FERATION BETWEEN EMPLOY- ERS AND EMPLOYED. Ip these times when there seems to be a growing alienation between the employers and | employed throughout the country. it may not be smuss to refer to the good understanding that in the sister Republic of Switzerland has | Slways existed oetween the masters and the workmen. It is a remarkable fact that there never has been a strike amongst the large body of watch-makers of Switzerland. Tne same may be said of other classes of artizans in that ceuntry, and the only approach to a difficulty between manufacturers and workmen in Swit- Tland bas occurred at Geneva, and was par- ticipated im, we believe, by French workmen only. The practice there is—and it would be fn excellent one to be introduced here—for the employers aud the workmen to meet for con- Fultation when there 1s any point to be settled | affecting the interests of either side; and, after discussion, there has never been a failure to Arrive at a satistactery agreement. All branches of industry in Switzerland, | ‘Watch-making, ribbon-weaving, Ince-weaving, Xe. &e., 1s done by the piece. Should there Tise in the price of the manufactured arti- cle, the workmen expect an increase of pay, nd im consultation with the manufacturers, ‘An agreement is made what that increase shall be. Shouid prices tall, the pay for piece work is reduced equitably by the same agreement. ‘Thus it is shown that where mutual good-will Prevails between master and workmen, the most difficult questions can be solved te the satisfaction of all. A mews paragraph in the «Basler Nacurichten” illustrates this fact very | pleasingty. Itappear sthatin the village ot Les Ponts, in the Canton of Neuchatel, Switzerland: Where the manufacture of watches in the prin- cipal means of subsistence forthe people, a meeting of the watchmakers, manufacturers, exporters and general tradesmen took place in order to determine the question whether the usual mode of having settlements only every “ix months should be continued. Some of the workmen suggested to have quarterly settle. ments while other- desired to take a step fur- ther, snd advocated monthly terms of pay. ment. Most of the manufacturers promptly declared themselves ready to adopt the las; named proposition. whilst several signified their readiness to enter upon cash payments at once, in order that the workmen might derive the benefit of every possible reduttion of prices on the part of the general traders, bakers, but. bers, &c. It was finally determined upon and Sgreed smong thirteen manufacturers ot ‘watches at Les Ponts to pay off their work. men in cash at the end of each and every month | the amount due them without any deduction whatever upon existing prices.and thirty-eight merchants, mechanics and provision dealers on their pact bave obligated themselves upon Tegular monthly payment of accounts to accord ® commensurate reduction upon prevailing | Prices. PENDLETON ON THE BONDS. Mr. Pendleton madea speech at Norwalk, Ohio, on the 5th instant, in the course of which he dwelt at considerable length ou the ques- tions of reconstruction, the finances, and taxa- tion. While on the latter subject, a gentleman an the audience sent to him a note, asking him to state to the meeting what remeay he pro- posed to apply to the abuse of which he com- plained in the exemption of bonds trom taxa- tion, in case the Democrats obtained power; and asking, also, if the United States Supreme Court bad not, on three separate occasions, de- cided that 8 State could mot constitutionally tax the securities of the National Government. Mr. Pendleton teok no notice of the inquiries ‘While on the stand, although it is alleged that he bad ample time to have made a public ex- planation after the receipt of the note and be- fore the crowd separated, even admitting, as be claimed, that it was banded to him after he | bad finished speaking. Afterward, however, he sent for the writer of the note to cail upon bim at his botel, and in an mterview there Mr. Pendleton expressed himself substantially as follows - “Had Lanswered your questions, 1 should Dave said about this. The usual argument Sgainst State taxation of Government bonds is that it will pot be safe for the General Govern- ment to give the State governments control over the market value and salability of na- foval bonas by admitting their right to tax them. Now. whatever may have been the de- cisions of the Supreme Court, the prac‘ical Gibeulty in the way of State taxation of na- Bens] bonds is that the Nadonal Governm-nt dors not give its consent thereto. But 1 would have the General Government give its con- sent Being asked at this point whether this right of State taxation which he favored should not have been given at the time the bonds were sold, in order that purchasers might kaow ‘what they were buying, Mr. Pendleton said “That is au undecided question. My own Opinion ts that the General Goverament may change its rate of taxation after the bonds are sold. I do not believe there is anything in the jaw or the nature of the case, amounting to a contract, that the Government bonds now ex- isnt shall not be taxed above & certain rate. ‘The Government changes its rule or rate of taxation om all other property, why not on same? This opinion I hold subject ture modification. However, if the General *Tament cannot legally give its conseat to xation of its bonds after the boads are once sold, then the General Government ought self to tax its bonds fo an amount equal to | that average tax both Federal and State levied on other property.” ‘This, we believe, is the first time Mr. Penle- | ton