The submarine telegraph gave us, several days ago, am abstract of the views expressed by the principal daily papers of England in Tegard to the treaty lately concluded between the United States Government and that of China through the medium of the ambassadors from that empire now in this eountry, but we have not yet seen any resume of the opinions held on the subject by the weekly press, which exercises, as compared with the daily journals: | afar greater influence in Great Britain than here. Why this is so we cannot teil. unless it | be that oncea week is often enough for the slow thought and jog trot ways of Mr. Bull. but so it is. Accordingly, the opinion of the weekly journals upon any general question in that country becomes a matter of interest, if not of prime importance, in considering how it will be regarded by the public at large. So far, the only weekly coming to our notice Which has commented on the treaty at any length is the Saturday Review, the issue of Which for the 22d ult, has an article on the sub- ject nearly three columns in length. This jour- nal, if not the most influential of its class, is certainly one of the most extensively read, and represents, probably, the average of British sentiment, if not of British temper. Always slashing in style and cynical in tone, and generally msolent and unfar in all that Telstes to this country, of course the Reriew finds nothizg to commend in the new treaty. Its article opens with a thrust at the daily press for the little attention it has given the matter, saying that the Times alone published the text of the treaty. It then sneers at the whole doc- umeat, asserting that it reveals nothing new er startling, that it is half platitudes and half sur- Plusage, and that its real purpose is discovered only when one looks narrowly into it. The first artucle is declared to be merely the reitera- tion of an old and well recognized principle. The second isa pieceof cuteness: «the third, fourth, fifth, sixth and seventh are really meaningless.” But the eighth is the big mare’s nest. “This is thehead and scope of the whole treaty; for this alone was it made,” says the Reviewer. Here, artfully coiled sway, lies a Istent force that is mtendea to and that may in time send British supremacy in China to the demnition bow wows. And that is what's the matter. Listen to the startled guardian of British interests:—“ Railway directors and owners of telegraphs might in the course of a few years,” he says, “extort more than foreign merchants bad obtamed imacentury. An im- perium in imperio might be developed, and the policy of Pekin might be directed from Wash- ington.” Which, we may be permitted to add, mighin’t be so bad for Pekin as for Lon- don. The writer philosophically admits, however. that America and China have a right to make any treaty they please with each other. But one thing can be prevented, and shall be. The feli destroyer Burlingame shall Rot be allowed to make any changes or modifi- cation im the existing treaty between Great Brita and China in consonance with the spirit of that lately concluded here. Such changes are declared to be, “on their face, need- less, insidious, and damaging te British inter- ests. They would destroy all the fruits of her Wars ana negotiations.” They might, we must Sdmit. But he is not through yet. “The pur- port of the American treaty,” shrieks the irate Briton, “reveals the purpose of its author; and if our relations with the Empire are to be mod- iffed in & spirit of unworthy concession to an arrogant rival, we shall afford another sad and humiliating instance of the weakness which allows a bold diplomacy to filch from us ad- vantages which we have gained by lavish outlay of men, money, and labour.” Labor with an v. Weare sorry for the Review and its country- men Across the way, but we don’t see how this terrible state of things can be helped. Ameri- can statesmanship and American diplomacy are beginning to tell. Tne Chinese die is cast. The Rosecrans correspondence seems te meet with little favor im any quarter. The New York Herald saye it is but a repetition of the old story of the mountain and the mouse, and that Gen. Rosecrans after this fiasco should Set out with all convenient despatch for the Tore appropriate field of diplomacy a, waits him im Mexico. The Cincinnati Gazette thinks it haraly equal to the celebrated Niag- ara Falls Conference, and that it will be simply iaughed at. The Southern papers are quite as BEanimous in pooh-pooh-ing it. The Rich- mond Enquirer hints that she parade of mere sen- timental platitudes may do for the lovely atmo=- phere of the White Sulphur, but hardly for the stern contests of the political arena; and points out that the candid statement made by General Lee in reply to the “gushing declarations” of