SEPTEMBER 9, 1565, SEB OUTSIDE FOR INTERESTING TELB- | | @-READING MATTER ON EVERY Paces. | GRAPHIO AND CTHER MATTER. j FOR THE AccoMMoDATION OF PERSONS leay- amg the city during the summer months they cam have the Stam mailed to their address, py ordering the same at the office, for 12% cents Per week, tor one week or more. p be D ttentmaresshtocsbeiaen eee Oe THE LEGALITY OF TRADES UNIONS. As already noticed, the master masons of New York have brought the question of the legatity of Trades Unions before the courts for | decision. They have not only commenced a evil suit for damages against the leading mem- bers of one of the New York Bricklayers’ Unions, but they have also set on foot a crimi- mal prosecution against them. The gist of both actions is the same. It 1s, that the persons Bamed as defendants have unlawfully con- federated and conspired to «io ¢ertain acts “against trade and commerce, and in violation of the Inws of the State of New York.” These acts are specified to be, the refusal to work for Dosses who bave taken apprentices otherwise than in accordance with the regulations of the Union, or who employ ten-hour men, and the making of efforts Yo induce other journeymen to do likewise. The civil suit, in the ordinary course of litigation, will not be finally decided tor years to come, and the criminal prosecution, the New York Sun thinks, will probably be delayed until the Legislature, by amending the statute, will practically dispose of it, and the ctvil case too, in the bricklayers’ favor. It seems, however, that the bricklayers pro- pose to turn the tables upon the master masons by alleging conspiracy on the part of the latter to refuse work to them. The ground of action as (bat a-uumber of the master masons have Tepeatedly and solemnly agreed that they would not employ any journeyman who be- Tonged to a Union, nor any one who in- sisted upon conforming to the State law mak- ing eight hours a day's work. Ifany journey- mar has been refused employment by one of these master masons in pursuance of this agree- ment, he may, it is contended, oth sue the whole combin«tion tor damages, and have them indicted besides as conspirators. If it be a conspiracy for the men to refuse to work for the bosses, it is a conspiracy for the bosses to refuse to employ the men. This, it will be seen, adds another complica- tion to the difficulty between the masters and the workmen: and the only parties who will be benefited by these suits and counter suits are the lawyers, who will apparently reap 8 rich harvest outof both employers and em- ployed. The bosses and workmen will get about the same mutual benefit from lawing it ‘as the two cats in the table, who appealed to Justice Monkey to divide their cheese equita. bly, or at least legally, and who had the satis- faction of seeing it dwindle to nothing under the judicial bites of that level-headed magise trate. The moral of all this is, that the interests of employers and employed are so much in com- mon that any fight between them damages both and helps neither. Esch needs the other, ‘and each to the other is as mdispensible as one half of a pair of seissors to the other half. The trade unions will continue to exist, we may be assured, and every fight against them will bea pure waste of time and money. In Europe the same attempt to crush them, by showing their illegality, has been tried and ut- terly failed. And if this has been the ease in England, where the employers bave much More relative strength to the employed than in this country, we may be sure that the work- men here, who constitute a power in the land, Will not be less successful in the contest, Wall street is puzzled to account for the ax- traordinary demand for our bonds in Europe, which exceeds the calculations of the most san- Ruine believers ia them: and especially in the face of the distrust lately expressed towards our securities, im view of the war threatened upo the bonds im Congress at the dast session. It seems, however, that the unsettled condition of affairs in Europe, and the probability of ‘war there, together perpetuate the want of con- fidence created by the disastrous failures of the last three years: and those who have surplus money to invest are placing it in first-class in- terest-bearing securities. United States bonds paying double the interest of consols, and sel- ling at the low price of 72 in gold, torm, there- fore, really the most desirable and tempting first-class security on the European markets. Gur Government being removed from the the- atre of European politics and not likely again ‘soon to be embroiled in new wars, stands high with investors, in Europe, who look chiefly to the rate of interest and the certainty of 1- punctual payment, The experience of July has sbown plainly that Europe attaches no practi- cal importance to the greenback discussion ‘and the proposition of a minority in Congress to tax the bonds, but views them