It ts the immediate parent of bysteria, insanity, ana viee.” So far as female suffrage is copevtaed public sentiment in England seems to have advanced much further in its favor than in this country; but as regards the right of woman to hold Property in her own name, to seek employ- ment in the professions @nd trades, and to re- ceive a compensation equal to that of men for the same amount and kind of labor, we be- heve the United States will take the lead. W, know it is said by some of the strong-minded sisters that all other rights will come with the right to vole and no sooner. That remains to be proved. At the organization of “The Working Womans’ Association” in New York the other day, which association “is composed of women of all trades and professions, having for their ‘object the amelioration and elevation of women who labor for a living,” this subject was brought up, and along and lively discussion between Mrs. Stanton and Miss Authony fol- lowed. The former contended that it should be » woman's suffrage society, as they might 8s well attempt to take a steamboat up the Hucson without steam as to get women pro- tection aud their rights without the ballot. ‘Miss Anthony, on the other hand, was willing to creep before they walked, and argued that it would be better to get organized first, and let the ballot follow. Mrs. Stanton renewed the charge, and said that the school teachers of that city, for instance, could elect schoo! offi- cers and better their condition. So with the other callings in which womem are engaged. Diss Anthony triumphed, and a delegate was chosen to represent the association in the Na- tional Labor Congress which meets in New York to-day Several other female delegates will probably claim seats in this Labor Congress, and it is not likely that their right to take part in the Proceedings will be disregarded, if they come properly accredited. Mr. Pankburst bas collected the existing authorities on the law as it now stands, and asserts absolutely “The Right of Women to | Vote under the Reform Act, 1967." Part of his reasoning is already familiar,but the old and the new are welded into a most compact and logi- cal statement. The franchise is granted by the Act mot as in the act of 12 to “every male person,” butto “every man.” The word man includes women by express statutory emict- ment “unless the comtrary as to gender is ex- pressly provided,” which it 1s not in the Reform bill of 1567. Mr. Pankhurst then argues that as women are within the intention and within the technical meaning of the act, they cannot be excluded from the franchise nn. less they are actuaily, and in legal sense in- competent, like infants and lunatics, to exercise their rights. But a franchise granted isa thing that whoever is withm the description is entitled absolutely to exercise.