has expressed any opinion as to just bow | relief cam be afforded, and, considering the | prominence given to this particular point. the remedy suggested is far from being as pusitive | Aud certain as the pablic bad a right to expect | trom the “Statesman of the West.” Manifestiy, ” r. Pendieton finds it basier to pall down than o build up The political contest in M. is getting “red- bot,” as Brick Pomeroy terms it. All sorts of €lvctioneering tricks are resorted to, generally good-natured. and some decidedly original. ‘The Democrats, for instance, greased the rails | on the Kennebec railroad to prevent the Port- | isnd Republicans from getting up to the big | Aepubliesn demonstration at Augasta in sea- | son. The Republicans. however, chalked their wheels and went abead. The Artist’s Dream. By Ellerton ¥ inton, New York: G. W. Carleton & Co. The Negroes in Negroland. By Hinton Row- an Helper, New York: G. W. Carleton & Co. This tsa compilation by the author of “The Impending Crisis of the South” that created such a commotion. it will be remembered,in the Fremont canvass, asa fiery Republican cam psign document. Curiously enough, the pres. ent work of Helper is considered so valuabl as a Democratic campaign document that Sen- ator Doolittle, as Chairman of the Congression- al Executive Committee, subscribed for one thousand copies on behalf of the Committee to aid in its publication. However effective it may be for party pur- poses it presents little attraction to the general Teader, as its whole purport is to show up the negro in the most repulsive light,—hts thirstiness," “barbarity,” « “sbamelessness,” “drunkenness, “inhospitatity,” “lawlessness,” ~improvi, dence,” ing propensities,’ “mendaci ny, sf eet Acc. These different tratts are dwelt upon in separate chapters con amore, making a curious volume indeed. Mr. Helper, mot content with showing up the mental and moral defects ot the negro, paints his physical unpleasantnesses with a heavy brush, calling attention to each negro feature with marked particularity, to “bis compressed forehead; “small, “short roject- toned ”* -scantiness of peard;” “toughness, and “thick lips; 4 stranze eunn ‘ike mouth; unsensitiveness of his skin;" “the thinness aud shrunkenness of his thighs,” “bis curved knees;” “low, short ankles;” Jut-shaped feet; “the gen- eral angularity and oddity ot bis frame;" “the malodorous exhalation= of his person;” “bis pureility of mind; “his inertia aud sleepy-headedness;” “his proverbial dishon- 13 pre-disposition to fabricate false- and “his apathetic indiifereuce to all Propositions and enterprises of solid merit.” It was in July last that Senator Doolittle gave his order for a large number of copies of this book asa campaign document. With the changed position taken by bis party in the South im regard to the negro vote, and the pro- bability that they will geca large portion of it, it may be that the committee will conclude not to send Mr. Helper’s book on the negro for cir- culation. im that part of the country at least, NaTIONAL THEATER.—The Biack Crook is drawing crowded houses this week, and will continue to be attractive for some time. The machinery is now working smoothly, the bal- Jet and marches are very fine, and the per- formance is altogether a very pleasing one. The enterprise shown in producing such a complicated spectacular play in this city, with so much completeness, ought to be rewarded. Mr. J. E. McDonough. to whose varied expe- rience in theatricals the public are indebted for much of the perfectness of detail which has made the play such a great success elsewhere, determined to place it on the stage here with all the featares which charocterized its pro- duction in the larger cities, and be has suc- ceeded. The Russian and British Ministers were present last might, and Mr. McDonough hasinvired the President toattend this or to- morrow evening. INTERNATIONAL CONVENTION OF WORKING- MEN.—An intermational convention of the worgingmen of Europe has been In session at Brussels in Belgiam for some time. The at- tendance is very large and the proceedings har- monious, The objects of the meeting may be summed up in a resolution which was adopted yesterday, as follows That in the opinion of the convention the workingmen cannot obtain complete emancipa- tion trem the oppression of employers by means merely of local strikes; that all strikes should be subject to a code of uniform rules and regulations, and that councils ofarbitration be formed to settle difficulties between employer | and employed: and finally, that trade societies be established in countries where they do not exist. and that all such societies be organized © act im close commection and concert each other for the general improvement Ofthe statue of workingmen throughout Eos Tope Countine Tagtr ARLY.—The Democratic Convention in the Second Distric, of Maryland, which yesterday nominated Hon, Steverson Archer for re-election to Congress, adopted a resolution: “That the nom~, imee of this convention be, and he is here-” by. instrneted to exert the influence of his pos- ition with the imcoming administration of President Seymour to secure the appointment to said offices in Maryland of men whose record attests their acceptance of democratic princi- ples as their rule of faith and conduct.” From Blanchard & Mohun we have Herper'e Wee'ly for September 19, &7 Archbishop Kenrick, of St. Louis, has de- nounced “Planchette” as an abomination and threatens those who indulge init with «xeom- munication. 87 Mr. Dickens is said by Eaglish papers to have cleared $26,000 by hts visit to this country.
