In his letter to Col Brodhead, dated Washington, June 39, General Blsur said that “there was but one way to re- store the Government and the Constitution, and that is for the President elect to declare these Reconstruction acts null and void, com- pel the army to undo its usurpations at the South,” and “allow the white people to reor- gsnize their own governments and elect Sena- tors and Representatives.” But a few days be- fore this letter appeared the leading Democratic journal of this country—the New York Wor!d— took up this very question and discnssed it in logical and legal light, and arrived at con- clusions satisfactory, at least, to itself, if not to A majority of the party which it represents. On the 13th of June that journal declared that one of the objects which the Republicans would accomplish by the admission of the Southern States would be to secure the Federal guaranty to the new State governments. The provision of the Constitution respecting gurranties is this: “The United States shall guaranty to every State in the Union a republican form of government, and shall protect each of them against invasion, and on application of the Legis lature, or of the Executive, when the Legislature cannot be convened, against domestic violence.” By the admission of those States their existing governments are placed within the operation of the last clanse of this guaranty. The first section of the act of 1795, passed to carry out this guaranty, is m these terms: “In case of an insurrection in any State against the government thereef, it shall be lawful for the President of the United States, on application of the Legis- lature of such State, or of the Executive when the Legislature cannot be convened, to call forth such number of the militia * * * as he may judge sufficient to suppress sach insur- rection.” The World proceeds to say “that the act of 1907 authorizes the President to use the army and navy for the same purpose-” and that in the celebrated Dorr case—known as the Rhode Islan Court, Chief Justice Taney delivering the opinion, that the State gorernment entitled to this protection is the one which is recognized by Con- gress by the admission of senators and representa- fives choven under it. The guaranty of the Con- stitution, the laws for enforcing it, the decision of the Supreme Court, and the fact of the ad- mission of senators and representatives chosen under the new governments, make a complete chain of legal obligations, binding tie federal euthori‘y to sustain the new governments against eny attempts (o change them without their consent. “We should be glad,” continues the World, see this argument refuted, } ut do not Lelirve f it canbe. Ifnot, all further opposition to those governments will be idle and mugatory, and can have no other effect than to prevent the democratic party getting coutrol of them by success in the southern elections.” If General Blair receives some of the electo. al votes of the Southern States, cast as they will be by virtue of the acts of Congress under which they are reconstructed, itis not too mueh to anticipate that he will then acquiesce im the above views of the Worid. AvoTeEe Sreixe aT Roce IsLayp.—We bave information that another strike took place among thelaborers on Rock Island, Iowa, on the 12th. One hundred quit work. The strikers are some of the men who struck nine days ago on account of the raling of General Schofield, but afterward went to work. It seems that a: the time of the first strike a committee from the strikers waited om Hiram Price, Representa- tive in Congress from the District, and asked ‘his opinion im regard to the intentionof Uon- gress in passing the eight hour Iaw, whether ten hours’ pay was to be allowed or not under it, Mr. Price told them that the question of ‘Wages was not considered when the law was passed, and he was not prepared to give an opinion. He advised the men to go to work, labor eight hours a day and accept eight hours ‘Wages, and when Congress meets present their claims for the amount withheld under Gen- eral Schofield’s decision. The men adopted this advice and again went to work, but after working a few days they sgain struck. The Price paid to iaborers under the eight hour Tule, is $1.44 per day, the price formerly paid, under the ten hourrule, was $1.90. A meeting of prominent men ot both political partes was held at New Orleans on Saturday to discuss measures to insure the peace of the State of Louisiana. Gov. Warmouth. on the part of the Republicans, stated that there was nothing in reason, except the abandonment of their party principles, which they would not concede to secure barmony. The Democrats complained of aggressive and oppressive legis- lation, and said the Democratic and Conserva- tive elements of the country expected to ac- complish nothing except in a legal and const- tuticnal way, and insisted that it was unwise and improper for the State government to defy the sentiment and wishes of the people, and that if the Governor would throw himself upon the people they would sustain him, and no re- sort to force for the preservatien of the peace would be necessary. Another meeting will be held in @ few days, when, it is hoped, some practical illustration of the mutual desire for harmony will be presented. The approaching elections in ‘land, ac- cording to an intelligent observer in that coun- try, will result as follows: First, the Liberals will have 8 very decided majority in thenew Parhament; secondly, these Liberals will be pledged to support Mr. Gladstone ina very different manner from that in which they sup- Ported him last session; thirdly, the majority of the House will be united on behalf of a clear and definite programme, and will be compelled to adhere togetber so long as the question of the Irish Church remains undecided; and, last- iy, the House will be composed of men whose politics, whether ministerial or opposition, will eventnally be tinged with prac@§cal con- servatism inherent in the possession of wealth and station. These conditions are not uni- formly tavorable to the Liberal cvuse. Still they are vastly more so than have been known of Iate years. The Association for the Advancement of Science, which has been m session in Chicago, adjourned sine di on Wednesday. Its nex; meeting is to be held in Salem. Massachusetts, on August 13th, 569. For some time past the price of gold has been high- er in Paris than im any other money center, while New York has been the point at which gold bas been sold at a cheaper rate than in any other great financial center of exchanges. The result has been the enormous accumulation of bullion in Paris, unprecedented im the history of medern times, and which justly excites the distrust and fear of Enrope as much as the warlike tooting of the French army and navy. The French Government has been @ large purchaser of horses for a year past,and last Week 8 quantity of hay has been bought in the New York market for French account, and supposed to be for that Government. The con- tinued weaknessand decline in British consols, in the face of a two per cent. money market, is significant of the distrust in regard to future Political complications leading to war in Europe, which disturbs financial circles there- Capitalists are seeking to shelter themselves as in preparation for a storm. The “dry rot” continues to sweep out its victims. A large German cotton firm is reported to have failed in Liverpool with liabilities of about $900,000 in gold, and also a firm in the grain trade for 8 considerable amount. ‘This is the reguiar night for the meeting of the City Councils, but we cannot hear that there is any prospect of the Boardof Aldermen get- ting into working gear. Alderman Richards is outof town attending the Educational Con, vention at Nashville, and the Aldermanic «-situation” is slightly changed thereby, giving the Democrats a majority in the Board for the time being unless he has “paired off” with some other member. The joint convention (adjourned) of the two Boards, however, tales place to-night, and it is probable there wilt be no separate meeting of the Aldermen. Spunky little Paraguay still holds her own in her protracted struggle with Brazil, Ura- guay and the Argentine Republic. The allies, some three years azo, by | asecret treaty, agreed to partition out the ter- ritory of Paraguay among themselves on over- runming and subjugating it. It is because of this declared purpose of the allies that the civ- iized world sympathizes with the Paraguay- ans. Judge R. M. Biatcbford, of the U nited States District Court for the Southern District of New York, recently decided that a minor whe bad enlisted in the army was bound by his oath that he was over eighteen, and could not be discharged from the service on the applica- tion of his parents. The laws of the United ‘States permit minors over eighteen to be eu- listed, and have provided that the oath of the recruit as to his age shall be conclusive. Secretary Seward, according to the Auburn correspondent of the New York Herald, recent- ly stated that he could not consistently support Seymour. Further the Secretary said nought, but the correspondent says it was understood trom several parties who are on intimate terms with Mr. Seward, that he is for Grant, and it was inferred that he means to say something during the campaign to thateffect.
