The joint convention of the Mayor and City Wouncils met inst evening in the Council Chamber, and was called to order by the ‘Mayer, all the members presentexcep: Messrs, zn wick, Lloyd, Richards, Brown, Chase and av is. The journals of the last two meetings were vesd an the first was approved. — IF, she last meeting reading: “The Secretary called the merting to order,” and stated thar it was not true; the Secretary had or was abuut to rap when he (Mr. M.) called the meeting to order. He denied that the Secretary was the proper ‘eificer to call the convention, and did not wish st to appear so in the journal. Crocker, Hine, jutherford, amd the President,) nays 2. ‘Mr. Moore called attention to the fact that at previous meeting a committer had been ap- Pointed to consider the question of the selection ofa bank, and for regulating the receiving and paying out of deposits, kc. which he deemed to be the most important business claiming ine attention of the convention, and stated that ne bad prepared a bili for that purpose, which met the approbation of another of the members of the committee. Mr. Kelsey rose toa point of order, that he had a report from the majority of the committee to submit, and that Mr. Moore could only pre- sent his bill as a minority report. ‘The Mayor suggested that differences should be settled in committee, and not be brought be- fote the convention. ‘Mr. Moore replied that there had been no meeting of the committee. The members had ¥eet casvally and conversed on the subject, and the main features were explained to the mem. ber nearest him, (Br. Kelsey,) and be bad con- curred. After further debate between Messrs Creck- er, Moore, and heisey—Mr. Kelsey, from the committe, submiticd rescintions designating the First National Bank ot this city as the bank in which to deposit the various moneys of the corporation, and specifying the regula- tions for keeping and paying out the same as follows: That the more effectually to secnre ‘the separation and prompt application to their appropriate purposes of the moneys belonging to certain funds of this Corporation, viz: the water fund, the school fund, the police fund, the redemption fund, the sinking fand, the special tax fund, the surplus fund, the gas fund, and any otter fund already or hereafter to be created, the bank designated in the first Section of this act, or which may here-fter be designated as ‘pository of this Corpora- tion shall be required to keep separate sc. counts of the deposits to these several funds, Tegarding each one of them as a distinct and special 1; @ud it shali not be lawfal for e said bank to pay cut or charge to either of the special funds atot any warrant or check ‘hat shall not specify upon its face the particular tund te which itis chargeabie, and then such warrant or cheek shall be paid only ‘out of the funds thus specified. ‘That the special funds named in the second section of this act shall in no manner be affected by an over-draft upon the credit of any ober fund or funds, nor shall it be lawful for the said bank to refase the payment of auy warrant drawn by the Mayor and counter- signed by the Register upon any special tund s0 loug as there sbal! ne money to the credit of such fund. Philadel phia.—An Associated Press dispatch from Phil- adelphia last night says: mbers of the Washington delegation state that when about ten miles north of Baltimore a party of men entered the car where they were singing Grant campaign songs and mad» an attack on a col- ored man who cheered for Grant. The Boys in Blue resisted the attack, when they where in turn assaulted and several injured, but they finally succeeded in driving the roughs from the car, when one of the latter fell between the cars aud was probably killed. The prosecuting witness testified that on Wea- nesday as he was entering his room, Gardner charged that he had an improper character in the house, and witness retorted that he was a lim, and G strack him, Witness went off, bu: afterwards returned, when G puiled ‘him down staivs, and kicked him, injuring him so bad that be is unable to rise without help. The pavillion, bowhng alleys, swings, &c., were ‘well patronized, and the concert music of the 41th Infantry Band and the singing of the several musical societies attracted attention.
