Carroll closed, Mr. Piaut’s examination was coptioued, and he testified that be could give the pames of numbers of colored men who had resided outside the District until within a few months of the registration, bat would need the books for the pu: . Judge Wylie inquired the purpose of the examination of Witnesses as to the colored votes, ‘Mr. Davidge explained that the petitioner intended to show that the number of colored men who yoted “sold” for Carroll withont Tight, tar exceeded the number of soldiers who Voted for Meade. Adjouraed. ‘TO-DAY. This mornimg the Court announced its de- cision ca the offer of the petitioner to show that numbers were allowed to vote who were not legally entitled to yote, the registers having crroneously allowed those who had been resl- dents of the District for one year and three months im the ward. The Court held that the statute was plain, and gives the rightof suffrage to those in the District who had resided the necessary time in the precinct. This statate may be unwise, but it was in keeping with the State statutes, the tendency being now to give citizensbip to all, in all parts of the country, at leas? to males, theke was a tendency Low to give it to females also (Laughter.
