EVENING STAR. Largest Circalation in the Distriet CROSBY 5. NOYES.......... Editor. WASHINGTON OITY: TUESDAY. +» OCTOBER 6, 156 S7 READING MATTEB ON BEVERY PAGE. SEE OUTSIDE FOR INTERESTING TBLE- GBAPHIO AND OTHER MATTER. THE OCTOBER ELECTIONS. On Tuesday next, Pennsylvania, Indiana, bio, and Nebraska hold their State elections Tespectively. In each of these States Repre- sentatives in the Foriy-First Congress are to be chosen, and members ef Legisisture. Tne Pennsylvania Legisiature to be chosen next week will elect a U. S. Senator in place of Mr. Buckalew, (Dem.,) and that of Indiana will elect one in place of Mr. Hendricks, (Dem.,) ‘who 1s running for Governor for the ensuing four years against Conrad Baker (Rep.) The Legislature to be chosen in Nebraska will elect a U.S, Senator to succeed Thomas W. Tipton,. whose term expires on the Sth of March next ‘The canyass in these States, which opened rather languidly, has grown “red-hot™ lately, and it will increase in ferver up to the very Gay of the election. As usual, each side ex- Presses itself certain of victory. The result in ‘Vermont and Maine seryad to give the Repub- licans urmistakeable momentum in their can- ¥ass in the other States, aud seemed to corres. pondingly depress their opponents for a sea- som: but the stake at issue in the Presidential election was too heavy to be given up readily, and the Democratic party has railied Lately with a vigor that reminds one of their plack- iest and most aggressive fights of yore. in Pennsylvania the Republicans are charg- mg upon their opponents extensive frauds in the way of manufacturing votes by forged cer- tificates of naturalization, and the New York Tribune, we see, seems to apprehend that the State may be carried unfairly against the Re- Publicans by this means. Allegations of this sort are frequently made prior to important elections, and quite generally with truth, bat | we doubt if m a State of the size of Pennsylva- | nia enough fraudulent votes could b> thus put in, to change the popular yerdict. Every inch of ground has been canyassed im Penn. | sylvania, and if the State goes Democratic on | ‘Tuesday next it will be because the majority of 18 people are so inclined. The estimates of well intormed Pennsylvania Republicans are that they will carry the State by from 15,000 to 20,000. The Republicans of Ohio are confident of car- Tying that State by 25,000 majority at least. In ‘Odie, 38 in Indiana, there is talk of the colon zation of Democratic yoters from Kentuck, bu’ the Iaw requiriog a residence of one year ‘Will in most localities in Ohio prove @ barrier to any extensive frari of this sort. The Dem. | © ocrats will uadoubediy succeed in making gnins im some ot the Ohio Vongressional dis- | tricts. They will be rather apt to carry at | [ least the 9tb, (Gibso the loth, (Impeacher Asbley’s,) and the 15th, (Cooper's, the Repub- ican nominee im place of Delano, who de- lines.) In Indians the contest is close aud severe. The Democrats, headed by Senator Hendricks, row the Demoeratic eandidate tor Governor, are making @ very energetic canvass. Mr Hendricks is personally popular in Indiana, | and is sn adroit and persuasive speaker, being | very much an over mateh for the Republican | candidate for Governor, Conrad Baker, on the | stamp. The Republicans have, however, | called to their rescue Schuyler Colfax | and ex-Secretary Stanton, whe are said to be doing very effective service. The | Republicans apprehend the importation | of large numbers of Democratic voters trom Kentucky. Under the iaws of In- diana the introduction of a large amount of | this voting material will not be difficult, and} to $! the Republicans seem to have occasion for some concern on that score. In the West this surplus voting element of Kentucky is talked of openty as legitimate material for use where acts om the motto that “all is far in politics, stated Intely im the hearing of the writer hi opinion that the “Democratic Executive Committees of Indiana and Ohio onght to be pitched out neck and heels if they suffered the 9,000 Democratic of Kentueky to go to seed at home.” It certain- jy must be very tantalizing to profe:sional politicians to see such an amount of good yo- ‘ing material “going to seed,” and it would not be a mater of great surprise if a pretty large sprinkling of Kentucky voters should be found over the Indiana line on Tuesday next. it is possible, however, that as these voters are on “the make,” that more or less of them may sell out to the party offering the highest bid, in which case their yote may be somewhat | divided. | Republicons in this quarter seem to look | upon Nebraska as safe at the coming election, | but Western Republicans think t/a litle un- certain. The State went Republican in 1856 by barely 145 majority, and while the accessions to the State since in the way of settlers are mainly Republicans, there has been a consid- erable influx of voters of the Demecratic per- suasion. employees upon the Union Pacific Railroad. | In the Haltymore City Council yesterday. the gineets selected by the Council to examine the subject of changing the course of Jones’ Falls, with a view to prevent future inunda- tions, made s lengthy report. In the First Branch a resolution was adopted requesting | the ety delegation im the keguslatare to en- deayor to secure the passage of a law autho- Tiaing the City Council to make such improve- ment as they may deem necessary for the accomplishment of the object, with unlimited | power to create “any debt to defray the ex- penses,” and to provide for the issuing of bonds of the city for the same. “and generally to do all such acts and things as may be necessary in | tue premises.” The Second Branch has yet to act upon this resolution. ImPortant Decision Coxcerstnc Matnt- MONY.—An important decision was rendered in the exrcuit court at Chicago on Friday to the effect that two persons cohabiting as man and wife, after an agreement to marry, and the marital relation being recorniz-d iu the society im which they move, is a common law mar- riage, even if ny matrimonial service, accord. img to law, is performed, and is bound to be | nom! needed. The meeting at Tammany Hall was held in the spacious room in which the Democratic Convention conducted its deyberations, and it Was filled to re the front seats being oc- cupied by The hall was splendidl, decorated. General Baldy Smith presiaed, ans said, that speaking asa representative of hua- dreds of thonsands of soldiers who had risked their lives inthe war, he declared it to be his opinion that the resuits of the war would be lcst unless there was anentire change in the policy of the Government. Mr, Sanford E. Cburch was the next speaker, and argued that the centralizing policy of the ‘Radicals, unless checked, would result in depriving S as New York, Ohio, and Pennsyl Prepon cain affairs of Government which properly belonged to them, in consideration of their numbers, resources, and the amount con- tributed by them to the support of the Govern- ment. An address was also delivered by Oakey Hall, District Attorney; and a letter from General McClellan was read, is emphatic en- dorsement of the Democratic candidates being received with enthusiastic demonstrations of applause. @7-There is a steam engine in New York that runs 125 presses, prints 50 different newspapers, roakes skirts, bi Sand rags © mile of sbatting.
