Jacod Thompson al s. Statements have been afloat lately im the public press charging Jacob Thompson, S:cre- tary of the Interior under President Buchanan, with complicity in the Bailey defalcation of the Indian Trust Funds in 1800. Now, Mr. Thompsen, doubtless, has abundant political Sins to answer for, but it 1s due to him to say that his official duties were performed effici- ently and honorably. The thorough investiza- tion following upon the discovery of the Bailey desalca ion showed that Mr. Thompson Was entirely innocent of any complicity in the transaction. The following which we tiud in the New York Fzpress sets forth the facts im the care: Jacob Thompson, Sectetary of the Interior under President Buchanan. has written a letter from Montreal, defending himself against charges that he was a defiiter with rezard to certsm Indian trust funds. Mr. Thompson says “The transaction from which those damaging charges against President Buchanan’s Secre- taries arise is this:—In the year 1560 one (io- dard Bailey was a disbursing clerk im the [n- terior Deprtment, and thus became the custo- dian of the Indian trast fund. It consisted of bonds of the United States and of several of the ‘States, and amounted to $3,396,241. He had the key of the safe in which these securities were kept, and for more than three years discharged bis trust with unimpeachable integrity aad great acceptableness to the head of the Depart- ment, In the summer and fall of i-60, without any ahthority from the Secretary of the Inte- rior, and without the knowledge of a sincle Prrcon conuected with the Government, he took rom the safe in his custody bonds to the Amount of $570,000, and delivered them inte the hands of one William H. Russell, taking bis Teceipt for the same, and he took from the said Rueeell, a8 collateral security, for the returuof the bonds, drafts drawn by Messrs. Russell, Majors & Waddell, large Government con- tractors, on the War Department, and accepted by the Secretary of War. These accepted dratts flso amounted to $570,000. ‘This is the whole case, Mr. Thompson publishes a letter from Batley, dated December 1, 1°60, in which the latter ac- knowledges these facts, and exonerates the former trom even the shadow of any com- plicity in the transaction, A committee of Congress, appomnted afterwards to investigate the matter, and cemposed of men opposed, with but one exception, to the administration, entirely exonerated Mr. Thompson. This gen- tieman also says of the deid Necretary Floyd “His accepting the dratis of Messrs, Russel Majors & Weddell, and allowing them to be thrown upon the market, was unqestionably a grave administrative error, whatever may be been his motives. But the committee failed to find, after the most dilligent search im this direcuon, any evidence that had anything Whatever to do with Bailey’s transaction As # proof that Mr. Thompson adminis Ted the affairs of the Department of the Interior capably as well as honorably, he cites the fact: that from bis subordinates— bere were t Mr. Holt to be made Post- ter General; Governor Thomas to be made Secretary of the Treasury, and afterwards Senator of the United Stutes de jure: Colonel Cummings to be made Governor of Utah, and General Denver to be made Governor of Kan- $6, both in the times of greatest difficulty; Mr. Hendricks to be made a Senator. and atter- Wards to become @ most prominent candidate for the Presidency of the Uxited States; Gen- eral Meigs to be inde Quartermaster General of the Federal army, and Mr. Hoke t become a Gistiv wished general in the Southern army: and after my withdrawal my chief clerk, Mr. Kelly, became the acting Secretary of the Interior.” m: Tum Next Unitep Srates Senate. —The following table gives the names ot the United Scstes Senators whosé terms of office expire ov Merch 4th, next, with the names of their suc- erssors, +0 far as chosen. The New York meney market works very easily atthe legal race, and exeeptional loans ‘were made yesterday at six per cent, Thisis ebieily due to the release of a portion of the le- gal tenders withdrawn from circulation some time eince by the combita'ions operating tor & decline in prices at the Stock Exchange. The coatidence which easy money would uatarally inepire is somewhat neutralized by the know!- edge tbat itis within the power of the combi- nation to withdraw their money from the mar- ket at any time, and thereby to Tenew the strin- gercy of last week. The market for coramer- cial ‘paper continues dull, and the choicest grades meve slowly at irom 9% to 12 per cent. ‘There is but little difference between rates on Jong and on short paper, the former being quite os saleable as the latter. —_+——__ @ See jes.