Gen. Rosecrans, and in which Gen. L. gives his opinion of the views of the Southern people, is but @ repetition of the language used by Ge: Grant in bis report of December, 1865, atter his Southern trip. “ItGen. Lee had taken Gen. Grant's report asa model,” says the Enquirer “be could not have expressed himself more the object of Gen. Rosecrans was to corroborate the statements of Gen. Gramt by the “anim- peachable testimony of Gen. Lee,” the £n- quirer Goes not see that any thing was gained by the trip to the White Sulphur. ‘The Richmond Wiig says it “bas not deen silly enough to anticipate any great good from the correspondence,” but thinks the mission ‘was well-intended by Gen. As Acting Attorney General last year, when things were terribly stagnagit, he crested any i number of first-class sensatigns by Bis «-opin- ious,” and now sgain,—whem the mere sign of 8 rumor is chased by straining eyes and willing feet,—even though he bas hardly warmed his new seat, he is bidding tair to outdo himself in that way. Amd he will, too, if they'll only give nim a chance. He seems liable to come to gvief, however, some way or another. But if he does, it will doubtless be in a way to make it the basis for an A No.1 item. So the boys in Newspaper Row have a pretty éure thing of it, whether he stays or whether he goes out. Un the latter point, a good many of the quid nuncs about town have it that one of the first things Congress will do when it next assembles will be to take such steps, by legislative enact- ment, as will retire him once more to the quiet and shady retreats ot private life, without the benefit of doctor or priest. They argue that if there was no necessity for filling the office of Solicitor for more than a year after it was created, no pressing emergency existed when the appointment was finally made, and that the mere fact that it was filled at last bya Person known to be obnoxious to Congress, And already legislated by it out of one snug Place, is of itself a sufficient reason for abolish- ing the office, if the illustrious incumbent can’t be got rid of in any other way. In the mean time, rumors are plenty and pretty well authenticated, to the effect that in- fluential representatives of the New York De- mecracy are still here tryimg to induce the President or any other man to make him quit “sloshing around” in that city. Some of the more plain spoken ones irreverently style him a regular “bull in a china shop”—damaging otherwise what he don’t smash to pieces; and they want to get him out, either by coaxing or driving. We wish them joy of their undertak- ing. We wish Binckley joy, also. And, pro- fessionally considered, we don’t care whether he “sticks” or lets go. Weare going to have items either way. “Go it husband! go it bar!’ ‘We have been more than a little entertained by the perusal of the official “exposition” of a new educational institute out in Ohio, styled “The Albany Enterprise Academy,” located somewhere in Athens county, in that State, One of the distinguishing features of the new cartiidate for public favor is thus stated by the president and secretary, who, we take it, are American citizens of Afriean descent. In fact, ‘we may say we know they are, from a remark they make. They say: “It isan institution of our own; owned by colored stockholders; governed by colored offi- cers; taught by colored professors and teachers, and is for the education of colored students ez- clusierly. We say exclusively, though there is no law which keeps out white students.” “But,” they add with charming naivete, “but no white students apply for admission.” Another peculiarity of the institution, in- tended, no doubt, to commend it to public favor, is thus stated: « Poor disabled colored soldiers are favored with light or no tuition at a which we hope the “poor disabled colored soldiers” will be able to interpret to their advantage, somehow, though we can't see it im that light, Still, we hope the new “enter- Prise” will be a successful one, as we are in favor of the widest spread of knowledge. And this, it seems to us, is a clear case of “spread.” The schools, public and private, re-open this morning, and the streets as we write are filled with little folks on their way to “resume their studies.” They look cheerful and buoy- ant after the holiday breathing time, but we are sorry to see them carry so many books,— ten, fifteen, twenty books per pupil. Too many books, too many studies. They suggest overtasking and the Blimber system of cram. ming. We see that educational anthorities elsewhere have come to the conclusion that pupils make more permanent progress by tak- ing a few studies ata time. Would it not be ‘well that the question should be agitated here. Twenty-books for a little fellow of half that umber of years—too bad!
