in consequenca ofthe oam thrown across the west end of the canal, under his advise, is absolute extortion. If the Corporation are determined wo recognize Mr. Severson’s plan, and expend the half mil- lion of dollars or more, as will be required by own showing, let them do that ai oace, bit assembled to hear the report of the cominittee | don't continue to pay him his salary because Appointed on Thursday night to deliberate upon the evidence presented in relation to the difficulties sgitating the First Congregational Church of this city. The secretary, Rev. E Hawe:. after reading a summary of the pre- vious days" sessions, closed with the advice ot the Council to the Church and the ministry, which, briefly summed up, is—That, whilst the minority, may not bave had their rights re- pected. yet they should take heed to their own acts and do everything in a christian spirit. The minority should endeavor two be repre- sen ‘mn the mutual conncil to assemble on the bith of January next, as they shouid be: and if the church did not give them equal Privileges, then to await the action of said mutual council. As to dissolving the pastoral Frlations, the church does not recommend it Whatever, but all should eudeavor to heal the asperities that are now prevailing. ‘” 8 few feeling remarks the Moderator then addressed the Council, whose deliberations he beheved had been watched over and guided by the Divine Being, and eventaally te produ tive of much good. He was confident that the fume was not far distant when all differences ‘Would be reconciled aud the now discordant elements would be working in unity in cause oftheir common M: compri g the council bai sought to giv: through the grace of God, proper advice, and | they fully believed that the mutual council, toassemble in January next, would endorse | them. At the conclusion of the Moderator’s | he insists upon being paid. Now I differ very much with the learned engineer about ihe ownership of this canal, The General Government originally owned the greund upon which the canal is located as ‘Well as the ground from Virginia avenue to the Arsenal along James’ Creek, and the blocks of ground along the whole line of it is laid out in Teference to it. In the year 109 a company Was organized to constract a canal along this Teservation, to complete the same in seven years, so boais drawing three teet of water could pass at all times; that company failed, and in 1St2 Congress passrd an act allowmg the Corporation to buy out the stock of that com- pany, and bouna them to complete the canal so that boats drawing four feet of water could pass and repass throuch the same:and in the same section the following conditions are in- serted: “Allof which work hereby required to be done to compiete the said ca 1al And basins, shall be done and finished in the manne afore. said by the first day of March, in the year on- thousand eight hundred and’ thirty-three, or in default thereof this act, and all the rights and privileges thereby gracted, shall cease and determin And ip section 7th, of the t. In many piaces the roads, only an ordinary carriage track, were so insignificant in appearance, that one could scarcely tell whether he was on a road connecting distant points or on a simple en- tranceto some farmer's residence. Extending my observation into Prince George's couaty I sme upon the farm of Mr. Edward Berry. Here 1 found some very exceilent land and some rich marl, apparenily a very i izer. The completion of the road, and the fact that grain will to some extent nt tobacco, sugges that the erection of a mill and store on the Easterr. It would save their horses ten miles of travel (five to the Georgetown mills and five returning) over paved roads, and the grain would be just as near the river front for shipping. x ————— Boys 1s Brvz.—A meeting of the Boys in Blue was held last evening at Union League Hail, Captain A.
