Coming at the moment when the Northern | Democracy seemed inclined toenter upon an alliance with the colored people to secure their Yotes, and enter upon friendly relations geu- erally, upon the ground that the interest of the employers and the employed were identical, the inquiry naturally arises as to th® meaning of this new position taken towards the negroes by the Legisiature of Georgia. Whether or not | it means an abandonment of the projected en- fente cordiole that was to cause the bincks to vote and sct with the planters through real | identity of interests and in opposition to the | common enemy, the “selfish scaliawag carpet- boggers,” charged in the Democratic indictment With baving no real friendship for the blacks, and designing to use them only asa means to | Tise mto office over their backs. It seems, however, that the Democratic lead- ets of Georgia do not wish the construction put Bpon this action of the Legislature that it means hostility to the megroes; and the (olum- bus (G@s.) Enquirer undertakes to explain it im & way to demonstrate that it does not. If it does not confer om them the right to hold office, both the Democratic and Radical members of the Legis. | lature are bound by their oaths to support the constitution to vote for the expulsion of the negro members. The question i# one of law, not of party, and the Enyuirer essays to show by the proceecings of the Atlanta Convention that the constitution adopted by it does not Teally confer on negroes the right to hold office. Ithbas always been supposed that the new constitution of Georgia was designed both to conter the right to vote and the rightto hold Office, but according to the views held by the Exquirer and other exponents ot the Demo- cratic party in Georgia nesther that constita- tion Lor the fourteenth amendment to the na- tieusl organic law, provide for office holding by the newly entranchised freedmen. They ‘were inehgible under the old State law, and it 1s asserted that a proposition in express terms to confer the right to hold office upon the negro ‘was made and voted down in the convention that formed the present comstitution. It should be stated that the cuestion did not assume Altogether & party aspect in the Legislature of Georgia, as although the Democrats voted ina body for the expulsion of the negro mem. bers, some of the white Republicans voted with the majority. It is noticeable, too that this question of the eligibility of the ne- gto members seems to have been an after. thought, having been raised, mot st the com. mencement of the session, but after some month's time had passed without objection to their presence as legitimate members. ‘The question will probably be adjudicated in the courts, where it can be settled without pre. | the vouch Judice fo either party. As above stated, enough of the Republican memters of the Legislature voted for the expulsion of the negroes to dem- onstrate that the action was not of a purely party character, but inasmuch as the bulk of the vote that way was Democratic, the Demo- eratic leaders in Georgia seem to feel called upon to make an explanaton of the ground for heir course. The Democracy of Baltimore held primary meetings yesterday for the selection of delegates ‘to repreeemt them in the Congressignal Nom: nating Uonventions of the Second and Third Instricts. No little interest was felt in the re- sult inthe Third District on account of the fierce struggle between the Swann men and anu-Swann men. Governor Swann im his as- Pirations for Congress to succeed Mr. Phelps, was warmly opposed by the str aight-out Democracy headed by the Baltimore Gazette, and be bad Robert J. Brent asa principal competitor.