simply as the tactics of parrisan politics, It has been stated that wealthy Democrat< an New York city bad raised $100,000 to influence the Maine election, but it 1s now denied that ‘@nything like that amount has been con- tributed. From what we hear we are satistied that the wealthy men of New York of Demo- cratic politics are little in the humor to con- tribute money for campaign expenses, on account of their dissatisfaction with the finan. cial plank of the Democratic pistiorm. I: is reported that the negative answers made by some of the Wall Street magnates to applica- cations fer money for “the good of the cause” were couched im languaze more exprestive ‘ban polite. ‘The green-back policy will cut both ways, it is quite evident. and while the Democratic party may gain something by it In the West they are apt to lose as much, at least, im the East in Maine, for imstance, it appears by the official exbibit just made by the savings baniks of that State, that the number of saving: bank depositors—mostly persons of the mid- dlmg and poorer ciasses—is equal to one- quarter of the voters of the State, and that quarter of the whole amount of deposits is imvested in Goverument bonds. It is quite likely that a similar exhibit in other Eastern States would show the same result, and of course any policy deteriorating the value of theee bonds will array against it and thosw advocating it a very large number of voters Tue CoscuessionaL ADJoURNMENT.—The concurrent resolution udopted by Congress in July, for adjournment until the third Monday am September, provides that the “President of the Senste and Speaker ot the House of Rep- resentatives shall on that day, unless it be then otherwise ordered by the two bouses, turther adjourn their respective houses until the firs Monday in December, i565.” A quoram of each house is requisite to “otherwise order.” ‘The claum of some registered tax paying te- males to vote for members of Parliament in England. is to be resisted as contrary to law aud the overseers of elections are warned against allowing the privilege. The caulkers, who have been on a strike in Hostou for the past (WO months, have flually succeeded im bringing the suip-builders to erms, snd now receive four dollars per day for eight Rowrs’ work. The attractive features of the piece ought to, and will no doubi, secure it a good run here. General Buchanan on the Ist inst issued an order defining the official relations between military and civil officers in Louisiana. A Sheriff is authorized, in cases of unlawtul ree sistance to his authority, to call upon the mil- itary for assistance, but ifthe military com. mander is not clearly satisfied that the necessity for such service exists, he is to decline ‘to act until he has recetved special instructions from headquarters. General Bue says that iu no case is it deemed proper to consider a mere riotous demonstra. tion as acase calling for the interposition of the military forces; such forces should not be displayed until it shall be absolutely necessary for them to act. THE ATANTIO8 DEFRATED UY THE ATHLET- ‘he most interesting base-ball match of the season was played yesterday at Brooklyn, between the Athletic Club of Philadelphia, and the Atlantics of Brooklyn. There was a very largeattendance, and excellent order wa< maintained, The first part of the game was very close, the score standing at the end of the fifth innings 9 to $ in favor of the Atlantics, In the sixth inning the Athletics made 14 against 3 for the Atlantics. In the seventh in- nings the Athleucs made, and the Atlantics ‘were put out withoutaran. The heavy score of the Athletics disheartened the Atlantics, and at the close of the ninth inning the score stood 27 to 13 im favor of the Athletics.—. ¥. Post, 8th. $350,000 Fouxp IN AN OLD TRuNK.—The Norfolk Day Book of yesterday tells a rather tough story of 8 citizen of that place, Mr. Miles K. Bell, who, it says was rumaging over some old family relics in the garret of his residence on Main street, when he found, upon opening an old-fashioned hair trunk, the handsome and princely sum of $300,000. The Norfolk Journal endorses the story but goes £50,000 better, making the amount found S350,00, and the © editor hopes “Miley” will re- member certain little favors received. For the benefit of our lady readers, we will state that Mr. Bell is a bachelor, Promustic.—After considerable talk, a pu- gilistic match has been made between Edward Kelly, of Philadephia, and George Geddons, ana is expected to occur on the 2d of next month. rticles of agreement have been drawn up and signed by both parties, each agreeing to stake #500 upon the result, £50 of which bas been aepenined by each in the hands of John Stetson, of Boston, The conditions re- — of $100 on the ith days previous to the fight, when the ‘ansi iakeholder is to be selected, and the grounds chosen, which ac- peope | SS must be ontside the lim- is of Maseach uset!
