Washington News and Gossip. | TELEGRAMS TO THE STAR, Tax REVENUE ComMISSIONERSHIF QUES- TiON.—It was yesterday decided that the ques- tion of the status of the Revenue Commission- ership should to-day be formally referred to Attorney General Evarts for his opinion. Un- til this is submitted, which will not be till some time next week, no action will be taken on the subject. As itis desired to give the new Commissioner, should one be appomted, fall control of the bureav, no appointments of su- pervisors will be made tor the present, unless some special exigency should make action ne- cessary im particular districts. 1t has been said that Attorney General Evarts in private bas expressed the opinion that the office 1s not ya- cant, but the probability of his giving an opin- ion beforehand on a subject he knew would likely come before him formally is, at least, questionable. Mr. Evarts is expected to give his opinion en Tuesday next, and no appointment of a suc- cessor to Mr. Rollins is expected to be made until after the opinion shall have been pre- sented to the President. GenxERaL Rosecrans arrived here this morning and bad an interview withthe Presi- dent, with reference to bis Mexican Mission. “DOING” THE BaTTLe-FIeLps.—A few days ago two young students of Yale set ou’ to do the Virginia battle-tields. They returned to ‘Washington Iast night. and give a narrative ot their experience that is quite refreshing. With the speed of a “carpet-bagger” (so called) tuey rushed directly on to Richmond, arriving in the morning, went down and took a look at Libby, asked a policeman if there was any- thing to see about the city, and were shown an old redoubt at the extremity of one of the streets. This they reconnoitered, and by re- turn train came to Washington. They say that the Wilderness battle-field don’t amount to much as seen trom the Fredericksburg and Richmond cars, and as for the defences of Rick- mond they are of the opinion that there was a reat deal of “toolin” in taking them. Passing Mount Vernon they applied themselves vigor- ously to the officers of the road for information respecting the place, and were anxious to know if it would pay twogothere. They were wid that some thought it did, butone remarked that their diaries of the trip were already pret- ty full, and they guessed they wouldn’t bother with it. The reportof their trip will doubtless be highly interesting to Yale dnd their neigh- bors, who made excursions with muskets to those scenes 8 few years ago. GEN. C.C. Fight Between Meguck Steen and Chinese ebels Lompon, Ang +.—Late telegrams received from Shanghai bring the following intelli. gence:—A French trading station near the frontier line of Cochin, China, was attacked on the 16th of June last by a band of Anam rebels. The post contained tw. -five men, all told, who made a gallant resistance. After a des- perate fight, however, they were overpowered, captured and massacred. A strong French force was subsequently sent against the band. On the 2istof June, after a sharp fight, the French succeededed inrecapturing the position and dispersing the rebels. FATAL ACCIDENT ‘Worcester, Mass.. Aug. §.—Michael New- man, 40 while attempting to get on & freight train at Webster yesterday afternoon, fell on the track, and the wheels passed over bim, crushing one of his legs, which was am- putated. The Davenport (lows) Gazette says: General Schofield, the Secretary of War, nas thrown the Government employees on Kock Island into a tremendous state of excit-ment by his interpretation of the law recently passed by Congress establishing eight hours for a day's work of all mechanics and laborers who are employed by the Government. ‘wo weeks since, when General Rodman re- ceived orders io put the Iaw in force among those employed on the arsenal buildings, ne did not know whether the men under him were to draw their old wages or not. Accordingly he wrote to the Secretary of War, and request ed a ruling for his guidance. On Satarday he Teceived a eg eneral Schofield says that, 1m his opinion, the law never intended to give ten hours pay for eight hours work, and that some definite clause is inserted m the law by Congress, regulating the question of wages under it, be shall direct that the persons who are engaged on works in which the War D»- Partmentis interested shall receive fhe pay to whiob their wages entitle them, in proporiion to the hours they labor. In other words, eight hours Pay for eight hours work. The Sécrett~ tells General Rodman, however, that if the vernment employees on the island desire to work ten hours at their former wages they can 10 50. When the news of this opinion of the Secre- tary was spread among the five handred me- chanics and laborers who are employed on the different works in progress on the island, it created a great deal Of feeling. Marray, in Detroit, Michigan, heretofore convicted on three infor- mations for violation of the copyright law in printing upon three cigar labels “Entered ac- cording to act of Congress,” &c., when in fact ‘were not so entered, came up for consid- eration in that city on Tuesday. There had been assessed upon him a penalty of one hun- dred dollars and costs for each 1 ‘ion. He made application to the Solicitor of the Treas- ury for remission of the penalty, and the Soli- citor decided he bad no such power in copy- itcases. The defendant then filed an affi- davitof Celvert & Co., the li to the effect that they inserted the words “En- tered according to act of Congress,’ &c., in the labels without the knowledge or consent of de- fendant. Mr, Hodgson Pratt occu- pied the chaur.and explained the objects of the meeting, which wall be found described in the following statement. A large number of young women are employed in London whose parents live m the country, and who have no Telations or triends to whose houses they cin Tesort on Sundays or on the week day eveninss when theyare atleisure. For such women sui'abdle places of resor: for recreation, study, re- fresbment and society seem 10 be urgently needed. It is therefore thought desirable to set on foo: something in the nature of clubs for ‘women, where they shail be free trom all inter- ference; but where atthe same time,the man- &zement shall be such as to secure the members: from evil influences. While there shall beper- fect lependence, opportunities shall be afforded tor the cultivation of elevauug pur- suits and refined tastes. At aclub such as is proposed, refreshments of all kinds would be supplied, together with means of rest, of writ. ing, society, and of access to books and perjodi- cals.
